Invitation for Bids 1. The Islamic Republic of Afghanistan has received a grant from the Asian Development Bank (ADB) toward the cost of Energy Supply Improvement Investment Program – Tranche 1 and it intends to apply part of the proceeds of this grant to payments under the contract for the scope described below under item 2. Only eligible Bidders with the following key qualifications should participate in this Bidding: • The bidder shall have an annual average turnover amounting to at least US$ 13.7 million (for Lot 1); US$ 15 million (for Lot 2) and US$ 13.7 million (for Lot 3) within the last three (3) years. • The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement for US$ 12.4 million (for Lot 1), US$ 17.2 million (for Lot 2), and US$12.4 million (for Lot 3). • The Bidders should have participated as contractor, management contractor, or subcontractor, in at least three (3) contracts in Design, Supply, Installation of Medium and Low Voltage Distribution Networks within the last Five (5) years that are similar to the proposed plant and services, and that have been successfully or are substantially completed, with at least one contract with a value of US$ 15 million or more (for Lot 1); US$ 20 million or more (for Lot 2) and US$ 15 million or more (for Lot 3). • The Bidder must demonstrate that it has personnel for the following key positions for this project: Contract/Project Manager, Distribution Engineers, Field Supervisors and Skilled Labor/Tradesmen such as lineman/electrician, electrical fitters, electrical/cable jointers. 6. The Project completion period is Seven hundred twenty (720) days each for Pul-e-Alam (Lot 1), for Khost (Lot 2) and for Gardez and Wazai Zadran Distribution project after effectiveness of Contract. Place of delivery of the goods is contractor’s warehouse as specified in the Technical Specifcations/Employer’s Requirements. The Bidder shall quote price using the Incoterms CIP (Pul-e-Alam, Gardez & Pul-e-Alam and Khost) as specified in the Tender Documents. 5. Only eligible Bidders with the following key qualifications should participate in this Bidding: • The Bidders should have participated as contractor, management contractor, or subcontractor, in at least three (3) similar contract (Design, Supply, Installation of Medium and Low Voltage Distribution Networks) within the last Five (5) years, at least one with a value of US$ 15 million or more (for Lot 1); US$ 20 million or more (for Lot 2) and US$ 15 million or more (for Lot 3) that have been successfully or are substantially completed and that are similar to the proposed plant and services. • The bidder shall have an annual average turnover amounting to at least US$ 13.7 million (for Lot 1); US$ 15 million (for Lot 2) and US$ 13.7 (for Lot 3) within last three (3) years. • The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement for: Lot 1: US$ 12.4m Lot 2: US$ 17.2m Lot 3: US$ 12.4m Lot 1 & Lot 2: US$ 29.6m Lot 1 & Lot 3: US$ 24.8m Lot 2 & Lot 3: US$ 29.6m For Lot 1 + 2 + 3: US$ 42M • The Bidder must demonstrate that it has the personnel for the following key positions for this project: Contract/Project Manager, Distribution Engineers, Field Supervisors and Skilled Labor/Tradesmen such as lineman/electrician, electrical fitters, electrical/cable jointers. 6. A single Bidder can be awarded multiple lots (contracts). The methodology to determine the lowest evaluated price of the contract combinations, including any discounts offered in the Letter of Bid, is specified in the Bidding Document. If a Bidder submits several successful (lowest evaluated substantially responsive) bids, the evaluation will also include an assessment of the Bidder’s capacity to meet the aggregated requirements of combination of lots as specified in the Bidding Document. 7. Only eligible Bidders who possess internationally accepted professional certifications adopted from American Petroleum Institute (API), or any other internationally accepted professional certification related to the petroleum industry in addition to the hydrogen sulfide gas safety procedures and operations, and with the following key qualifications should participate in this bidding: (a) Average Annual Turnover: The Bidder shall have had an average annual turnover as prime contractor/ management contractor or supplier over the last five years at least US$ 14 (Fourteen) million calculated as total certified payments received for contracts in progress or completed within the last five years. In case of Joint Venture (JV) the minimum requirement for each partner and one partner is as following; Prime Contractor (Operator) not less than 40 % One Partner not less than 25 % respectively, and jointly 100% of criteria. (b) Financial Capability: 1. The Bidder shall have a positive net worth based on audited financial statements. 2. Using Forms FIN – 3 and FIN - 4 in Section 4 (Bidding Forms) the Bidder must demonstrate access to, or availability of, liquid assets, lines of credit, or other financial resources, (other than any contractual advance payments) to meet the Bidder’s financial resources requirement indicated in Form FIN-4. (c) Litigation: The Bidder shall provide accurate information on any litigation or arbitration resulting from contracts completed or under execution by it over the last five years. Claims, arbitration or other litigation proceedings pending or already resolved, with a possible impact of more than 50 (fifty) percent of the Bidder’s net worth shall be a ground for declaring the Bidder not qualified for award of the contract. DABS is responsible for the installed domestic generation capacity, including about 230MW ofhydropower. Since 2006 the World Bank has beenfinancing the rehabilitation of the electrical and electromechanical parts of Naghluhydropower plant which was built with SovietAssistance during the 1960s. The current project under which this financing is taking place closed in March 2013 Among others, twoprimary problems have emerged:  sediment has builtup on the face of the dam and blocked the bottom outlet; and there is no auxiliary power source, leaving only manual opening andclosing of the spillway gates or inlet valves in the event that the plant is not generating.  Overall, under the status quo, without additional Bank financing, there is agrave risk to Naghlu not being able to continue to generate and also a significantsafety risk. The Naghlu Hydropower RehabilitationProject aimsat continuing the rehabilitation work of Naghlu Hydropower Plant. Theproject will be fully implemented by DABS. Ofcritical importance is the need to carry out the electromechanical works to restor Unit 1 andto perform the regulaur overhaul ofother units. This supervision consultancy, among others, will aiat managing the activities related to the rehabilitation  of Unit 1 ,overhaul of Unit 3 and procurement ofnecessary spare parts for at least five years to support regular maintenence. The development objectivesof the (APSDP) Project are to increase the number of electricity connections for the urban centers of Charikar, Gulbahar andJabul-es-Seraj and Pul-e-Khumri and to improve the availability of power from Naghlu and Mahipar switchyards. This was to beachieved through (i) provision of grid connectivity to Charikar, Gulbahar, Jabul-Seraj, consumers, which were receiving powersupply for a few hours a day through off-grid diesel/hydro generators; (ii) rehabilitation of the transmission switchyardsassociated with the largest two hydro power plants in Afghanistan- Naghlu and Mahipar (iii) augmentation of Pul-e-Khumri medium andlow voltage distribution network to cover more areas. The priority areas in each town were agreed with Da Afghanistan BreshnaSherkat (DABS) and Ministry of Energy and Water (MEW). The project has the following main components: A.    Rehabilitation of Charikar, Gulbahar & Jabul-e-Seraj (contract MEW/S-504) andPul-e-Khumri Distribution Systems (contract MEW/S-506): Installation of both of the twocontracts has been largely completed. The Project Management Firm (PMF) supported MEW with processing contract closing and systemtransfer to DABS. The PMF contract closed on June 30, 2015 and the installed networks were transferred to DABS. DABS now isresponsible for the procurement and installation of the service drops and meter boxes to connect the distribution networks tohouseholds. The Additional Financing will be used tofund the goods only, and the installation will be conducted by DABS with itsown facilities and at its own cost. B.     Rehabilitation of Naghlu and Mahipar 110kV Substations (contractMEW/S-505): Rehabilitation of these two substations is covered under one supply andinstallation contract. The installation was planned to be done in sequence instead of simultaneously. At Mahipar, the constructioninstallation testing and commissioning work have been completed.  Formal handing overto DABS and operator's training have been completed. At Naghlu, rehabilitation works can only start in the dry season and isexpected to take 6-8 months for completion. However, due to the seasonality of hydropower at Naghlu, there is a risk that workscould be pushed into 2016. This contract (MEW/S- 505) is handed over to DABS throughcontract amendment. DABS now needs to select a consulting firm to support the technical monitoring of the implementation of therest of the contract whichmay last till the end of 2015 or early 2016. But to fill the time gapbetween completion of current PMFand the hiring of a new firm, DABS is recruiting two individual consultants as Supervisor Electrical Engineer and Supervisor CivilEngineer to supervise the activities and tasks of contractors. The Additional Financing will be used to cover the incremental costof this contract and the cost of the technical monitoring consultants.
