Consulting Services for the "Program to enhance capacity of industrial engineers, power specialists ofthe mining, chemical, oil and gas industries in the area of energy efficiency".

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the"Energy Efficiency Facility forIndustrial Enterprises Project" (UZEEF), and intends to apply part of the proceeds for consulting services under the belowdescribed program.
The objective of the program is to build capacity and knowledge of specialists of selectedindustries, industrial associations in energy efficiency, in three major directions: (1) enterprise energy management ? this wouldinclude introduction of the enterprise energy management system, energy audit, project identification and investment planning; (2)common industrial EE measures and technologies ? this would include waste heat recovery, electric motors, etc.; and (3) EE measuresrelated to specificindustries, in this case, mining, oil, gas and chemicals, including:
? training andskills development of industrial engineers, focusing on enhancement ofcompetencies, to synthesize with existing experience, identify unused opportunities and create new ideas in industrial energyefficiency;
? training of professionals who work in innovative organizations (enterprises), developing(or marketing) new energy-saving technologies in order to develop their managerial skills and acquiring the knowledge necessary forthe development of energy efficiency products.
Consultant conducts trainings using modern educational technologies: managerial andprofessional training, interactive learning methods, business games, analysis, case studies, professional software products,workshops on computer simulators. Consultant usesits own methodology, its instrument of formal recognition, in the case of using the methodology developed by other organizations,Consultant needs to provide authorization issued by the owner.
TheMinistry of Economy now invites eligible consultanting companies and firms to indicate their interest in providing the above?listed Services. Interested Consultants should provide information demonstrating that they do have the requiredqualification andrelevant experience to perform the Services. The shortlisting criteria are:
? Experience in similar program development and successful training in the given directionnot less than 10 years;
? Experience in the organization of trainings, workshops, seminars, conferences, roundtables;
· Experience in the development of publications and information materials in the area of industrial energyefficiency;
? Experience in the area of development energy efficiency and energy saving nationalpolicies and programs.
Theattention of interested Consultants is drawn to paragraphs 1.9 and 1.11 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits& Grants] by World Bank Borrowers "Guidelines: Procurement under IBRD Loans and IDA Credits" published by the Bank in May 2004and revised October 2006, ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest andeligibility.
Consultants may submittheir REOI as an individual firm or in association in the form of a joint venture or subconsultancy. All the members of the joint venture shall be jointly and severally liable forthe entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will beselected in accordance with the QCBS - Quality Cost Based Selection method set out in the Consultant Guidelines.
