Re-location of the General Services Compound for the OSCE Mission in Kosovo; site visit scheduled for 25/06/2015 ‘Works to be performed include dismantling, transporting and re-erecting four office blocks (ISO prefabricated containers 20 ft), one hard wall (sandwich panel) warehouse (20 x 30 meters), and one soft skin shelter attached to the warehouse (15 x 20 meters). Prefabricated buildings are located in the OMIK BBC Logistic Base in Prishtinë/Priština and shall be re-erected in the new OMIK Log base located at HIB Petrol, M9, Fushë Kosovë/Kosovo Polje. In addition, one mast (17 meters) shall be dismantled, a new concrete foundation shall be built and the mast shall be re-erected at the new location. A new office block and warehouse shall be connected to the water supply and sewage networks and all associated works shall be part of this contract. This contract does not include any electrical or communication works. Works shall start at the second half of July 2015, no later than 31 July 2015’

Background: On January 15,2015 Kosovo Government and Association for International Developmentsigned the financial agreement that approved a US$25.5 million Kosovo Health Project to improve financial protection from healthspending for the poor, and quality of care for priority maternal and child healthand non-communicable disease services in Kosovo.The Project will aimat supporting health sector reforms in Kosovo in order to increase (i) financial protection from the burden ofhealth expenses on pharmaceuticals, particularly among the poor; (ii) the quality of care and (iii) access to quality Maternal andChild Health (MCH) services and select cost-effective primary care interventions to prevent and manage Non Communicable Diseases(NCDs). Technical implementation of the Project is the responsibility of the MoH which willhave fiduciary responsibility for the Project through the Project Coordination Unit (PCU) for the Kosovo Health Project. The PCUwill include the core team responsible for supporting technical implementation and fiduciary management. The Project Coordinatorheads the PCU. II. Scope of work Purpose of the consultancy: The scope of this consultancy will aim to update needs assessment of medicalequipment needs for MCH services conducted during the project design, ensuring continuum of care in newly established MCH ServiceLine. Duties and responsibilities: Theconsultant will work in close collaboration with MOH Senior Officer for Mother and Child Services at the Ministry of Health as wellas relevant stakeholders. Theconsultant will up-date potential project investments in medical equipment MCH services considering referrals in order to createcontinuity of care within the Neonatology, Obstetric and Pediatric Care Line Services. Review costs, of the up-dated equipment list to be procured under the project. Theconsultant will ensure that updated equipment list for MCH Services considers running costs, maintenance and education requirementimplications in order to ensure sustainability and quality of health care. Theconsultant shall prepare the technical specifications/requirements in neutral and impartial way (i.e. without targeting anyspecific manufacturer/brand/model), in order to assure that such technical specifications/requirements are fulfilled by a number ofmanufacturers/brands/models. Theconsultant will also carry out an assessment of the MoH current equipment maintenance systems including PHC level and makerecommendations on potential options and needed investments to strengthen the systems; in that regard the consultant will presentoptions and related costing implications (capital investments and recurrent costs). Theconsultant will closely collaborate with the Procurement Specialist at the PCU in order to fulfill allspecifications requirementsfor a public tendering bid according to the WB rules and procedures. Kosovo Transmission Development Project Project Implementation Consultant Assignment Description: The Transmission System and Market Operator Company in Kosovo (KOSTT or the Client) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) for the financing of Kosovo Transmission Development Project. This invitation for Expression of Interest is issued for No. 6 the Project Implementation Consultant. The Project will be implemented by KOSTT located in Pristina. The consultancy services will mainly focus on contracts management supervision, project monitoring, evaluation and reporting. The Consultant needs to meet the listed qualification criteria in below. The principal objective of this assignment is to deliver assistance to the Client during Project implementation in order to ensure that all Bank financed contracts are carried out in accordance with relevant contracts conditions in terms of quality and schedule. The Consultant will assist the Client with the following tasks: Assistance in Site Supervision, Monitoring and Reporting During the implementation period all contractors shall be obliged to submit updated schedules, showing the actual status of their progress e.g. manufacturing, delivery, installation and construction status. This information shall be incorporated in the project master plan to detect discrepancies to the planned project progress in time. If significant discrepancies are detected countermeasures should be initiated by the PIU to avoid a shifting of the project key dates. Testing, Commissioning and Operational Acceptance Assist in testing procedures as required by Client; Monitor commissioning, testing and acceptance procedures; Participate in the interim and final acceptance of works; Review contractors test reports; Assist in preparing acceptance certificates and other contractual documents; Assist Client in checking and reviewing the final payment on completion of contracts. Environmental and Social Action Plan The Environmental and Social Action Plan (ESAP) is an integral component of the project, and the Consultant should assist the PIU in planning, organizing, monitoring, and reporting on, the progress achieved in implementing the ESAP. Knowledge transfer to Client The Consultant should ensure that there is a knowledge transfer to Client in all aspects of oversight and management of project implementation. The Consultant should train the PIU to meet the reporting requirements stipulated under the Loan Agreements. This will include regular reporting on any time-dependent covenants, implementation of any time or progress–dependant elements such as insurance policies, general progress reporting (programme, progress and financial status). Status of Selection Process: Interested firms are hereby invited to submit expressions of interest. Assignment expected start date and duration: assignment is expected to take place from March 2016 and last for approximately two (2) years, plus defect liability period (DLP) of one (year). The Consultant needs to demonstrate at least 10 years of general experience in the Energy Sector, particularly in implementation of power transmission line projects and substation projects. The following is the minimum expertise (key experts) and experience required for this assignment: Key Experts (subject to evaluation) Team Leader: preferably an Electrical Engineer with at least 15 years of general professional experience and relevant project experience in planning and implementation of construction of transmission line and substation projects. The candidate must have a good knowledge of the English language which is necessary for coordination and reporting.
