N00164-16-R-GS54 Request for Information: NON-PROPAGATING LI-ION BATTERY SYSTEM -- FSC 6140 - NAICS 335999 - Issue Date: 8 October 2015 Closing Date: 9 November 2015 Synopsis: The United States Government (USG) is issuing this sources-sought announcement as part of a market survey. The Crane Division, Naval Surface Warfare Center (NSWC Crane) is facilitating this work effort, which is seeking information on existing Commercial-off-the-shelf (COTS) or Government-off-the-shelf (GOTS) large-format, non-propagating, lithium-ion battery systems optimized for insertion within underwater mobility vehicle platforms. The battery system design shall be modular and scalable so as to permit applicability to multiple vehicles and platforms. It shall be equipped with a complete battery management system (BMS), consisting of electronics and computer algorithms that continuously calculate, monitor, assess, and control the operating limits of the entire battery system. The battery system and its BMS shall be capable of achieving certain minimum performance parameters; otherwise referred to as key system attributes (KSAs). Specific areas of interest include, but are not limited to the following KSAs: Key System Attributes: Lithium-Ion Battery System • Lithium-ion battery system design shall be modular and scalable to allow adaptability for insertion into multiple underwater mobility vehicles and platforms. • Intrinsic safety mechanisms incorporated within design to mitigate and prevent mechanical, electrical, and thermal propagation ensuing from an energetic, single-cell failure. • Effectively demonstrated insusceptibility to systemic propagation following single-cell failure. • Has previously been subjected to abusive test conditions in accordance with the High-Energy Storage System Safety Manual, SG270-BV-SAF-010, and the Technical Manual for Navy Lithium Battery Safety Program Responsibilities and Procedures, S9310-AQ-SAF-010 Rev 2 to verify unintentional energy release of surrounding cells as non-propagation validation. • Has previously been subjected to ground transportation shock and vibrational profiles from MIL-STD-810G, MIL-STD-167, and MIL-STD-1366 with no evidence of energetic failure. • Objective quality evidence that representative lithium-ion battery module shall be capable of achieving a minimum of 400 performance cycles at complete 100% depth-of-discharge. o ≥ C/3 battery discharge rate (full discharge in 3 hours or less) o ≥ C/7 battery recharge rate (full recharge in 7 hours or less) • Possesses a high technology maturity rating with supporting information o Shall be at least rated with technology readiness level 6 Battery Management System (BMS) • Manages rechargeable cells (individual cells, virtual cell, battery module, or battery packs) from user defined input of the battery's electrical configuration to protect it against overcharge, over-discharge, or abnormal conditions leading to failure or uncharacteristic performance degradation • Autonomously capable of monitoring and displaying accurate, up-to-date battery system performance metrics o Indicate accurate state-of-charge (SOC) o Display available system capacity remaining (measured in Ampere-hours) o Display total system voltage and voltage of individual cells (virtual cells) o Measure electrical current o Identify ground faults (unintentional conductive pathways) o Measure and report temperature data o Detect and display to operator battery system exposure to moisture o Detect and display to operator battery system pressure faults • Record and report battery system information at operator's request • Include both visual and audio alarms for battery faults • Capable of communicating data through nationally recognized communication protocol • Autonomously monitor and control both charge and discharge processes o Offer reliable cell balancing that will prevent overcharge of cells or modules • Offer battery system protection by preventing it from operating outside its user-defined safe limits • Scalable BMS for battery systems ranging from 1kWh to 1 MWh with operational voltages from 100 Vdc to 500 Vdc • BMS software complies with military and industry accepted standards including the joint services software safety handbook. The intention of this solicitation is to obtain all labor, material and administrative cost to provide and secure the demolition and disposal of two existing above ground storage tanks, and their replacement by a single double wall two compartment UL 2085 compliant 500 gallon total fuel tank with options as specified in the scope complete and ready for use. A new concrete pad, bollards, and electrical are also included and incidental related work. Further requirements and submittals, along with certification requirements, are listed in the Statement of Work. Existing tanks shall stay in service and be usable until the new tank has been tested and accepted by the Government. All work shall be performed in accordance with all applicable federal, state, and local laws and regulations. The term of the contract will be 90 days after award. The NAICS Code for this solicitation is 237120, Storage Tank Replacement. The Small Business Size Standard is $36,500,000.00. Under Federal Acquisition Regulations (FAR) guidelines, the prime contractor must have the capability to perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. The Government intends to award a single lump sum contract on a fixed-price basis. Low Price-Technically Acceptable selection procedures will be utilized in conducting this competitive negotiation, which will consist of the submission of price and technical proposals once the Request for Proposal is issued. The following factors will be used to evaluate the offers: past performance, experience and other factors as may be specified in the solicitation documents.
