This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on FEDBIZOPPS (www.fbo.gov). The RFQ number is N39040-16-T-0044. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-84 and DFARS Change Notice 20151001. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. 0001: Rental of two (2) 800 ± 50 SCFM Electric 100% Oil-Free Low Pressure Air Compressor(s) (LPACs), w/built-in Aftercooler/Intercooler, w/ Air Dryer & 500 Gal Cap Tank ASME Rated at 150 PSI. Work shall be performed at Subase New London (NLON), Groton, CT from 11/23/2015 - 01/19/2016. All work shall be in accordance with Rental Specifications, Attachment 1 (6 pages).
0002: Service Agreement - Provide all maintenance (e.g. refrigerant charging, oil changes, replacement and/or cleaning of filters, lubrication, refill coolant, top-off liquids, etc.) throughout duration of rental period in accordance with the Statement of Work (Attachment 1). Maintenance shall be coordinated with Executing POC.

Responsibility and Inspection: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.

52.212-2, Evaluation - Commercial Items is applicable to this procurement.
The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The contract will be awarded to the vendor with the Lowest Price Technically Acceptable quote.
Quotes will be evaluated based on the following criteria:
- Technical Acceptability (Must meet specifications in attachment)
- Adherence to Schedule (The contracting officer reserves the right to award based on ability to meet desired schedule)
Vendors will be required to submit a quote that will be evaluated in accordance with the specifications provided in the solicitation, FAR 52.212-1 Instruction to Offerors, and the Addendum to FAR 52.212-1 and determined to be either acceptable or unacceptable. Failure to include pricing for all line items shall be cause for rejection of the quote for all line items.
Technical Evaluation Ratings, as follows:
Description: Submission clearly meets the minimum requirements of the solicitation
Descriiption: Submission does not clearly meet the minimum requirements of the solicitation
If the technical submittal is determined "Unacceptable", it renders the entire quote technically unacceptable. Technical submissions that do not meet the minimum requirements will be rated as "Unacceptable", and will no longer be considered for further competition or award.
System for Award Management (SAM): Vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
METHOD OF PROPOSAL SUBMISSION:
All quotes must be sent via email to email@example.com.
All quotes shall include price(s), a point of contact, name and phone number, CAGE Code, technical specifications of units offered, business size under NAICS Code 532490, and payment terms. Quotes over fifteen (15) pages will not be accepted. Each response must clearly indicate the capability of the vendor to meet all specifications and requirements.
