PRE-SOLICITATION NOTICE The contractor is to provide all labor, tools, equipment, and materials to retrofit four (4) Federal Pacific Electrical Panels in building 200 at Edward Hines Jr. VA Hospital, Hines Illinois. Panel circuits must have temporary panels installed so that disruption of service is kept to a minimum. Blood lab must be operational 24/7. This construction project is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB's). All prospective contractors must be verified on the Center for Veterans Enterprises (CVE) website, www.vetbiz.gov and the System for Award Management (SAM) at www.sam.gov, to be considered for award. The solicitation will be posted on www.fbo.gov. The solicitation will be issued on or about 22 June 2015 and closed on or about 22 July 2015. In accordance with Public Law 109-461, of the Veterans Benefits, Healthcare and Information Technology Act of 2006 and pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES (SDVOSB) ONLY. SOLICITATION DOCUMENTS WILL NOT BE AVAILABLE FOR DOWNLOADING UNTIL APPROXIMATELY 20 JUNE, 2016. This is a Firm Fixed Price construction project for the replacement and installation of three (3) tandem steam bundles and the demolition of the existing units on the lower level of building 200 at the Edward J. Hines Veterans Affairs Hospital located in Hines, Illinois. Construction will include but is not limited to: Demolition and proper disposal of existing mechanical, plumbing, electrical and pipe covering to allow for the installation of the new steam bundle assemblies; Removal and proper disposal of environmental and hazardous materials from the demolition of the existing steam bundles and associated piping; and repair the main steam and domestic water shut-off valves in addition to the main PRV for the lower floors. All work will be done in accordance with the drawings and specifications for this project. The period of performance is approximately 75 days after notice to proceed. The NAICS code for this procurement is 238220 with a size standard of $15 million dollars. The procurement is estimated at between $250,000 and $500,000. Performance and payment bonds are required. Pursuant to Public Law 109-461, Solicitation VA69D-16-B-0569 will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-aside. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.gov by the date and time specified for receipt of proposals. No other sources will be considered.
