Under Contract N44255-16-C-7002, Nova Group, Inc. was awarded a $17,420,234 firm-fixed-price contract for repair of a dry dock saltwater distribution system at Naval Base Kitsap (NBK). The contract also contains two unexercised options, which if exercised would increase cumulative contract value to $17,546,937. Work will be performed in Bremerton, Washington, and is expected to be completed by November 2017. The work to be performed provides for modernization of approximately 2,500 linear feet of the Dry Dock 6 service tunnel and service galleries with improvements to structural, industrial power and compressed air capabilities. The structural modifications include raising the service gallery walls. It also provides industrial power and compressed air distribution at service gallery locations on both sides of Dry Dock 6 by expanding existing substations with new transformers, rerouting existing electrical services and installing mechanical services from a new compressed air facility. Puget Sound Naval Shipyard & Intermediate Maintenance Facility (PSNS & IMF), Industry Management Department, Code 441 has a requirement to provide decking and associated structural requirements for an aircraft carrier maintenance availability. The contractor shall furnish the necessary management, material support services, labor, supplies, and equipment deemed necessary. Typical decking services for interior compartments on surface ships and aircraft carriers are as follows: ceramic tile (washrooms, water closets and showers, food services spaces, trash compacting rooms); cosmetic polymeric deck covering (living quarters and working areas, pilot house and control stations, flag quarters, wardrooms and lounges, medical and dental offices, sanitary, refrigeration boxes spaces); electrical grade sheeting and matting, (laboratory, electrical spaces); carpeting (officer quarters);  solid vinyl and vinyl composition tile (living quarters and working areas, pilot house and control stations, officer quarters, wardrooms and lounges); and, high durability deck paint in addition to adhesive nonskid stripes (most interior spaces). This contract will not include complete replacement of flight deck or hanger bay non-skid preservation systems.  Nor will this contract include work in main propulsion spaces or associated nuclear work areas. The period of performance is expected to be from early 2017 through base year plus four option years ending in early 2022. This acquisition will result in a five year firm fixed price multiple award indefinite delivery indefinite quantity contracts on the basis of tradeoff process in accordance with Federal Acquisition Regulation (FAR) 15.101-1. DLA MARITIME PUGET SOUND intends to procure six (6) each, Portable Multi-Process Wire Feeder Welder with power connect technology capable of adjusting to input power from 200-600V, 50 or 60 HZ, single phase of three phase, and must include tribrid power module and iarc high speed digital controls, per Technical Specifications, brand name or equal to Power Wave C300 KK2675-2, in support of the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF). Must comply with all PSNS Shipyard electrical welding equipment requirements per PSNS and IMF 5100/793 (REV. 5-15). All offers will be reviewed for compatibility to Shipyard Standards and Requirements. The solicitation will be issued as a commercial RFQ in accordance with FAR Parts 12 and 13. The applicable NAICS Code is 333992. It is anticipated that this requirement will be solicited full and open competition. The resultant award will be a firm fixed-price supply contract for delivery to Puget Sound Naval Shipyard and Immediate Maintenance Facility, Bremerton, WA. Offers wishing to submit a quote are responsible for downloading their own copy of the RFQ and for frequently monitoring the site for any amendments. The solicitation number for this requirement is SPMYM2-16-Q-1641. It is anticipated that the solicitation will be available for download on or around 19 July 2016. The closing date of the solicitation will be on 01 Aug 2016 at 2:00PM Pacific Local Time, unless a later date is specified in the solicitation. The RFQ will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navv.mil and will also be available for download at http://www.fedbizopps.gov/. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same.
