Wrexham County Borough Council working with the National Procurement Service and Other Contracting Bodies named within this notice, are looking for suppliers to be appointed onto a Wales Public Sector Framework Agreement for the supply of Construction Consultancy Services. The North Wales Procurement Partnership, representing Gwynedd, Anglesey, Conwy, Denbighshire, Flintshire and Wrexham Councils, let a Framework Agreement in August 2009 for Construction Professional Services This agreement expired during August 2013. The North Wales Procurement Partnership, as an entity, officially ceased in March 2013, however, collaborative working remains a priority. Former members of the Partnership and the NPS wish to replace this agreement with a new and improved alternative, providing quality services and achieving the optimum value for money for public bodies across Wales. Via the Welsh Local Government Association and Wales Collaborative Works Group, agreement has been reached to widen the scope for the new agreement to include the public sector within other regions of Wales. The details of those organisations who have expressed a specific interest to participate can be found within the ITT documentation. A Prior Information Notice was published in the Official Journal of the European Union (62295-2013) on the 23rd February 2013. Prospective providers were invited to comment on the proposed strategy and their responses have been fully considered in the development of this procurement. Heat will be distributed around the building via the existing heat distribution network which includes twelve local plant rooms (4 local plant rooms on each of the 1st, 2nd and 3rd floors). WCBC wish to remove the existing gas boilers and install a circa 750kW wood pellet boiler to serve the space heat demand of the building, in order to reduce carbon emissions at the site and to benefit from the Renewable Heat Incentive. DHW will continue to be supplied by the existing electric point of use water heaters which will be retained in place. The new biomass boiler system will be located within the existing ground floor plant room. Two new circa 1.2-1.5MW gas boilers will also be installed within the plant room following removal of the existing gas boilers. The new gas boilers will provide auxiliary heating. Heat will be distributed around the building via the existing heat distribution network which includes twelve local plant rooms (four local plant rooms on each of the first, second and third floors). The scope of work involves the supply and mechanical and electrical installation of the biomass boiler with fuel feed system, thermal stores, flue and all ancillary equipment inside the existing plant room. The works also include the removal of the three gas boilers and all associated pipe work and equipment from the existing plant room and the installation of two new gas boilers and flues for auxiliary heat. The works also include the supply and installation of an external wood fuel store including all foundations and penetrations for fuel augers. We are looking to procure Housing Repairs software that lets us schedule our workforce, manage van stocks, plan voids, sub-contract and stay on top of job profitability. We want the software to reduce non-productive time, reduce admin, and give us more visibility. We want the software to include mobile working and case management solutions designed for Housing that can be implemented quickly and affordably. We want to completely eliminate paperwork to increase productivity and reduce costs, as well as provide a more effective service to our tenants.
