Street Lighting Electrical Connection Services Framework Agreement

The purpose of this tender is to put in place a framework agreement to procure street lighting electrical connections services. The framework agreement will consist of five lots, of which two of the lots will be Distribution Network Operator (DNO) geographical lots and three will be Independent Distribution Network Operator (IDNO) lots. All providers must be accredited for the appropriate work categories under the National Electricity Registration Scheme (NERS), presently operated by Lloyds Register, to operate on the incumbent Distribution Network Operator (DNO) electrical networks at any time during the term of the framework agreement. The Distribution Network Operators for the two geographical lots are Electricity North West (Lot 1) and Scottish Power (Lot 2). The remaining three Independent Distribution Network Operator lots will be Energetics IDNO Sites (Lot 3), IPNL (Independent Power Networks) IDNO Sites (Lot 4) and ESP Electricity Limited IDNO Sites (Lot 5). It is the intention to appoint a minimum of three providers to each lot subject to there being sufficient tenderers satisfying the criteria laid down within the tender process. Services to be provided under the framework agreement will consist of street lighting electrical connections services (new connections, transfers and disconnections), including the erection and uprooting of lighting column, traffic sign pole, feeder pillar or illuminated traffic bollards, lantern/bracket installation or exchange, cutout terminations and cabling installation works, and painting. Contracts called-off from the framework agreement will be awarded on a cascade basis, with the tenderer submitting the Most Economically Advantageous Tender being appointed as the first provider to the relevant lot, which will be contacted in the first instance in respect of any service requirements. Should the first provider not have the capacity and/or capability and/or not be willing to provide the services then the second provider and third provider would be contacted in turn. Alternatively, contracting bodies accessing the framework agreement may re-open competition to all providers capable of meeting the requirement within the framework agreement via a 'mini competition' process within the applicable lot(s). The services provided under the framework agreement will be made available to members and associate members of the Association of Greater Manchester Authorities (AGMA) and other participating authorities and organisational bodies. We are currently seeking tenders for suitable experienced contractors for the provision of electrical reactive maintenance and repairs at various buildings within the Authority. All contractors appointed to the framework must be able to undertake the required works directly as sub-contracting is not permitted in the majority of lots. Within Lots 3a & 3b permission will be given for minimum sub-contracting of works. Each Lot will be operated independently of the others and the intended work award process differs between lots. The framework agreement will be available for use by all directorates within Wigan Council and schools in the borough of Wigan and Wigan and Leigh Homes. Note: The Contract Start and Contract End Date referred to in this notice refers to the maximum duration of the framework agreement and not to the duration of individual contracts called-off from the framework. This contract is to undertake Minor and Major works to our void properties ranging from plastering, joinery, plumbing, heating / gas works, electrical, concreting, painting etc. To enable a void property to be re let to a pre-defined lettable standard. The whole of the works in a property must be completed in its entirety within a maximum of 20 working days following the works being issued to the successful Contractor. Following our initial survey the keys and works descriptions will be passed to the successful Contractor. As detailed above each property will be completed in a maximum of 20 working days. This will be irrespective of the quantity of work required within each property, as well as the number of voids held by the Contractor at any time. The Contractor therefore, must have adequate resources to accommodate the response period and fluctuating demand of the contract. The Client will pre/post inspect all voids and the Contractor will be responsible for any repairs, finishing etc, that has not been completed prior to the works being handed over. All works must be completed within the 20 day period. This contract may be performance monitored by a Vision Management Survey. Contractors shall make every effort to achieve the highest satisfaction results for the associated work. Results of this performance survey will form the basis for the continued allocation of work under this contract. It is anticipated that the number of Minor or Major void properties given to the successful Contractor could be two per month within this contract (this will be reviewed on an on going basis)
