Building Services is the Direct Labour Organisation section of the Council and are responsible for the repair and maintenance of over twenty thousand (20,000) domestic Council properties.

They work with Kirklees Neighbourhood Housing Limited (KNH), a wholly Council owned arms-length organisation formed in 2002 which manages the Council’s above responsibilities.

 

The Council is looking for suitably qualified contractors to supplement its in-house teams to undertake electrical Works to domestic properties, including electrical rewires and testing.

 

The Works will be undertaken to social housing (domestic properties). In addition to these Works, the Council may also procure electrical Works for larger schemes by seeking competitive tenders/quotations for these Works from all relevant Contractors in accordance with the procedures set out in the Contract Conditions.

 

The Works provided under the Framework Agreement will be available to both the Council and any arms-length service provider such as KNH. The majority of the Work will be required to be undertaken within the administration boundaries of the district of Kirklees although there may be Works required which will extend to outside this area.

 

There are 3 lots available via this Framework Agreement in respect of domestic property, namely

Kirklees Council (Kirklees) is undertaking a tender to establish a framework of multiple suppliers for building materials suppliers to support direct purchases from branches within the Kirklees operational area to support ad hoc requirements.
This tender relates only to a network of suppliers able to provide branch coverage for collections by Kirklees trades operatives and some deliveries within the Kirklees operational area. Suppliers can submit bids for one or more lots based on supplier capability.
We are seeking bidders in the following lots:

* Kitchen suppliers can bid either using their own sales outlets/branches, if available, or via nominated
merchants to stock and sell the products on behalf of the kitchen supplier. Kirklees has no preference regarding the supply option chosen in this respect; however tender net prices must be final into Kirklees, including any third party merchant handling charges applicable.
Each lot and tender will be evaluated separately.
The tender is for a 4 year framework agreement with multiple suppliers.
The total estimated range of this framework agreement is approximately £9million over the duration of the framework. Estimates are based on current expenditure levels and are subject to change, in terms of total and lot-specific expenditure, and the mix of products required. Future volume changes are expected to include a reduction in kitchens and bathrooms, and increases in electrical, heavy side materials and roofing materials. No guarantees are given, nor are implied as to the value of materials that will be ordered with successful bidders as future projections are estimates only at this stage. Kirklees accepts no liability for any inaccuracies in the expenditure estimates provided.
The anticipated commencement of the framework will be April 2014.
The framework will be available to Kirklees and all subsidiary undertakings, such that each will be entitled to purchase from the framework.

This DPS will run initially for two (2) years (from 1st September 2016 until 31st August 2018) with the option to extend for three (3) further twelve (12) month periods. The Council of the Borough of Kirklees (the Council) is conducting this Tender exercise in accordance with the Public Contracts Regulations 2015 and intends to establish a Dynamic Purchasing System (DPS) for the Supply and Delivery of Stocked Building Materials (the Goods) on a non-exclusive basis to meet its own organisational and business needs with suitably qualified Suppliers of Building Materials. The Council is responsible for a range of work activities which include repairs and maintenance to both domestic dwellings and public buildings. The Council currently has two main stores which keep a stock of the material items required for these repairs and maintenance works which can be accessed at any time by the respective tradespeople. Suitable suppliers are required to supply and deliver these stocked building materials to assist with the above works. The Council wishes to establish a Dynamic Purchasing System for the provision and delivery of stock items to the two main stores and on occasion to be delivered directly to site locations within the Kirklees area. Professional Services Consultancy Framework Agreement - Lot 3 M&E Services

The University of Huddersfield is looking to appoint suitable contractors for the supply of Professional Consultancy Services - Mechanical and Electrical Services. Over the next four years, the University will be carrying out a number of construction projects on its campus. The current procurement methodology relies on quotes and tenders being sought under the relevant University policies and the Public Contracts Regulations 2015 ('PCR 2015') as required, on a project by project basis. This is time consuming and inefficient. The University therefore wishes to procure a flexible framework agreement for Professional Services, introducing efficiencies not only financially for all parties, but in relation to resources tendering, evaluating and managing the framework. The objective is to have a flexible agreement whilst maintaining operational efficiency, compliance and maximising value for money for the University. Tenders are invited by the contracting authority from economic operators with relevant experience and ability to demonstrate sufficient capacity for consultancy services relating to the provision of condition surveys. The successful economic operators will undertake condition survey commissions on the range of Sites/Locations/assets which are owned/occupied by the contracting authority; including, but not necessarily limited to the carrying out and/or updating of existing full and partial asset management plan (‘AMP’) condition surveys. For each condition survey, the economic operators shall be expected to submit a completed report, fully updated CAD plan(s) and digital photographs of all pertinent defects and external elevations, labelled to include reference, location and nature of defect.

For each condition survey, the economic operators shall be expected to submit a completed report, fully updated CAD plan(s) and digital photographs of all pertinent defects and external elevations, labelled to include reference, Location/Site, and nature of defect; (ii) undertaking visual inspections of fabric, mechanical and electrical elemental groups, broken down by sub-element and including work at high level, in tanks rooms, ceiling voids and ducts (where accessible), but excluding extensive dismantling and testing; (iii) to submitting and receiving prior approval of method statements connected with any work required at high level or in confined spaces; (iv) liaising with the contracting authority and its staff, service users, customers, tenants, clients and stakeholders to make arrangements to conduct surveys and carry out inspections required to obtain information to produce accurate condition surveys; (v) follow a systematic approach to:

a) assess the condition and remaining life of each element and sub-element;

b) provide recommendations to prioritise any major repairs, alterations or replacements;

c) subject to Condition 14 of the Articles of Framework Agreement and Conditions of Contract, safeguard the health and safety of all Council staff, service users, customers, tenants, clients and stakeholders;

d) ensure statutory compliance; and

e) allow the asset to remain in an operational condition for its whole life; and

grade the condition of elements and sub-elements using a four (4) part categorisation A-D as follows:

(A) Good — performing as intended/operating efficiently;

(B) Satisfactory — performing as intended by with minor deterioration;

(C) Poor — not performing as intended/operating efficiently or exhibiting major defects; and

(D) Urgent work — life expired / serious risk of failure.
