North East Lincolnshire is seeking tenders from suitably qualified contractors to carry out the repair, maintenance, and installation of road lighting, illuminated traffic signs and bollards. The works consist of the installation and maintenance of street and car park lighting, illuminated signs and bollards along with the installation and maintenance of seasonal illuminations and other related works as required. The contractor will be required to provide prompt response to reports of street lighting defects, undertake routine cyclic maintenance works (bulk change and clean) of illuminated traffic signs and bollards and programmed maintenance.

General Maintenance — Repair of outages to street lights, footpath lights, car park lighting, illuminated traffic signs and bollards. Emergency attendance, in the event of unsafe occurrences. Carry out bulk lamp change, cleaning and maintenance of illuminated traffic signs and bollards. Night time scouting and reporting of defective/non lit equipment Additional Maintenance — Minor improvement works, electrical safety testing, emergency attendance. Provision and removal of temporary advance works signs and sign plates for pending Highways schemes. Capital Works — Renew defective road lighting columns and improvements to public lighting as part of the Council's crime reduction agenda. Improve/ renew road lighting in conjunction with major highway maintenance schemes. Install new lighting infrastructure as part of larger road development schemes. North East Lincolnshire Council (the council) seeks to establish a single supplier national framework agreement to enable North East Lincolnshire Council, other local authorities, and named universities to purchase half hourly (HH) and non-half hourly (NHH) electricity ‘the basket’. This notice is a call for competition in accordance with Directive 2014/24/EU Article 48 (2). The council reserves the right to accept initial tenders without any further negotiation. The council is seeking expressions of interest from only energy suppliers who can supply electricity, to tender for the above agreement. The total quantity of electricity required under this framework will be dependent upon the number of authorities that utilise the framework, and the number of sites that each authority has. The list of named authorities can be found at http://www.nelincs.gov.uk/business/tenders-and-contracts/pannel/ The council currently has a contract in place for the supply of electricity for an existing portfolio within the borough. The delivery period for this contract will end on 31.3.2016. It is anticipated that the majority of existing sites in the current North East Lincolnshire portfolio will transfer onto the new framework agreement before this date in readiness for the commencement of this framework agreement's electricity delivery period. The estimated volume of electricity to be purchased via this framework, for the first 6 month purchasing period will be based on the council's portfolio only. This estimated value is subject to change as there are no guarantees that all of the current portfolio of clients will transfer to the new framework agreement. As this is a framework agreement, no firm commitment on any volumes are offered and there are no guarantees that any of the authorities that are named will access this agreement. The value range as indicated in this PIN notice has been calculated as follows: 4 Year Framework Duration. Lower: 8 640 000 GBP or 84 000 000 kWh over the 4 years ie 2 160 000 GBP or 21 000 000 kWh per annum Top: 600 000 000 GBP or 1 800 000 000 kWh over the four years ie 150 000 000 GBP or 450 000 000 kWh per annum Lower Value: Based on the assumption that only the council and its current portfolio signs the agreement, yet allowing for, some efficiency savings, and not 100 % of the current portfolio signing up, Top Value: Based on the assumption that 10 % of the 303 authorities (ie.30), with approximate volume of 15 GWh per annum each, access the agreement. This would equate to a total contract volume of 1,80 TWh, or 600 000 000 GBP over, the contract period. The framework agreement will be required to deliver electricity to its customers from 1.4.2016 for a period of 48 months ending 31.3.2020. This tender exercise is not a DPS and is not subject to variants. Lots were considered for this tender and were deemed not appropriate nor in the council's best commercial interests.
