Scottish Water is seeking to appoint a number of Tier 1 Non Infrastructure Delivery Partners to support in the delivery of its Quality and Standards IV (Q&SIV) Capital Investment Programme for the regulatory period 2015 to 2021. It is anticipated that the Tier 1 Delivery Partners will not sub-contract work other than to Scottish Water Tier 2 framework contractors. Applicants should therefore have the in-house resources to self deliver the work allocated to them. Scottish Water wishes to engage with interested parties who have a dual civil engineering and mechanical and electrical capability including off site manufacturing with the main thrust of interest being on Mechanical and Electrical capability. Key factors that will be considered during evaluation of bids will include having own resources in project management, site supervision and a skilled workforce. Experience in working on operational works and proven health & safety and quality performance are essential. The estimated value of work that will be undertaken by the Tier 1 Delivery Partners is GBP30,000,000 per annum. It is anticipated that the work allocated under the framework will be reflective of the in house capability of the incumbent Alliance partner. Work will be issued to the tier 1 supply chain within the financial year commencing April 2016 but the value of work awarded to the tier 1 supply chain will ramp up during the financial year commencing April 2017. Award of work will be dependent on the delivery capacity and capabilities of the appointed Delivery Partners and will complement the capacity and capability of Scottish Waters Rural Supply Chain. For pre-qualification purposes applicants will be expected to be of sufficient economic standing and have in house resources to self deliver an annual workload of between circa GBP 10M and 20M. Modular Assembly Fabrication SCOPE OF WORK Scottish Water is looking to appoint a supply chain partner under an open book agreement to provide a variety of modular based products assembled/fabricated in a ‘factory’ environment producing factory tested and fully functional units complete with O&M manuals using repeatable design for delivery to site for off loading to a pre prepared foundation slab or final installation area. The scope will include but is not limited to: 1. Off site manufacture, fabrication and assembly of component based modular mechanical, electrical plant installations including associated components interdependency pipe work and control systems. 2. Production of equipment that is fully compliant with Scottish Water’s standard design(s) and specification. 3. Scottish Water requires one or more suitable supplier(s) to provide a cost effective pumps and generator hire solution to support its Capital and operational delivery programmes. This equipment covers all major items including pumps and generators, all types of pumps eg. electrical, diesel, hydraulic, submersible, drywell, wellpointing and accessories. All types of generators are required to be 15KVA and above for this tender exercise. Provision for both pumps and generators hires should include commissioning and de commissioning services and costs. The above listings are only indicated as a guideline, Scottish Water reserves the right to expand the listing in relation to any type of hired Pump or Generator equipment that is associated with the water industry and would be deemed relevant in any working environment. Scottish Water will require that all contractors or suppliers who contract through this procurement will gain or hold a minimum Health & safety and quality standard to Scottish Water Requirements. Scottish Water's scope of requirements for these services has the potential to include a comprehensive end-to-end managed service covering the following aspects: (i) Provision of suitable and compatible equipment for each of the lots advertised and associated equipment(purchase and/or hire options); (ii) The provision of data recording and storage and the management of all aspects of records that areassociated with any equipment supplied (iii) A non-obligation trial phase may be needed prior to final adoption of the service to ensure that Scottish Water is fully satisfied with the offered service and to avoid any situation where Scottish Water's requirements cannot be fully met. The framework agreement(s) will be for an initial period of 6 years, in line with Scottish Water's Regulatory cycle, Scottish Water will have 6 x 12month options to extend after the initial 6 year period. It is estimated that the framework agreement will start in April 2015 subject to agreement on terms and conditions. Scottish Water reserves the right to issue this under a localised or Scotland wide provision and to engage with one supplier or with multiple suppliers as deemed to be the best fit solution for Scottish Water.
