The Council require a suitably qualified contractor to undertake 100% (all circuits) Electrical condition, testing and inspection of electrical installations within the Council buildings listed on the attached Appendix A. The inspections must verify that the Electrical installation is in a safe condition and complies with the requirements of the current edition of the BS 7671 IEE wiring regulations and Electricity at work regulations (1989).

The inspections cover the 5 year period of 1st January 2016 to 31st December 2020 programme.

The framework is split into 2 lots and suppliers can tender for either 1 or both lots.

Lot 1. Ad-Hoc Maintenance Materials and Van Stock.

For Ad-Hoc Maintenance Materials the Council is seeking to appoint 4 suitable suppliers. For Van Stock, out of the 4 suppliers selected, on an annual basis the Council will appoint 1 suitable supplier to supply Van Stock.

Lot 2. Projects Materials

The Council is seeking to appoint 6 suitable suppliers who will be required to deliver direct to site.

The Councils Building Services Reactive Maintenance Team undertake all repairs within Council buildings across the Bradford District, they, along with other Council departments require the ability to collect electrical equipment directly from suppliers.

The Council requires suppliers with branches across the district to enable collection of materials in the most expedient manner keeping costs and time-scales to a minimum. If you don't currently have a branch within the district please ensure that before submitting a tender you have started the process to ensure that if successful you will have a branch to open in time for the start of this framework agreement.

The majority of electrical items required for projects require the supplier to deliver direct to site. Sites will usually be situated within the Bradford District (but occasionally could be outside the district) at Council owned public buildings and schools and materials required include but are not limited to wiring accessories, distribution, containment, lighting, lamps, fixings, ventilation, cable, LED lights and batteries.

For each project the Council will run a mini competition exercise via www.YORtender.co.uk inviting all suppliers to quote against a specification for each project. Each time the successful quotation will be the best pricing for that project and an acceptable delivery/lead time.

The Council are looking to award a contract for ‘Electrical Reactive Works’ across the borough. The contract will be based on a 12 month term with a possibility to extend for a further 3 months (to be decided by CMBC). The Council are looking to appoint a select list of 3 service providers which will be called off as required in order to provide ‘Electrical Reactive Works’ across the Council’s estate. There are currently 272 properties included across the Council’s Estate and these range from offices, industrial depots, pavilions, leisure centres, libraries, care homes, day centres, markets, museums and town halls. A number of these buildings have listed status.

The repairs are of a varied nature covering supply, distribution, small power etc. At least 60% of the current repairs are attributed to lighting, the service is required 365/7 and there are some business critical supplies such as the Councils main data centre where a 1 hour response time will be required. All response calls will be made through the CAFM service desk in normal hours and our out of hour’s emergency centre when the service desk is closed. The contractor will be required to provide labour, materials and full access arrangements to complete all repair works.

It is important to note, that as this is reactive contract based on a select list of 3 suppliers, CMBC are unable to guarantee the work and The Council reserves the right to procure an alternative quote from another contractor as necessary.

This is a two stage process. Please complete and upload the Pre Qualification Questionnaire by the date indicated in the first instance. A full tender pack will be issued to those successful at this stage.

The specification covers minimum standards for repair of electrical services in buildings including but not limited to the list above.  The aim of this contract is to put in place an effective reactive maintenance service to maintain Works/Services and prevent operational disruption or operational use of buildings. Background

The City of Bradford Metropolitan District Council, ‘The Council’ is looking to source a single supplier for the provision of Generators and Electrical Installation for Bingley Music Live, an annual indie/rock/pop/alternative 3-day music festival, which is professionally organised and managed by The Council.

 

Traditionally held on the weekend after the August Bank Holiday, the festival will be held in 2015 on the 4th, 5th and 6th September.  The festival has the potential to attract 45,000 people, attending the festival over the weekend and it is intended that by presenting some of the best contemporary acts from the current music scene the event will sufficiently develop and grow in popularity and reputation.

 

The venue is the idyllic setting of Myrtle Park situated in the rural town of Bingley, near Bradford.  Myrtle Park has an occupant capacity of 15,500 which can be achieved given the opportunity to present big named artists.

  Contract period The Council requires a contract for the music event - Bingley Music Live for 2015. Bingley Music Live will take place in 2015 on the 4 th, 5 th and 6th September. Including the additional build up and take down period, the total hire term may be up to 11 days. There may be the option for 2 x 12 month extensions for 2016 and then 2017, subject to satisfactory performance, budget constraints and there being a requirement for the service.
