UKAEA requires professional electrical engineering services to support a project team engaged in the design and supply of a remote handling system to be installed at the European Spallation Source, a scientific research facility currently under construction in Sweden. The services are required to support the delivery of the electrical distribution and signalling work package. The systems and equipment making up this work package will largely be designed, manufactured and installed according to industrial standards. The services will focus on design and specification of those systems and equipment. The nominal scope of supply amounts to one person full time for up to six months, and should be delivered on site at the UKAEA's offices in Culham, Oxfordshire, for the majority of that time.

The UK Atomic Energy Authority is a non departmental government body carrying out research into the potential of nuclear fusion as a future source of energy. Electrical/Electronic Engineering design resource is required to support the Enhancement of the Remote Handling equipment deployed on the Joint European Torus (JET) machine. The Octant 1 and Octant 5 Remote Handling Boom Integrated Control Cubicles (SBIC & BIC) are distributed controllers that provide a C & I provision to the Octant 1 and Octant 5 Booms supporting a range of bespoke electro-mechanical devices mounted on the Booms, and a highly dextrous remotely controlled manipulator incorporating bi-lateral, force feedback. Several smaller devices and auxiliary tools are also monitored and controlled. From a supplied Requirements Specification, the following Services are required: — The detailed design, manufacture and supply of two control cubicles that contain electrical and mechanical items and associated basic (PLC type) software which will replace the existing two cubicles that are now obsolete. — Selection and supervision of an equipment builder(s) to provide new equipment (if not within the Contractor's capability). — Project Management. — Provision of Quality assurance. — Factory and Site Acceptance Tests of the supplied control cubicles. — Provision of Documentation Package, including design calculations, drawings, schematics, Bill of Materials and an Operation and Maintenance manual. The Contractor is expected to work in close cooperation with the Authority engineers throughout all phases of the supply. The contractor will need to demonstrate previous experience in the supply of the following. — Integration of new I/O systems with legacy plant. — Designing and working with Beckhoff hardware / EtherCAT. This PIN has been published to enable market research to commence to asses the reaction of the market to the proposed requirement and review available technologies. The Authority will conduct a dialogue with the marketplace. This may result in a call for competition based on the content of the requirement achieved through the dialogue.

Design, manufacture, installation and commissioning of Instrument Cells

The contract will be for the design, manufacture, installation and commissioning of Instrument Cells in the Materials Research Facility (MRF) at Culham Science Centre for UKAEA. To fulfil the UK Government Strategy, a MRF has been constructed by UKAEA at Culham Science Centre. This UK facility will support nuclear R&D through small scale testing of irradiated materials that can be prepared and tested at the MRF or transferred to another industrial or academic facility for examination. The hot-cell line in the MRF, already built in 2014/2015, will be used to downsize and prepare micro- and macro-sized samples (from maximum ~3TBq to samples with a maximum activity of 3.75 GBq Co60 or equivalent) for further evaluation in the so-called instrument cells. The instrument cells need to be designed and build in 2016 to perform the actual sample evaluation. These cells will function as shielding for the scientific instrument and will complete the MRF process line for active operations. The instrument cells will be equipped with remote controlled systems to operate scientific instruments to evaluate radiological degradation in materials, which is key to improving their performance and ensuring known characteristics in service. As the samples are downsized in activity, mainly done to protect the scientific equipment from deterioration, the amount of activity in the instrument cells will be relatively low. Where the earlier called hot-cell line are fabricated in steel, the instrument cells can be executed in concrete. This makes the structure, see attached figures, a civil engineering type of structure which can be fabricated in-situ or pre-fab. Apart from the civil engineering phase, the instrument cells will be executed with a key system to prevent entering if active samples being measured; a fire suppression system; utility provisions such as temperature control and electrical connections and the necessary provisions to execute the experiments. Most of the provisions will be brought into the cells using gland plates to secure high flexibility in future years (to adapt or change the equipment in the cells).
