The University of Southampton is looking to appoint 2 separate contractors who are wholly unrelated and independent of each other for Electrical Maintenance Services. Including, but not limited to electrical maintenance (test, servicing, defect rectification and upgrade works) directed by the employer under a Measured Term JCT Contract (2011) and additionally as amended by the Employer.

The contract term is an initial period of 2 years with an option to extend by a further 4 years, subject to satisfactory performance.

The tender has 2 lots:

Lot 1 — Halls of Residences — the contractor will test, service and maintain all electrical systems and associated equipment within its Estate in accordance with the specification and the standards referred to in it.

Lot 2 — Academic Sites — the Contractor will carry out small scale electrical installation works, measured against an agreed SoR.

The contract shall include for all parts, labour and consumables necessary to fulfil the contract.

Lot 1 — Halls of Residences — the Contractor tests, services and maintains all electrical systems and associated equipment within its Estate in accordance with this specification and the standards referred to in it.

The main work undertaken by the Contractor shall cover:

i) Routine Maintenance and installation in accordance with BS7671, Building Testing in accordance with BS7671 as described in IEE Guidance note 3, in service inspection and testing of electrical equipment in accordance with the IET Code of practice and Annex 3 of this tender document and any other current legislation.

(ii) Defect rectification and upgrade works as directed by the Contract Administrator to a maximum value of 2 500 GBP per order. The Contractor will be required to submit a quotation for larger projects in excess of 2 500 GBP.

(iii) Provide 24 hour 365 days a year call-out breakdown service with maximum 2 hour response time for all Category 1 work.

(iv) Other duties as per the specification and as instructed by the Contract Administrator.

The Authority intends to enter into a Framework Alliancing Contract, FAC-1 2016 with call-off contracts being under a bespoke form of TPC2005 (2013 version). A maximum of 3 successful service providers will be appointed for a period of 48 months, although the duration of term for call offs may extend beyond that period. The Works include the renewal of rising and lateral mains, the replacement where required of VIR cabling, upgrading of communal lighting and the installation of emergency lighting where none currently exist; and decorations to common parts using a Class O rated fire retardant coating.

The works include for:

(i) Communal lighting upgrades to 835 blocks;

(ii) Renewal of rising and lateral mains to 331 blocks;

(iii) Common part decorations to 125 blocks;

(iv) A comprehensive resident liaison service to gain access to their flats for the purposes of connecting new electrical mains;

Both the V&A and the Museum of Childhood are open to the public seven days a week including Public Holidays. This contract is intended to provide support to FuturePlan, the museum's major project plan by investigating existing M&E systems and fabric, providing temporary systems and isolation works prior to contract start, supporting the commissioning, and integrating the operations and maintenance manuals into the existing site records. The contract also includes the repair and maintenance services of electrical and mechanical building installations. In spring 2017, the Museum will complete The Exhibition Road Building Project (ERB), which will deliver a new courtyard, entrance, café, shop and, most significantly, a state of the art temporary exhibition gallery (the Sainsbury Gallery) to host the V&A’s world-renowned programme of blockbuster exhibitions. Due to the significance of the ERB, the Museum does not consider it appropriate to start a new contract for the provision of mechanical and electrical maintenance and small fabric works during the snagging period for the newly opened ERB. The Museum is therefore intending to extend its existing contract with Cofely FM Ltd for six months to take the expiry date from 14 November 2017 to 14 May 2018.
