Invitation for Bid(IFB) Turkey Renewable Energy Integration Project(REIP) LoanNumber: REIP-CTF TF 16958-TR, IBRD 83710-TR IFB Name: RTU Supply and InstallationProject IFBNumber: DB.RTU.01 1.    This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online,DB Reference No. WB 2100-04/14 of 14 April 2014. 2.    The Government of Republic of Turkey / Turkish Electricity Transmission Corporation (TEIAS) has received a Loan from theInternational Bank for Reconstruction and Development (The World Bank) toward the cost of REIP-CTF TF 16958-TR, IBRD 83710-TRProgram, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: RTUSupply and Installation Project 3.    The Turkish ElectricityTransmission Corporation (TEIAS)serves as the implementing agency for the project and now invites you to submit a bid (technical andcommercial) for the execution and completion of the cited contract for RTU Supply and Installation Project covers necessary survey,design, manufacturing, supply, integration, adaptation, installation,implementation, commissioning, training, testing, acceptance, spare parts and warranty as summarizedbelow: §  Supply, installation and commissioning of new 173Remote Terminal Units (RTUs) at the substations and connection of them to the related Regional Control Centers(RCCs). § Replacementofthe 27 existing F4F RTUs with new RTUs to be supplied, installed and commissioned at the substations and connection of them to therelated Regional Control Centers (RCCs). § Supply,installation and commissioning of Data Acquisition Panels (DAPs) at the 89 substations and other associated equipment (energyanalyzers, tap-changer converters, etc.) needed at the substations and performance of all necessary adaptation works at 200substations. §  Supply, installation andcommissioning of all necessary communication equipment (modem, converter, router,switch etc.) at RTU and Regional Control Center/Master RTU sides for connection of the Remote TerminalUnits (RTUs) to be delivered within the scope of the project to the related Regional ControlCenters/MasterRTUs, §  Spareparts, §  Training. 4.    Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank'sGuidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World BankBorrowers dated January 2011 and is open to all Bidders from eligible source countries asdefined in the Guidelines that meet theminimum qualification criteria relating to previous experience,financial capacity, etc. set out below: a)      Qualification requirements for bidders and any joint venture or consortiumpartnerorganizations: i.           Experience in at least twosimilar projects, which have been completed and put into operation by the Bidder in the last six years (as of bid opening date) ascontractor of Projects (including at least 50 RTUs and adaptation works in substations or power plants) for power system (above 36kV voltage levels) and each project has been satisfactorily in operation since takeover of the system (since at least three monthsas of bid opening date). The joint venture or consortiummembers must meet the requirement for completed similar projects (contracts) collectively. In case the requirement is met by morethan one member, each contract performed by each member must satisfy the minimum requirement of similarcontract/project. ii.            If the Bidder is a Joint Venture or Consortium, thelead member of the association must demonstrate experience in one of the similar contracts (projects) specified in (i) above asBidder ormember of joint venture or consortium. b)     For the purposes of this particular contract, the bidders shall meet the following additional financial criteria as minimum: i           Minimum 20 (twenty)millionUS Dollar or equivalent average annual turnover (average of total sales of last three (3) years) in electrical powerindustry including also RTU systems. ii           The Bidder shall have atleast 2 (two)million US Dollar liquid assets to cover 3-4 months of the project cash flow. iii            The figures of the partners of the jointventure/consortium shall be added together to determine the Bidder's compliance with the minimum qualifying criteria set out atitems (i) and (ii) above; however, in order for joint venture/consortium of partners with similar specialization to qualify, eachof its partners must meet at least 25 (twenty five) % of the minimum criteria listed in (i) above for an individual bidder, andlead partner at least 40 (forty) % of those minimum criteria, provided that partnership fulfills the condition of (i) completely. c)      For the RTU manufacturer and RTUs: §  RTU manufacturer shall have ISO 9001 Certificate orequivalent. §  RTU manufacturer shall have minimum 5 (five) years of manufacturing experience(back from the Bid Opening date) in the manufacturing of RTUs of similar capacity for electrical transmission and distributionnetwork SCADA systems. §  RTU manufacturer shall have manufactured at least 200 (two hundred) RTUs withsimilar input/output capacities for electrical transmission and distribution network SCADA systems from the RTU type/model offeredfor this tender, and; §  The RTU type/model offered for this Tender shall be in satisfactory operation forat least one yearas of the bid opening date. If the RTU manufacturer (has samemeaning with sub-contractor) does not meet the qualification requirements specified above 4 c), the Bidder shall be declaredunqualified and the Bid shall be rejected. The partners of a joint venture or consortium must be jointly andseverally liable for bidding and forexecuting the contract. A firm can be a partner in only one joint venture or consortium: Bid submitted by joint ventures or consortia including thesame firm as partner shall be rejected.
