Turkey: Residential Energy Efficiency Financing Facility (TuREEFF) Consultancy Support - Verification Consultant Assignment Description: The European Bank for Reconstruction and Development (the EBRD or the Bank) is developing the Turkish Residential Energy Efficiency Financing Facility (TuREEFF). The TuREEFF will consist of credit lines of up to USD 350 million to be provided to Participating Financial Intermediaries (PFIs) for on-lending to private sector borrowers for implementing energy efficiency measures within households and residential buildings. The purpose of the Facility is to demonstrate the benefits of energy conservation and promote the expansion of renewable energy and energy efficiency investments at the residential level in Turkey using the financial intermediation model already being used by EBRD in other countries. The residential sector (accounting for 29% of the country�s final energy consumption) has significant energy savings potential but is characterised by i) high market fragmentation; ii) low market awareness of the benefits of energy efficiency among stakeholders; iii) limited local implementation capacity; iv) lack of available financing mechanisms; and v) complex and incomplete regulatory framework. The proposed Facility will aim at addressing these five points simultaneously by setting enhanced standards and catalysing a market transformation via the proven successful Sustainable Energy Finance Facility (SEFF) approach. TuREEFF is intended to become a financing vehicle supporting the practical implementation of the new building energy efficiency legislation and transposing of the EU Energy Performance of Buildings Directive (recast) in Turkey. TuREEFF is expected to operate in conjunction with the Government of Turkey (GoT) Urban Transformation Plan though providing finance for sustainable energy measures to be implemented alongside the physical rehabilitation or reconstruction of residential buildings. The Facility will provide financing for the following categories of eligible Sub-loans: 1) Implementation of advanced sustainable energy measures to the level of EU best practice (exceeding Turkish national requirements) in individual housing properties. At the household level, there will be two types of investments: a) Structural improvements - The sub-projects encompass eligible measures implemented in individual dwellings (e.g. family houses and individual apartments) based on a List of Eligible Material and Equipment (LEME) - a predefined list of eligible equipment, which will guarantee the achievement of the minimum level of energy savings. b) Household equipment� includes high-efficiency equipment related to household heating (including fuel switching), cooling, electrical appliances with consumption of energy (cookers, fridges, freezers, washing machines etc. all of which will only be financed if they reach at least the Class A+ of the EU Appliance Energy Efficiency Labelling Scheme , if they are covered by the scheme) and household sustainable energy production (renewable energy installations such as solar water heaters, micro CHP); any investment under this category must prove significant impact in terms of energy and/or carbon savings (at least 20% above current levels) 2) Financing and structuring energy efficiency components, compliant with the EU best practices in buildings. a) Rehabilitation/reconstruction of existing residential buildings - The sub-projects encompass complex refurbishment/upgrade in multi-family apartment buildings or their demolishing and replacement by a new one. These sub-projects address whole-building improvements. b) Construction of new residential buildings - The sub-projects aim on promotion of purchase of apartments in newly built residential building with Energy Performance Certificate (EPC) class B or A. The Facility will be supported by a comprehensive technical assistance programme (TC). The TC funds will be used for two consultancy assignments: Project Consultant (PC) and Verification Consultant (VC). The Project Consultant (or the PC), which has already been engaged, will assist with the design, launch and successful operation of the Facility, be responsible for the marketing of the Facility, define technical eligibility criteria, design procedures, appraise sub-projects against a set of criteria, monitor implementation of financed sub-projects and verify implementation of some sub-projects. The Verification Consultant (or the VC), subject to this call for Expressions of Interest, will assess all newly built housing and whole-building refurbishments to ensure that the implemented investments meet the expectations of the PFIs, Sub-borrowers, and the Project Consultant, and meet the necessary regulatory requirements. There will be two different approaches to the selection, preparation, processing and verification of the investment projects following the following 3 categories of potential sub-projects: 1) Small (LEME) investments : based on the LEME/LESI approach. The List of Eligible Materials and Equipment (LEME) and the List of Eligible Suppliers and Installers (LESI) will be prepared by the Project Consultant and applied by Participating Financial Institutions (PFIs) with support provided by the PC as required. The PC will do 100% desk verification and 10% site verification on certain Sub-projects. 2) Assisted Investments : Sub-projects include eligibility measures and/or rehabilitation or reconstruction of buildings where the PC will perform a pre-screening and provide a technical report related to the Sub-project. Assisted Investment type Sub-projects are divided into three sub-categories: a) Partial Rehabilitation Assisted Investments include application of individual energy efficiency measure(s) such as thermal insulation and/or the renovation of central heating systems with simplified assessment provided by the PC. All used materials and equipment must be listed on LEME and implemented by companies on LESI. The VC will arrange 100% desk verification and 10% randomly selected Sub-project site verification. b) Full Rehabilitation Investments include comprehensive refurbishments for existing buildings where two or more energy efficiency measures are implemented together. The PC will provide technical assistance in sub-project assessment and an energy certificate after the sub-project completion. All completed sub-projects will be verified by the VC including site visit (only building level and not apartment level). c) Reconstruction Assisted Investments for residential buildings voluntarily demolished due to structural defects, low quality housing and low energy performance and/or due to official identification of the existing building as risky under the Urban Transformation Plan (UTP) of the Government of Turkey. This includes investments in the demolition and reconstruction of the building. For this type of Sub-project, the new building should be certified as class B and higher in the Energy Performance Certificate (EPC). Construction SMEs through commercial loans, and individuals who want to purchase apartments in newly Built residential houses through mortgage loans, can be the beneficiary for this kind of Sub-loan. All completed sub-projects will be verified by the VC including site visit (only building level and not apartment level). 3) Mortgage Investments for new buildings with an energy performance certificate class B or higher. All completed sub-projects will be verified by the VC including site visit (only building level and not apartment level). The main tasks of the VC will be to: - Prepare a verification report (Completion Validation Review or CVR) on the implementation of Sub-project in the category B and C as specified above, including the relevant energy savings indicator and an assessment on how the recommendations in the Sustainable Energy Assessment Report (SEAR, prepared by the PC) or any other document (e.g. EPC design) have been fulfilled; - Provide EBRD with a monthly work plan outlining planned activities for the next month and a final report providing a summary of activities undertaken throughout the assignment; - Prepare and submit to the Bank other deliverables as may reasonably be requested; - Ensure that all reports and documentation has clear references to the support of the donors, the form of such references to be agreed with the EBRD. Assignment Duration: Anticipated start date is Q1 2015 with an estimated duration of 4 years. Assuming some whole building refurbishments will take several months to complete, the Verification Consultant may be required to continue working on the TuREEFF for a period of time after the end of the disbursement period of the PFIs in order to assess the completion of sub-projects which are financed at the end of the disbursement period. The contract may be extended subject to EBRD needs, excellent performance of the Consultant, extension of the Facility and availability of funding. Cost Estimate for the Assignment: EUR 335,000; exclusive of VAT. The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purhcased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense. Funding Source: It is anticipated that the contract will be financed by the European Union under Instrument for Pre-Accession Assistance (IPA) for the Transition Assistance and Institution Building Component in Turkey. Eligibility: There are no eligibility restrictions. However, the consulting firm that has been awarded the contract for the TuREEFF Project Consultant (PC) or their sub-contractors cannot be awarded the contract for the VC. Consultant Profile: Corporate services are required. The Consultant will be firm or a group of firms with a strong locally based support capacity as the bulk of the assignment will be conducted in the field. The Consultant should have relevant experience in all areas needed for the performance of the assignment as described above, including relevant sector and regional experience. The VC�s team will be composed of professionals with relevant technical/engineering background in order to ensure compliance with EU and/or Turkish legislation as relevant for the residential sector. Participation of local experts is essential. It expected that experts will be capable of and experienced in validating sub-projects against set criteria. The key expert positions are the following: 1. Project Manager with a) with extensive experience of project management, b) expertise in project implementation planning, including experience related to energy management, renewable energy and energy efficiency projects, d) experience of working in EBRD's countries of operation, including in Turkey will be an advantage. 2. Engineer(s) (international and/or local) with significant relevant professional experience in sustainable energy projects in buildings, including at least two experts who will be qualified civil engineers with particular experience in residential building energy management, residential building energy efficiency design and standards, knowledge of EU, international and local (Turkish) building regulations, energy appliance regulation and labelling and relevant standards in relation to energy consumption and performance.
