Trondheim Parkering KF invites tenderers to an open tender contest for a framework agreement with a tenderer for the procurement of charging stations for chargeable motor vehicles, including excavation, assembly, operation and maintenance.

The new parking regulations mean that several charging stations must be established for charging chargeable motor vehicles in Trondheim, c.f. § 35. Charging Option and § 65. Commissioning and transition provisions.

Due to a lack of experience, 2017 will be a trial year with the establishment of 20-40 charging stations. This is to uncover future needs for the number of new charging stations, as well as the need for the locating charging stations in new locations. The first and prioritised assignment for the chosen tenderer will be to establish 28 wall mounted charging stations in Leuthenhavn car park.

A decision has not yet been made as to whether there will be a parking charge for electric vehicles. TP and the chosen tenderer shall follow the decision on charges when it has been made and possibly amended at a later date.

TP would, thus, like to enter into a framework agreement with a tenderer who will have complete responsibility for the engineering design services, development and establishment of the charging stations with mode 3 type 2 technology in Trondheim, in consultation with TP.

As a starting point we will require charging stations for charging by the roadside, public charging stations and the establishment of wall mounted charging stations in car parks, but charging stations can also be established in private areas. TP would like to carry out parts of the operational and maintenance assignments themselves.

Another business model can be required in private areas than that used in public areas. This could be user payments for charging, other types of charging technology, all in accordance with the area owner's wishes and needs.

AtB invites tenderers of charging stations to dialogue meetings in our premises. Date: 7 June 2017. The objective of the dialogue meetings is for AtB to receive feedback on our first draft of tender documentation and accompanying annexes and appendixes. See the attached document ‘Invitasjon til en-til-en-møter’(‘Invitation to one-on-one meetings’).

Large Trondheim is getting a new line structure. The new line structure shall be initiated by 3.8.2019. 4 lines shall be operated by all-electric buses. AtB is planning to procure up to 8 charging stations which shall supply electricity to the buses operating the four electric lines.

STFK has given AtB the task of procuring charging stations (opportunity charging), which shall provide the battery-run electric buses with electricity. The pantographs shall be in operation from 03.08.2019 for 10 years. The tenderer will be responsible for the delivery and assembly of the charging stations. The contracting authority will be responsible for the engineering design services, excavation, provision of electricity, foundations and completion of the area. This is, thus, not a part of the contract. See the tender documentation for a more detailed description.

The mandate from STFK on the bus tender Stor-Trondheim 2019-2029 states that at least four routes in Stor-Trondheim shall be completely electric. As a part of this, 35 battery-run electric buses have been procured for the start of the new bus tender 3.8.2019. A decision has been made that the electric buses shall be charged at stops and that pantographs shall be based on opportunity charging. STFK has given AtB the task of procuring the charging stations.

The pantographs shall be in operation throughout the contract period for the bus tender, i.e. from 3.8.2019 for 10 years. All the charging stations must, however, be ready assembled by 1.5.2019, so that the operators can test the battery-run electric buses before the bus tender starts.

The tenderer will be responsible for the delivery and assembly of the charging stations.

The contracting authority will be responsible for the engineering design services, excavation, provision of electricity, foundations and completion of the area. This is, thus, not a part of the contract.

The contracting authority will take over responsibility for the procurement, operation and maintenance contracts after the pantographs have been ready assembled. See the requirement specifications and the contracts for further details on the procurement.

The Contracting Authority shall enter into new contracts for portfolio management and the delivery of electrical energy to its installations with a planned start from 1.1.2015. Based on historical figures and the current installations, the total annual consumption of electrical energy for TK is estimated to be 135-140 GWh divided between 1 700 measuring points. The Contracting Authority has 15 GWh/annum of concessionary power that will included in the management. The delivery will include the following sub assignments: — Physical delivery of electrical energy; — Co-operation on the preparation of a strategy for price insurance and administration of the energy portfolio; — Implementation of a price insurance strategy and handling of financial contracts; — Invoicing services and site administration; — General consultancy services; — Reporting. The procurements cover all purchases within the product spectrum covered by this contract and that are undertaken by Trondheim municipality with co-operating partners in the contract period. The Contracting Authority has based its specification of the services on the consumption from 2013.
