Tender competition for the provision of electrical services and electrical material

Stavanger municipality and Stavanger church council, Sandnes municipality and Sandnes church council, Randaberg municipality and Randaberg church council as well as Sola municipality and Sola church council would like to receive tenders for a framework agreement for electrical services and electrical material.

The aim of the competition is to enter into a framework agreement for two — 2 years from 8.5.2017 to 30.4.2019, with an option for a further 1+1 year.

The contracting authority is not 1 legal entity. The municipalities use joint tender documentation, but will enter into separate contracts and shall be considered as eight separate contracting authorities with different delivery and invoicing addresses.

Particular attention is to be paid to the fact that the municipalities have entered into various contracts with service companies for annual maintenance, see the tender documentation point 7.1 for further information.

Framework agreement electrical installation services

The main objective is to sign a contract with one contractor for all relevant electrical installation services. In order to the Agreement to provide the required time and cost savings, as well as safety for the contracting authority, the contractor must have sufficient HR for the assignment, updated expertise in lighting systems and air conditioning, modern building automation and energy management, have an efficient booking system and an emergency / roster system. The Contracting Authority expects to be a prioritised customer for the contractor signing the agreement. ROAF requires a framework agreement for electrical installation services for all recycling stations, disposal sites, fully-automated sorting plants for household waste, gas and pump stations, as well as other buildings and plants owned and operated by the contracting authority.

The Contracting Authority wants tender offers on brown goods and white goods and small electrical appliances for use by the municipality's entities and companies. The agreement shall include all purchasing of products of equivalent nature to those specified in the Products Form.

The products in the tender documentation are organised into four (4) categories, which are reflected in the product form:

1. White goods. White goods means i.a. stoves, ovens, hobs, fridges, freezers, washing machines, dryers, microwave ovens and dishwashers.

2. Brown goods. Brown goods means i.a. TV devices, DVD players and CD players.

3. Small electrical appliances. Home and household products.

4. Services. Here, services means assembly, installation, return of old equipment, return of wrongly ordered goods or other forms of services connected with the product delivery.

The product form includes a professional washing machine with a 12 kg capacity, which will be used primarily in nursery schools, and a dishwasher with an 85 degree Celsius disinfection programme. The remaining products are regular household machines.

Product range:

It is estimated that the products in the product form are equivalent to approx. 90 % of the anticipated need in the product categories covered by the procurement. The remaining need is low volume products with a broad range of product type. The Contracting Authority intends to incorporate these products as needed. See also point 3.3 in the Product Range requirement.

K401-Electrical work

The new Bodø Town Hall is a project in down town Bodø. The building shall be constructed in the quarter bordered by Kongens gate, Torvgata, Dronnings gata and Havnegata. The current town hall, the Norges Bank building and the previous Bodø library are located/were located in the same block.

The New Bodø Town Hall will consist of a new building (New Building) as well as the existing town hall (Town Hall) and Norges Bank's building (the Bank).

The new building will connect all the buildings together to one unit. The Town Hall and the Bank shall be completely renovated.

The new town hall shall function as an office building for Bodø municipality's administration and, in addition, cover the necessary functions for political work, with offices and meeting rooms for political parties.

The existing town council room, municipal executive board room and a meeting room called ‘Blåsalen’ shall be kept in the original style as much as possible, but technically upgraded. The rooms are listed and compliance with these requirements is required.

The office area for Bodø municipality's administration is mostly open plan with many ‘small rooms’ for protected work and a relatively large number of meeting rooms.

The entrance on the ground floor is a large reception area for enquiries from the municipality's citizens, with rooms for meetings and guidance as required.

On the 5th floor there is a canteen and meeting room.

This description is for contract K401 Electrotechnical Installations and Security Systems. Tenders shall be submitted for all electrotechnical installations and work connected to this as described and referred to in the subsequent chapter.

Bodøs new City Hall is a project in the city of Bodo. Building will be constructed within the quarter bounded by King Street, Torvgata, Queen street and Havnegata. Today's town hall, Norges bank building and former Bodo library is / was in the same quarter.

New Bodo City Hall will consist of a new building (New Build) and existing City Hall (City Hall) and built to Norges Bank (Bank).

The new building will link all buildings together into one unit. City Hall and the bank will be completely refurbished.

The new city hall will serve as offices for Bodø municipality's administration and also meet the need for necessary functions for political work with office and meeting rooms for the political party.

Existing bystyresal, formannskapssal and a meeting named "Blåsalen" be preserved most originally in expression but to upgrade technology. Rooms have conservation requirements that must be fulfilled.

Office area for Bodø municipality's administration is largely open solutions with many "small rooms" for sheltered employment and relatively many meeting rooms.

The entrance on the 1st floor. Is a large reception area for receiving inquiries from the municipality's citizens with space for meetings and guidance as needed.

On the 6th floor is the cafeteria and meeting rooms.

This description includes contract K401 Electrical systems and security systems. It will be offered on all Electrical installations and works related to those described and referenced in the subsequent chapter.

Statsbygg requests tenders for a framework agreement for electrical work for Statsbygg owned and leased properties in Longyaerbyen (Svalbard) according to NEK 400 Electrical Workers.

It will be entered into a framework agreement with 1-one supplier.

Missions will apply electrical work in connection with the management, operation and maintenance by Statsbygg at any time owned and leased properties in Svalbard. We refer to Appendix 4 for an overview of properties.
