Il est prévu qu'une partie des sommes accordées au titre de ce financement soit  utilisée pour effectuer les paiements prévus au titre du contratrelatif à l'élaboration des textes d'application de la loiportant création de l'Autorité de Régulation du secteur de l'Energie et du Projet de Loi portant Code de l'Electricité duNiger. Lesobjectifs de la mission sont les suivants : 1)      l'élaboration duprojet de décret d'application  de la loi  N°2015-58 du 02 décembre 2015 portant création, missions, organisation et fonctionnement d'une Autorité administrativeindépendante dénommée : Autorité de Régulation du Secteur de l'Energie« ARSE » ; 2)     l'élaboration du projet de textes d'application  de la loi portant code de l'électricité enrévision ; 3)     l'élaboration de tous autres textes subséquents. Le consultant doit être une personne morale, constituée enbureau d'études ou un Cabinet d'Avocats et devra mobiliser une équipe constituée de : Pour le Chef de projet: -          Etre un expert juriste de haut niveau avec au moins quinze(15) ans d'expérience en matière de législation dans le domaine de l'énergie et de larégulation ; -          Avoir uneparfaite maitrise dufrançais ; -          Faire preuve d'impartialité etd'intégrité ; -          Avoir l'esprit du travail enéquipe. Pour l'expertjuriste : -          Avoir au moins dix (10) ans d'expérience en matière delégislation dans le domaine de l'énergie et de la régulation ; -          Avoir unebonne maitrise du cadre réglementaire du secteur del'énergie dans l'espace CEDEAO ; -          Avoir uneparfaite maitrise dufrançais.
