The Ministry ofElectric Power has received financing from the World Bank toward the cost of the Electric Power Project, and intends to apply partof the proceeds for consulting services plans to build a105 MW Combined Cycle Gas Turbine (CCGT) Power Plants at Thaton, Mon State,Myanmar. MEPE invites eligible consulting firms ("Consultants") to indicate their interest in providing theServices.
The consulting services ("the Services")include the following scopes:
1. Project Management 2. DesignAudit and Construction Supervision3. Testing andCommissioning4. Training and Capacity Development 5. Environment and Social Management6. Contract Administrative/Financial management
The Myanmar Electric Power Enterprise (MEPE)now invites eligible consulting firms ("Consultants") toindicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they havethe required qualifications and relevant experience to perform the Services..
The shortlisting criteriaare:
1. The firm should have the general experience in power plant engineering and construction management forat least twenty five (25) years.
2. The firm should have provided consulting services involving design audit and construction supervisionfor at least two CCGT projects with the capacity of 100MW or over that the firm has successfully competed in the last 10 (ten)years; and
3. The firm should have experience ofworking in the Client's country or similar countryenvironment.
The attention of interested Consultants is drawn toparagraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDACredits & Grants] by World Bank Borrowers, January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of ajoint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the QualityCost-based Selection(QCBS) method set out in the Consultant Guidelines.
