Kyzylorda Electricity Distribution Project - PIU Support

Project Description: The Joint Stock Company Kyzylorda Regional Electricity Company (KREC or the Client) has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide technical assistance to implement the Kyzylorda Electricity Distribution Project. The EBRD is providing finance to rehabilitate and modernise the low and medium voltage distribution networks in the Oblast (the Project), including the installation of modern electricity meters and automatic control systems, strengthening the capacity and efficiency of transformers, and distribution lines aimed at reducing distribution network losses and increase in energy efficiency. The expected technical and commercial losses reduction will have significant reduction of related carbon emissions as the power generation sector of Kazakhstan is of high carbon intensity. The Project to be financed by the Bank consists of the following components: Rehabilitation of the 0.4-110 kV low and medium voltage network, including lines and substations, which were originally constructed about forty years ago. Consequently it is a high priority to improve the quality and reliability of electricity supply to the end consumers Installation of new CIP (Critical Infrastructure Protection) intended to adequately protect and secure electrical substations. Installation of new network meters and SCADA as well as a number of new consumers “smart meters” and related hardware and software systems. International experience shows that rehabilitating distribution networks and improving metering arrangements is one of the fastest and most cost-effective methods of reducing losses and improving collection rates. These measures in turn stimulate energy efficiency levels. Further improvement in bill collection (presently at around 80%) will also be permitted due to firm implementation of payment discipline and remote disconnection features. Assignment Description: The Client now intends to create a Project Implementation Unit (PIU) and engage a consulting firm (the Consultant) to provide organisational and technical assistance to the Client to ensure the successful completion of the Project in accordance with the Project Implementation Plan (PIP) and with all EBRD requirements stipulated in the Loan Agreement (the Assignment). The selected Consultant is expected to provide the following services: 1. Project Preparation Phase Assist the Client with preparing, reviewing and updating the Project Implementation Plan (PIP) as required during the Project implementation. Prepare a Project schedule identifying all relevant milestones and their respective timeframes for all parties to adhere to. Provide guidance and recommendations for quality assurance in respect of the operations of the PIU and to the work to be undertaken by the contractors. Provide comprehensive support to the PIU in relation to procurement of goods and works contracts under the Project, including review and preparation of technical specifications, preparation of tender documents, assistance during all stages of procurement processes and subsequent contract finalisation., . 2. Project Implementation Phase Assistance with Project implementation, including supervision, monitoring of progress of the supply and installation contracts under the project. Support to the Client with regard to all aspects of Project reporting. Assistance with Testing, Commissioning and Operational Acceptance, as required by the Client. Support in ensuring compliance with the Loan Agreement, including monitoring and reporting on the implementation of the Environmental and Social Action Plan. Assistance in preparation of disbursement requests and management of Project Accounts as required by the Client. Providing on-the-job training to ensure knowledge transfer to the Client on all aspects of oversight and management of project implementation. At the end of the Project the Consultant will prepare a Project completion report, which shall include the following: A summary of technical improvements achieved by the Project; Assessment of the implementation of Environment and Social Action Plan. The Consultant will be a firm or a group of firms with previous project experience related to preparing and implementing engineering works for power distribution projects of similar nature i.e. rehabilitation of low and medium voltage network including installation of network meters and SCADA. The Consultant’s expert team is expected to include key experts as follows: Team Leader (Engineer) preferably with 10 years’ experience in construction or rehabilitation of medium and low voltage distribution systems including substation and lines. The TL should have proven experience of leading a team of experts and implementing similar projects .The TL will have excellent knowledge of English and Russian language for coordination and report writing purposes. Power Distribution Expert preferably with 10 years of experience in planning, design and construction of Medium Voltage Lines and substations. Electricity Meters Expert preferably with 10 years of experience in the development of specifications and installation of modern electronic and “smart meters” for low voltage customers. Procurement Expert preferably with 10 years of procurement experience in power projects including transmission and distribution lines improvement projects as well as good knowledge of procedures and rules of procurement of international financial institutions, such as the EBRD, World Bank or other IFIs, knowledge of FIDIC and preferably EBRD Supply and Installation contractual arrangements. Non-key experts are expected to include the following: Short Term Experts preferably with 10 years’ experience in the following areas of work: a) Construction and rehabilitation of substations and distribution lines; b) Factory acceptance tests and commissioning for similar assets; c) Protection and Control Measures; e) Civil Works in the field of substation and tower foundations construction; f) Environmental and social measures. Assignment Description: The Bank’s investments will be procured in accordance with EBRD Procurement Policies and Rules for Public Sector Projects. The Company and the Kyzylorda Oblast Akimat require a firm or group of firms (the “Consultant”) to assist the Company to improve the Company’s commercial standing, service and environmental and social performance (the “Assignment”). The Consultant will identify and implement the necessary corporate, financial and operational improvements required to meet the related covenants included in the EBRD finance documents. This will be achieved via the following major institutional development actions: • Development and implementation of a Financial and Operational Performance Improvement Programme (“FOPIP”) in close co-operation with the Company. The FOPIP will focus on ensuring that the Company meets the covenants set forth in the financing documentation with EBRD. It is expected that the FOPIP will include both corporate development actions and financial and operational improvements: o Control over assets and service agreement; o Organisation related to the current corporate status, management structure, internal and external reporting lines, decision making bodies, and staff employed; o Management Information Systems; o Financial Performance Improvements; o Accounting, Budgeting and Cash Management; o Revenue Collection Procedures; o Operational Efficiency; o Environmental and social issues management; and o Public and customer relations. • In close co-operation with the Company, development and adoption of a medium-term Corporate Development Plan for the Company and to improve its corporate planning capacity to assist its ongoing transition towards a self-sustaining entity and commercial operations, as well as implementing the Environmental and Social Action Plan developed for the Company. The Consultant will assist the Company to develop procedures and systems to build a corporate planning process into the existing budget and business planning processes. The Consultant will also identify other areas of management, finance and operations that should be considered in future corporate development plans, depending upon the progress made by the Company. • In close co-operation with the Company, development and introduction of a Management Information System. • Develop a methodology, standards and monitoring systems for annual publication of energy use and key energy efficiency indicators on the Company web site. The Consultant will co-operate closely with the Company and with the Kyzylorda Oblast Akimat to implement the covenants stipulated under the signed Project Support Agreement. The expected outcome of the Assignment is that the Company effectively implements the set of recommendations and/or targets or standards agreed in the FOPIP, corporate development plan and PSA and meets the related covenants included in the EBRD finance documents.   • Supply and Installation of modern electricity meters and auxiliaries including ASKUE system
  • Consulting services to support the Project Implementation Unit (PIU) (under selection)
  • Consulting services to support the Corporate Development Programme for KREC (under selection)
  • Lenders monitoring Consultant (still to be procured)

Tendering for the above-mentioned contracts is expected to commence during 4th quarter 2015 - 1st quarter 2016.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. Project Description:The Joint Stock Company Kyzylorda Regional Electricity Company ("KREC” or “the Client”) has requested the European Bank for Reconstruction and Development (the EBRD or the Bank) to provide technical assistance to implement the Kyzylorda Electricity Distribution Project.

The EBRD is providing finance to rehabilitate and modernise the low and medium voltage distribution networks in the Oblast (the Project), including the installation of modern electricity meters and automatic control systems, strengthening the capacity and efficiency of transformers, and distribution lines aimed at reducing distribution network losses and increase in energy efficiency.  The expected technical and commercial losses reduction will have significant reduction of related carbon emissions as the power generation sector of Kazakhstan is of high carbon intensity.The Project to be financed by the Bank consists of the following components:

•           Rehabilitation of the 0.4-110 kV low and medium voltage network, including lines and substations, which were originally constructed about forty years ago. Consequently it is a high priority to improve the quality and reliability of electricity supply to the end consumers.

•           Supply and Installation of an automated system for protection of distribution network and substations.

•          Installation of new network meters and SCADA as well as a number of new    consumers “smart meters” and related hardware and software systems. International experience shows that rehabilitating distribution networks and improving metering arrangements is one of the fastest and most cost-effective methods of reducing losses and improving collection rates.  These measures in turn stimulate energy efficiency levels. Further improvement in bill collection (presently at around 80%) will also be permitted due to firm implementation of payment discipline and remote disconnection features.

Assignment Description: The Client now intends to create a Project Implementation Unit (PIU) and engage a consulting firm (the Consultant) to provide organisational and technical assistance to the Client to ensure the successful completion of the Project in accordance with the Project Implementation Plan (PIP) and with all EBRD requirements stipulated in the Loan Agreement (the Assignment).

The selected Consultant is expected to provide the following services:

1. Project Preparation Phase

  • Assist the Client with preparing, reviewing and updating the Project Implementation Plan (PIP) as required during the Project implementation.
  • Prepare a Project schedule identifying all relevant milestones and their respective timeframes for all parties to adhere to.
  • Provide guidance and recommendations for quality assurance in respect of the operations of the PIU and to the work to be undertaken by the contractors.
  • Provide comprehensive support to the PIU in relation to procurement of goods and works contracts under the Project, including review and preparation of technical specifications, preparation of tender documents, assistance during all stages of procurement processes and subsequent contract finalisation.

2. Project Implementation Phase

  • Assistance with Project implementation, including supervision, monitoring of progress of the supply and installation contracts under the project.
  • Support to the Client with regard to all aspects of Project reporting. 
  • Assistance with Testing, Commissioning and Operational Acceptance, as required by the Client.
  • Support in ensuring compliance with the Loan Agreement, including monitoring and reporting on the implementation of the Environmental and Social Action Plan.
  • Assistance in preparation of disbursement requests and management of Project Accounts as required by the Client.
  • Providing on-the-job training to ensure knowledge transfer to the Client on all aspects of oversight and management of project implementation.
  • At the end of the Project the Consultant will prepare a Project completion report, which shall include the following:
    • A summary of technical improvements achieved by the Project;
    • Assessment of the implementation of Environment and Social Action Plan.

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment Start Date and Duration: The Assignment is expected to start in Q 2 2017 and has an estimated overall duration of approximately 36 months.

Cost Estimate for the Assignment: EUR 500,000 (exclusive of VAT). Subject to availability of funding, excellent performance of the selected Consultant and the specific needs of the Client the Assignment may be extended beyond the current scope and time line.

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed.

Funding Source: It is anticipated that the contract will be financed by the EBRD's donor funded Technical Cooperation Funds Programme, however consultant selection and contracting will be subject to availability of funding from an appropriate donor.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience related to preparing and implementing engineering works for power distribution projects of similar nature i.e. rehabilitation of low and medium voltage network including installation of network meters and SCADA.

The Consultant’s expert team is expected to include key experts as follows:

a. Team Leader (Engineer) preferably with 10 years’ experience in construction or rehabilitation of medium and low voltage distribution systems including substation and lines. The TL should have proven experience of leading a team of experts and implementing similar projects. The TL will have excellent knowledge of English and Russian language for coordination and report writing purposes.

b. Power Distribution Expert preferably with 10 years of experience in planning, design and construction of Medium Voltage Lines and substations. 

c. Electricity Meters Expert preferably with 10 years of experience in the development of specifications and installation of modern electronic and “smart meters” for low voltage customers.  

d. Procurement Expert preferably with 10 years of procurement experience in power projects including transmission and distribution lines improvement projects as well as good knowledge of procedures and rules of procurement of international financial institutions, such as the EBRD, World Bank or other IFIs, knowledge of FIDIC and preferably EBRD Supply and Installation contractual arrangements.

Non-key experts are expected to include:

Short Term Experts preferably with 10 years’ experience in the following areas of work:

  • Construction and rehabilitation of substations and distribution lines;
  • Factory acceptance tests and commissioning for similar assets;
  • Protection and control measures;
  • Civil Works in the field of substation and tower foundations construction;
  • Environmental and social measures

Local Experts (as required) with preferably 5 years’ proven experience in:

  • OHL engineering and Substation Engineering;

Project Description:

The Government of Kazakhstan has been committed to a broad economic reform program. The European Bank of Reconstruction and Development (the “EBRD” or the “Bank”) plays an important role in facilitating and implementing the reforms by providing technical assistance. The Government of Kazakhstan addressed the EBRD with the request to provide technical assistance on reforming the tariff policy and regulatory framework for natural monopolies and dominants in infrastructure sector. The Bank approved the corresponding technical cooperation project (the “Tariff TC”) with the objectives to provide assistance to the authorities of Kazakhstan in reforming the existing system of tariff regulation for natural monopolies and dominants in infrastructure sectors, adopting a modern and transparent framework for regulation, as well as strengthening the institutional powers and means to implement and administer such framework. As of October 2015, the Bank has completed Phase 1 of the Tariff TC by providing the Government of Kazakhstan with recommendations on improving the tariff policy and regulatory framework. The consultants and the Bank developed a long term tariffing policy for the Government of Kazakhstan; reviewed the legal framework for tariff regulation; proposed a legal action plan in order to enact/implement the recommendations; and presented precise and concrete recommendations for the strengthening of the institutional base and the revision of policies, laws and implementation practices/methodologies, together with implementation action plans for the key aspects of those recommendations.

The Government of Kazakhstan has agreed with these recommendations and requested their actual implementation on the basis of the pilot projects in the areas of district heating, airport, seaport, electricity distribution and water, which will constitute Phase 2 of the Tariff TC. The pilot company (the “Pilot Company”) for the pilot project in the electricity distribution sector will be identified and confirmed by the Government and EBRD prior to commencement of the assignment.

Assignment Description:

The Bank is now seeking to engage a consultant (the “Consultant”) to provide undertake the following tasks:

Task 1: Prepare Regulated Asset Base (RAB) valuation methodology and implement it;

Task 2: Prepare WACC methodology and implement it;

Task 3: Eliminate normatives, determine appropriate costs (fixed and variable costs) and implement new cost methodology;

Task 4: Assist in planning of costs;

Task 5: Prepare investment program review and approval methodology. Define investment program criteria. Implement new investment program guidelines;

Task 6: Calculate tariffs based on investment program and proposed methodologies;

Task 7: Determine and calculate key efficiency, reliability and quality indicators for the pilot company;

Task 8: Development of activity based costing methodology and assisting in its implementation;

Task 9: Prepare strategic/business plan of pilot company (including principles for future investments);

Task 10: Determine subsidies for final consumer in the sector;

Task 11: Prepare program for the implementation of metering devices for pilot company in the sector;

Task 12: Review and provide comments to methodologies prepared by other consultants (if required);

Task 13: Assessment of pilot projects’ results;

Task 14: Development, preparation, support and assistance in approval of legislative amendments.

The Consultant will work closely with the legal consultant and the general consultant who will be organizing consulting work across the pilot projects in all of the above referenced sectors, monitoring the work of sector consultants and implementation of pilot projects, supporting regulator and pilot companies in implementation, ensuring information exchange and flow among various stakeholders during the whole project, and ensuring that work and recommendations of sector consultants are consistent across sectors and are in line with recommendations made in Phase 1.

Assignment Duration: The duration of the assignment is expected to be up to 18 months. However, the Consultant is expected to provide support and consultations via e-mail, telephone and video calls to the Government and EBRD until the final stage of passing and adopting proposed amendments to the legislation.

Maximum Budget Available for the Assignment: EUR 500,000.00 (exclusive of VAT). The budget for the assignment may be extended subject to the operational needs of the Bank, satisfactory performance of the consultant and availability of funding.

The amounts above are all exclusive of VAT. The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the Consultant from the local tax authority, the gross cost to the Consultant of such expenses shall be treated as a reimbursable expense.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with extensive experience in developing, managing and implementing policy reforms in the Bank’s countries of operations (“CoO”), preferably in the electricity distribution sector. It is expected that the assignment will be led by an appropriately qualified team leader, accompanied by supporting experts. Based on the fields of expertise and the tasks mentioned above, the team of the consultant should consist of at least the following international and local key experts:

- Key expert 1: Team leader: a senior manager with extensive supervisory experience and knowledge sufficient to manage and deliver positive overall results of the assignment, results of Pilot Company, results to the Government of Kazakhstan and EBRD, overall coordination among various consultants, stakeholders and clients;

The Consultant’s key experts should be available to spend the majority of the time working on the assignment in Astana and in the city where the pilot company is located.

GIS and Hydraulic Modelling for Water Supply and Wastewater Systems

The State Communal Enterprise Kostanay Su (the “Company”), a municipal water supply and wastewater disposal utility of the city of Kostanay (the "City") in the Republic of Kazakhstan, entirely owned by the City Akimat, has received a loan from the European Bank for Reconstruction and Development to finance to support the rehabilitation and upgrade of the water and wastewater infrastructure in the City.

The Company intends using the proceeds of a loan from the EBRD and of the City budget towards the cost of Contract № КWP-9 for Procurement and Installation of GIS and hydraulic modeling for water supply and wastewater systems in the City.

The assignment will include the following key works for the City water and wastewater systems:

  1. Collection, evaluation and processing of the initial data;
  2. Development, testing and verification of the software for the development of electronic models of the existing water supply and wastewater disposal systems;

This Invitation for Expressions of Interest follows the General Procurement Notice for this project published in Procurement Opportunities, on the EBRD website on 6 October 2016.

The State Communal Enterprise Taraz Su (the “Company”) signed a Loan Agreement with the European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) for co-financing an investment program on modernization of water supply system in the city of Taraz, Republic of Kazakhstan. The Bank intends using the proceeds of the loan towards the cost of Development of the Water Supply Network Efficiency Improvement Plan under the Taraz Water Project.

The overall objective of the assignment is to prepare a plan for improvement of water supply networks efficiency in the city of Taraz, including development of recommendations on options for networks’ modernization, optimization of the operating modes of pumping stations, proposals on arrangement of pressure heads control and zoning of the water supply system. The recommendations shall be based on the results of the hydraulic modeling and the implemented geographic information system (GIS).

In order to meet the above objective, the Consultant is expected to implement the following tasks:

  • preliminary analysis of available maps and geodetic data
  • development of digital maps of the water supply system;
  • development and consequent calibration of a hydraulic model of the existing water supply system;
  • setting of criteria for assessment of efficiency and development of basic approaches to modernization of the existing systems;
  • development of proposals on the arrangement of pressure heads control in water supply networks, including determination of control locations, methods, parameters of necessary metering equipment, procedures of measurements, data storage and displaying;
  • zoning of water supply system by consumption (outlining zones of metered consumption);
  • proposing options of network modernization and recommendations on the preferred one;
  • development of recommendations aimed at improvement of efficiency of the water supply system in the city of Taraz.

The aassignment is expected to start in QII 2017 and has an estimated overall duration of nine months.

The assignment will be funded from proceeds of the EBRD loan and local funds. Consulting firms from all countries are eligible for shortlisting and selection.

In order to determine the capability and experience of consulting firms seeking to be shortlisted, the information submitted shall include the following:

Consultant Profile:

The Consultant shall present a brief overview of the firm/group of firms including company profile, organization and staffing with previous project experience related to:

  • development of digital maps and hydraulic modeling of water supply/wastewater systems;
  • similar assignments in the regions with the climate conditions similar to ones in the Project area.

The Consultant's team shall include at least the following key experts with a technical, engineering, hydraulic modelling and water/wastewater system analysis skills and with at least 10 years of general experience and 5 years of experience for the position for which they are proposed:

  • Project Manager;
  • Water Engineer;
  • GIS Specialist;
  • Hydraulic Engineer;
  • Electrical/Automation Engineer.

The consultant shall provide details of experience on similar assignments undertaken in the previous five years, including information on contract name, objective, value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert inputs provided, main activities.

CVs of Staff:

The Joint Stock Company “Transenergo” (hereinafter called the “Company”), a state-owned municipal district heating company incorporated in the City of Aktobe, has received financing from the European Bank for Reconstruction and Development (the “Bank”) in the form of a loan toward the cost of the Aktobe District Heating Project.

State Communal Enterprise “Kyzylodrateploelektrocenter” (the “Company”), a municipal heat and electricity provider in the city of Kyzylorda (the “City”), entirely owned by the City Akimat, responsible for the provision of heat supply in the Kyzylorda City (the “City”) has received the loan from the European Bank for Reconstruction and Development (EBRD) in support of Kyzylorda District Heating Project.

The Project will enable the Company to improve district heating services by financing priority investments for the rehabilitation and modernisation of its infrastructure through a Priority Investment Programme (“PIP”) comprising the following major components: (i) implementation of SCADA system and installation of frequency regulators; (ii) rehabilitation  of networks; (iii) installation of individual heating sub-stations (“IHS”) and (iv) internal domestic hot water (“DHW”) installations; (vi) development of hydraulic model; (vii) replacement of turbo generators.

The assignment will include the following key objectives and tasks:

  • preliminary analysis of cartographic materials;
  • hydraulic model construction for the available district heating system;
  • analysis of variants for head loads modification;
  • development of criteria for evaluation and renovation of the available district heating network;
  • development of alternatives for renovation of district heating networks and definition of the most optimal variant for their renovation.

The Company is seeking to engage a qualified Consultant to assist in whole complex of works for development of the Hydraulic Model of the available district heating system.

 

Assignment Start Date and Duration: it is anticipated that the assignment will start in November 2015 and will have an overall duration of approximately 8 months.
