The Metropolitan Police Service (MPS) is to trial the use of Electric pedal cycles (E-Bikes) as part of a London wide trial by the police service and is seeking suppliers and manufacturers who wish to supply such pedal cycles via sponsorship of the MPS.
This document requests information to assist the MPS in understanding the technical & manufacturing maturity of the market and to help define the scope and structure of the requirement. Information provided may be used to inform MPS in its continued consideration of any future procurement process.
The Mayor’s Cycling Vision for London was launched in 2013 and outlines plans for the future to increase cycling levels in London.
The Vision includes plans to deliver three electric bicycle (e-bike) trials in London including a ‘trial of electric bikes with the MPS, (Mayor’s Cycling Vision for London).
The three electric bike trials referenced in the Mayor’s Vision (of which this is one) will research, evidence and evaluate the wider benefits e-bikes could offer to deliver the goal to increase cycling in London by 400% by 2026,
The MPS e-bike trial will specifically:
· Evaluate the contribution e-bikes make towards the TfL’s Surface Transport outcomes of ‘More and safer cycling’, ‘reduced casualties’ and ‘reduced crime’
· Evaluate whether e-bikes help improve enforcement of traffic violations, accelerate response times, improve pursuit of crime and widen the area of enforcement
· Establish whether there is a business case for the MPS to roll out e-bikes as an operational resource in significant numbers across London
This notice seeks expressions of interest from suppliers or manufacturers to provide the MPS with two or more electric bicycles of each model that meets the specification detailed below for the duration of the trial (approximately 6-9 months). During this time the bikes will be evaluated by the MPS as to whether e-bikes would be suitable for a London-wide roll-out if appropriate. The cycle must be delivered ready for use, fully assembled and all pre-delivery checks completed, ready for 9+ months usage on the delivery date required.
The MPS is looking for the suppliers or manufacturers to provide the electric bikes on a free lease or free purchase arrangement.
