Since its formation in July 2006, the Trust has embarked on a programme of work to improve the standards of its properties and to ensure that these met the UK Government's Decent Homes Standard by December 2010. The Trust completed the works and since 2010 has continued to deliver 100 % Decent Home compliance.
The Trust is now seeking expressions of interest from suitably qualified and experienced contractors to enter into a 4 year Framework Agreement for the delivery of the Trust's planned maintenance programme (April 2016 to March 2020). This programme of work will be in respect of residential properties owned by The Trust in the Aylesbury Vale area.
The requirement is split into the following lots:
Lot 1:
Multiple Internal Packages within a Single Property: Replacement of windows, external doors, kitchens, bathrooms, central heating, electrical installations, asbestos surveys and removal, damp proofing, structural works, insulation and voids.
Lot 2:
Externals: Replacement of pitched and flat roof coverings, work to chimneys, rainwater goods, fascias and soffits and barge-boards, repairs to walls (i.e. pointing, cladding, etc.) porches and canopies, balcony floors and balustrades and railings, fences and gates, paths and hard standings boundary walls, asbestos surveys and removal, external painting, damp proofing, structural works and insulation.
Lot 3:
Kitchens: Replacement of kitchens within an occupied property with associated works for example electrical works, asbestos surveys and removal.
Lot 4:
Bathrooms: Replacement of traditional bathrooms, additional WCs and shower rooms within an occupied property with associated works for example electrical works, asbestos surveys and removal.
Lot 5:
Electrical Works: Replacement of full rewires within occupied properties and associated works, for example asbestos surveys and removal.
Lot 6:
Central Heating Works: Replacement of full central heating systems within occupied properties, gas central heating, oil heating, electrical heating as well as renewable technology, for example Air Source Heating Pumps, with associated works for example electrical works, asbestos surveys and removal.
Lot 7:
Windows and Doors: Replacement of windows, external doors, patio doors, French doors and flat entrance doors within occupied properties.
The Council seeks experienced providers for a Planned Preventative and Reactive Maintenance Services Framework which covers:
— Planned preventative maintenance;
— Reactive maintenance;
Statutory compliance
— Ad-hoc Minor works (up to 25 000. These are not guaranteed).
— Single point of contact.
The Framework will be divided into Lots:
— Electrical Services.
— Fire Alarm Systems.
Mechanical Services is currently being tendered under another procedure
Providers may apply for both Lots.
The Council will call-off contracts for each of the services i.e. mechanical, electrical and Fire Alarm systems for 3 years for the corporate and schools sites.
The Council may decide to call-off for a further 3 years following the initial 3 year contract.
The 4 year Framework will be accessible to other Public Sector bodies within and outside Buckinghamshire.
The value of the framework is in the range of 4 000 000 - 15 000 000 GBP.
The Council is of the view that TUPE may apply.

The Council is seeking an experienced contractor to deliver a Planned Preventative and Reactive Maintenance Services for electrical assets. This includes but is not limited to:
All electrical plant — power, lighting, 5-year testing.
Corporate
Corporate, Agricultural and Country Parks Estate — all corporate sites where the Council holds direct responsibility for maintenance delivery. This will include administrative facilities, libraries, caretaker's houses etc.
Schools
Controlled schools where the Council doesn't hold all direct responsibility but does provide a repairs &maintenance service through a BuyBack arrangement.
Non-Corporate
External Schools and External Clients– the Council doesn't hold direct maintenance responsibility. The properties are those who may buy services from the Framework.
A PPM and Reactive Maintenance Services for Fire alarm systems. This includes but is not limited to:
Fire alarm systems and Emergency lighting,
Properties that will access the Framework are:
