Enguri HPP Rehabilitation Project – Phase IV

Project Description:  Engurhesi Ltd (the Borrower or the Company), the major hydro power generating company in Georgia, intends using the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD) and grant money from the European Commission Neighbouring Investment Fund for the Enguri HPP Rehabilitation Project – Phase IV.

The project aims to make improvements to the 271m high arch dam and 9.5m diameter, 15km long pressure tunnel as well as related hydromechanical and electromechanical equipment, to alleviate significant leakages from the tunnel, ensure the long term safety of the tunnel, respond to heavy sedimentation problem in the reservoir and to enhance the environmental benefits of the Enguri and Vardnili Hydro Power Plants facilities.

The project generally aims at:

  1. increasing the availability of non-polluting renewable energy in the country; and
  2. improving operational safety of the Enguri power facility.

The Enguri HPP and the downstream Vardnili HPP Cascade were built during the 1960-70s as part of the same scheme.  Enguri HPP (5 units of 260MW capacity each) releases its water into the Vardnili HPP water channel, where four power plants were initially in operation.  Three of these plants were totally destroyed during the civil war in early 1990’s. The Enguri HPP itself suffered from lack of maintenance and until recently only four out of five units were operating at 80% of their capacity.

The EBRD has been involved in the rehabilitation of the Enguri Hydro Power Plant since 1998, initially with civil works on the dam, later with the rehabilitation of the units at the power plant. 

The Government of Georgia recently formally requested EBRD and the European Commission Neighbouring Investment Fund to consider the financing of the completion of the Enguri HPP rehabilitation programme - Phase IV. 

The proposed project, which has a total estimated cost of about EUR 35.0 Million equivalent, will require the procurement of the following goods, works and services:

  • Civil Works on headrace tunnel of 9.5m diameter and 15km long ;
  • Electromechanical works on Enguri Dam and switchyard;
  • Hydro-mechanical works on penstocks and gates;
  • Enguri reservoir sediment management;
  • Engineering Consulting Services   (this Notice).

Assignment Description: Engurhesi Ltd now intends to engage an engineering consulting firm (the Consultant) to provide organisational and technical assistance to the Client to ensure the successful design, implementation and completion of the Project with all EBRD requirements stipulated in the Loan Agreement (the Assignment).

The selected Consultant is expected to provide the following services:

1. Project Preparation Phase

  • Prepare inception report and a project schedule identifying all relevant milestones and their respective timeframes for all parties to adhere to.
  • Review previous studies and rehabilitation works design and results achieved
  • Provide comprehensive support to the PIU in relation to procurement of goods and works contracts under the Project, including review and preparation of technical specifications, preparation of tender documents, assistance during all stages of procurement processes and subsequent works contracts finalisation.

2. Project Implementation Phase

  • Assistance with Project implementation, including supervision, monitoring of progress of the civil works contracts as well as supply and installation contracts for equipment under the project.
  • Support to the Client with regards to all aspects of Project reporting.
  • Assistance with Testing, Commissioning and Operational Acceptance, as required by the Client.
  • Support in ensuring compliance with the Loan Agreement, including monitoring and reporting on the implementation of the Environmental and Social Action Plan.
  • At the end of the Project the Consultant will prepare a Project completion report, which shall include the following:
    • A summary of technical improvements achieved by the Project;
    • Assessment of the implementation of Environment and Social Action Plan.

Status of Selection Process: Interested firms or group of firms are hereby invited to submit expressions of interest.

Assignment expected Start Date and Duration: The assignment is expected to start from earliest May 2017 and has an estimated overall duration of about 40 months.

Estimated input of Key Experts’ time: 70 person-months. Subject to availability of funding, excellent performance of the selected Consultant and the specific needs of the Client the Assignment may be extended beyond the current scope and time line.

The Consultant must determine whether any indirect taxes/VAT are chargeable on the proposed services and state the basis for such. If any indirect taxes/VAT are payable, the Client will have to pay indirect taxes/VAT element to the services directly to the Consultant unless otherwise agreed

Funding Source: Through EBRD loan proceeds.

Eligibility Restrictions: There are no eligibility restrictions.

Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience related to preparing and implementing engineering works for hydro power projects of similar nature i.e. construction or rehabilitation of large scale hydro power plants with dams and pressure tunnels.

To be shortlisted for this Tender, the applicant is required to give proof of having supervised the construction and /or rehabilitation of at least i) three (3) nos. of hydro power plants projects of above 200 MW capacity, with at least 3m diameter and 1km pressure tunnel/shaft, each with large dam ii) which have been commissioned/rehabilitated in the past 10 years.

The applicant will be free to offer to the Client a Methodology of Enguri pressure tunnel rehabilitation e.g. unreinforced, reinforced, pre-stressed concrete or other lining application with the view of increasing safety and reducing water leakages from the Tunnel.  Nevertheless, for shortlisted companies at the Request for Proposals stage the applicant shall also provide with Techno-Economic Assessment of the preferred methodology. 

The Consultant’s expert team is expected to include Key Experts as follows, with estimated input in the project of 40 months period:

  1. Project Manager / Team Leader with at least 15 years of general professional experience and relevant project experience of rehabilitation works.  In addition the Project Manager should have appropriate on-site project management experience.  Estimated input – 8 months.
  2. Procurement Engineer with at least 15 years of experience in procurement. Experience in procurement in the rehabilitation of hydro power plants as well as experience of procurement based on IFI rules. Estimated input – 8 months.
  3. Civil Works Design Engineer with at least 20 years experience in construction / rehabilitation of large HPPs and dams. Estimated input – 6 months.
  4. Tunnelling Design Engineer with at least 20 years experience in construction / rehabilitation of large tunnels and particularly pressure tunnels. Estimated input – 6 months.
  5. Electromechanical Engineer with at least 15 years experience in construction / rehabilitation of large HPPs. Estimated input – 6 months
  6. Hydromechanical Engineer with at least 15 years experience in construction / rehabilitation of large HPPs and dams. Estimated input – 6 months;
  7. Resident Project Manager / Civil Engineer – with at least 20 years experience in construction / rehabilitation of larges HPP and dams as well as relevant on-site project management experience. Estimated input – 30 months.

Local Experts with at least 10 years experience in construction / rehabilitation of large HPP and dams as well as related environmental monitoring experience.

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be shortlisted, the information submitted should include the following:

  1. Company/group of firms’ profile, organisation and staffing (max. 2-4 pages).
  2. Details of previous project experience or similar assignments particularly undertaken in the previous five years, including information on contract value, contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided (if different from duration), main activities, objectives.
  3. CVs of Key Experts who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration (mm/yy to mm/yy), expert months provided, assignment budget, main activities, objectives.

The expression of interest shall not exceed 20 pages (excluding CVs, Consultant Declaration and Contact Sheet).

One original and two numbered hard copies together with electronic copy on CD-Rom of the above information in English should be submitted to the Client in an envelope marked “Expression of Interest for Enguri HPP Rehabilitation Project – Phase I,V Consultancy Services” to reach the Client not later than the above closing date.
