Invitation for Bids
1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank
(ADB) toward the cost of Power Distribution Enhancement Investment Program - Tranche 4
and it intends to apply part of the proceeds of this loan to payments under the contract named
above. Bidding is open to bidders from eligible source countries of the ADB.
2. The Islamabad Electric Supply Company Limited, IESCO (the “Purchaser”) now
invites sealed Bids from eligible bidders for the Procurement of 132kV Grid Station and
Transmission Line Equipment. The bidder shall quote for the entire quantity of any lot. Bidders
may bid for one or several lots as further defined in the Bidding Document.

3. International Competitive Bidding (ICB) will be conducted in accordance with ADB’s
Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source
countries of the ADB.
4. Bidders shall meet the following qualification requirements:
• The bidder must have demonstrated at least three (3) number of contracts successfully
completed as main supplier within the last five (5) years. The value of each contract
shall at least equal to 80% of the value of contract for which the bid is submitted and
equipment shall have the same or higher rating and capacity. In case of JV, at least any
one of partner should fulfill the said contractual experience pertaining to the individual’s
obligation(s) in respect of manufacturing as per JV Agreement between the parties (JV
Agreement shall be provided with the bid).
• The bidder must have at least five (5) years manufacturing or supplying experience of
similar equipment with the same or higher rating and capacity. The equipment
manufactured or supplied by the bidder, with the same or higher rating and capacity,
must have three (3) years of successful continuous operational experience for at least
80% of the quantities to be procured under this tender, as on bid opening date. In case
of JV, at least any one of partner should fulfill the above-mentioned experience
pertaining to the individual obligation(s) in respect of manufacturing or supplying as per
JV agreement between the parties (JV agreement shall be provided with the bid).
• The bidder, or all partners combined in case of JV has to have an average Annual
Turnover equal to or more than the amount for Lot I US$2.70 Million, Lot II US$3.35
Million, Lot III US$7.95 Million, Lot IV US$2.95 Million, Lot V US$1.25 Million, Lot VI
US$0.85 Million, Lot VII US$0.65 Million, Lot VIII US$0.9 Million, Lot IX US$0.55 Million,
Lot X US$0.5 Million, Lot XI US$0.1 Million, Lot XII US$0.15 Million, Lot XIII US$0.1
Million, Lot XIV US$0.1 Million, Lot XV US$2.35 Million, Lot XVI US$0.065 Million and
Lot XVII US$0.065 million over the last 3 years.
• The bidder should have sound financial status. In order to determine the same, the
bidder or each partner in case of JV shall provide its up to date financial statement i.e.
audited balance sheet, income statement, and cash flow statements for the last 3 years.
The difference between current assets and current liabilities should be adequate enough
for smooth execution of this order (if placed on it). The bidder (or each partner in case of
JV)’s net worth calculated as a difference between total assets and total liabilities must
be positive for the last 3 years. In this context the bidder is required to fill in the relevant
forms given in Section IV of this tender document and submit the same with the bid.
5. Interested eligible Bidders may obtain further information from Chief Engineer
(Development), Project Management Unit, Islamabad Electric Supply Company (IESCO) Head
Office, Street No.40, Sector G-7/4, Islamabad, Pakistan and inspect the Bidding Document at
the address given below, from 9:00 am to 3.45 pm, Monday to Friday.
6. The Bidding Document, in the English language, may be purchased from 29 April 2017,
upon submission of a written application to the address below and upon payment of a non-
refundable fee of PKR 6,000 or US$100. The method of payment will be bank draft, from any
scheduled bank of Pakistan or from an international bank having its branch in Pakistan, in favor
of Islamabad Electric Supply Company (IESCO), Islamabad. The documents may be collected
in person or may be sent by express airmail for an additional fee of PKR500 for domestic
delivery or US$50 for overseas delivery. No liability will be accepted by IESCO for loss or late
7. Bids must be delivered to the address below on or before 1100 hours, 15 June 2017
together with a Bid Security as described in the Bidding Document. Late bids shall be rejected.
Bids will be opened at 1130 hours on 15 June 2017 in the presence of the bidders’
representatives who choose to attend at the address below. Electronic Bids shall not be
