The Central African Power Pool was created in April 2003 by the ECCAS energy ministers' intergovernmental agreement and the intercompany agreement defining the working of its bodies. The aim of the capacity-building activities is to assist the beneficiaries (the CAPP, member companies and related bodies) in achieving their long term objectives, such as: — creating reliable and competitive regional electricity markets, by improving cross-border interconnections, electricity trading, and the reliability and safety of the network, — facilitating private sector investment, — harmonising the regulatory structures of the electricity sector, and — ensuring the viability of regional policies in the electricity sector through solid economic, environmental and social practices. The specific objective of this programme is to strengthen the capacities of the CAPP's Permanent Secretariat and of the members of the Pool, particularly in 5 fields: — coordinating and monitoring cross-border electrification projects and extending the interconnected network, — planning the production and the interconnected electrical network, — strengthening the efficiency of the Permanent Secretariat, — the operating procedures and practices of the interconnected network and electricity exchanges, — developing and implementing initial trade rules for the regional electricity market.
