This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ALL QUESTIONS SHALL BE SUBMITTED VIA THE BIDDER INQUIRY PORTAL IN PROJNET AS DESCRIBED IN THE SUBMISSION REQUIREMENTS BELOW. Point of Contact for this announcement is S. Allison Jones. This notice is posted in its entirety and hereby serves as the official solicitation for this project. CONTRACT INFORMATION: Architect-Engineering (A-E) services are required for an Indefinite Delivery Contract for Surveying & Mapping Services to support the Mobile District, the South Atlantic Division, and the U.S. Army Corps of Engineers. Mobile District intends to award multiple contracts from this solicitation to a possible combination of Small Businesses, 8(a) Small Businesses, and offerors on an unrestricted basis for Survey and Mapping Services to support the Mobile District and South Atlantic Division with possible worldwide operations. The unrestricted basis is open to all interested parties regardless of business size. The small business size standard is a maximum of $15 million in average annual receipts for the preceding 3 fiscal years. It is the intent to award three unrestricted and one small business set aside contracts with a shared capacity of $10 million. No firm will receive more than one award. Firms must be evaluated as Most Highly Qualified in order to be selected for a contract. All firms responding to this solicitation MUST identify the category(s) for which they wish to be considered. Firms should state the word UNRESTRICTED or SMALL BUSINESS after the solicitation number in PART I, A. Block 3 of form SF 330. A separate response (SF 330) MUST be submitted for each category in which the firm wants consideration. Selection of A-E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services. Rates will be negotiated for each 12-month period of the contract. Contracts awarded will not exceed a term of five (5) years. Work under this contract is to be subject to satisfactory negotiation of individual task orders. Work will be issued by negotiated firm-fixed-price task orders. All interested A-E firms are reminded that, in accordance with the provisions of PL 95-507, they will be expected to place subcontracts to the maximum practicable extent consistent with the efficient performance of the contract with small and small disadvantaged firms. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan for that part of the work it intends to subcontract. The subcontracting plan is not required with this submittal. A detailed subcontracting plan must be submitted during contract negotiation. A firm fixed price contract will be negotiated. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. The North American Industry Classification System (NAICS) code for this action is 541370 with a small business size standard of $15 Million. PROJECT INFORMATION: The Contractor(s) selected could be required to perform services within the United States with possible work worldwide as may be assigned to the Mobile District and South Atlantic Division. Some of the services are of the following types: Airborne Lidar collection, Airborne Multispectral and Hyperspectral data collection and analysis, photogrammetry, hydrographic surveying, high accuracy dam deformation surveys, conventional and GPS surveying and GIS development. SELECTION CRITERIA FOR UNRESTRICTED: The selection criteria are listed below. Criteria A thru C are primary. Criteria D thru E are secondary and will only be used as quote mark tie-breakers quote mark among technically equal firms. A. PROFESSIONAL QUALIFICATIONS: The contract will require the following disciplines with registration numbers where applicable: (1) Professional Land Surveyors with registration number for the states of Alabama, Florida, Georgia, Mississippi, and Tennessee; (2) Project Managers, one for each specialty: a. Airborne Lidar Collection, b. Airborne Imagery collection and c. GIS; (3) Four Party Chiefs; (4) CADD Specialist; (5) Certified Photogrammatrist with registration number; (6) GIS Analyst; (7) GIS Developer; (8) Geodatabase Administrator; (9) Lidar Specialist. Resumes contained in Standard Form (SF) 330, PART I, Section E, shall be completed for each discipline and provided in the order listed above. NOTE: ROLE IN THIS CONTRACT, BLOCK 13 UNDER PART I, SECTION E, MUST USE THE SAME DISCIPLINE NOMENCLATURE AS IS LISTED IN THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE in: (1) GPS and conventional topographic surveying and mapping. (2) Terrestrial scanning and mobile lidar mapping. (3) Boundary surveying of private and public lands. (4) Subsurface Utility Engineering that includes locating underground utilities in highly congested areas to CI/ASCE 38-02 standards using geophysical tools including Ground Penetrating Radar (5) Hydrographic surveying using single beam and multibeam systems on inland and coastal waterways. (6) Airborne Lidar data collection and processing. List the type sensors used, software package utilized and products derived including methods of data management of large data sets. (7) Aerial imagery collection and processing including hyperspectral/multispectral collection. List type sensors used, software package utilized and products derived. (8) Implementing and operating Geographic Information Systems with the following criteria: (a) Development of project level GIS implementation using features that are SDSFIE compliant. (b) Mapping production using the A/E/C/ CADD standards and Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE). (c) Converting non-standard CADD graphics data sets to SDSFIE data structures. (d) Development of file based geodatabases, personal geodatabases using Access, or ArcSDE geo-database (SQL Server or Oracle) features that are SDS compliant. The SF330, Part I, Section H shall include a matrix for items (1) thru (8) which correlates each item with example projects listed in Section F. Section H shall be limited to no more than 10 pages. C. CAPACITY TO ACCOMPLISH THE WORK: (1) Personnel and equipment (aircraft, sensors, hardware and software) to acquire and process airborne lidar data. (2) Personnel and equipment to acquire, process and analyze multispectral/hyperspectral imagery. (3) Equipment and personnel to maintain four survey crews (4) Personnel and equipment to conduct hydrographic surveying using single beam and multibeam systems. A maximum of ten (10) projects including the prime and consultants, not to exceed the past five (5) years, will be reviewed in PART I, Section quote mark F quote mark . The prime must have completed or accomplished at a minimum six (6) of the projects themselves. Use no more than one page per project. It shall be noted that a task order executed under an Indefinite Delivery Contract is considered a Project, not the Indefinite Delivery Contract itself. The Indefinite Delivery Contract number and individual task order number associated with the project in the title must be included for each of the 10 projects. If the project is not 100% complete, note the current percentage and estimated date when project will be completed. In Block G-26, along with the name of key personnel, include the firm with whom the person is associated. A Part II is required for each branch office of the Prime Firm and any Subcontractors that will have a key role in the proposed contract. This is not a request for proposal. Solicitation packages are not provided. Submittals must be received no later than 3:00 P.M. Central Time on 03/11/15. The Agency will not accept any submittal received after this time and date. The A-E Evaluation Board (Selection Board) is tentatively scheduled TO COMMENCE ON OR ABOUT 03/23/15. CONTRACT INFORMATION: A-E services are required for an IDIQ to support the IMCOM BUILDER SMS (BUILDER) Program throughout CONUS and OCONUS. The contractor will be required to perform services in support of the U.S. Army Corps of Engineers (USACE) National Program Office for support of the IMCOM BUILDER SMS program customers and projects. This announcement is open to all businesses regardless of size. This announcement plans to issue seven (7) Unrestricted IDIQ, SATOCs. The Government may award other than seven (7) SATOCs depending on the source selection decision regarding how many contractors are considered most highly qualified in accordance with Brooks Act procedures. The total shared capacity of the IDIQ awards will be $150,000,000. There is no set aside capacity for this procurement. PROJECT INFORMATION: A-E Services for this contract will be used, but are not limited, to perform and assist the IMCOM to implement BUILDER assessments and supporting activities such as: implementation/preparation of sustainable infrastructure assessments, real property installed equipment surveys, space utilization surveys; real property inventories, building energy audit surveys, and Army Sustainment, Restoration, and Modernization (SRM) at US Army CONUS and OCONUS installations. These other services will include all types of comprehensive support for implementation and support of BUILDER at US Army Installations worldwide. The implementation and associated support will improve building inspections and facility management business processes. In accordance with DoD directive, IMCOM is required to utilize BUILDER which was developed by the USACE Engineer Research and Development Center-Construction Engineering Research Laboratory (CERL) to conduct its facility condition assessments. BUILDER is a software application for building asset lifecycle management. BUILDER stores real property building information and more detailed system inventory is modeled and/or collected which identifies building components and their key life-cycle attributes such as the age, material and capacity. Site Inspections are performed on the various components to determine engineering based objective and repeatable Condition Index (CI) measures which relate the general physical health of the asset. Functionality assessments may be performed to evaluate user requirement changes, compliance and obsolescence issues. With information about condition, functionality, and remaining service life, BUILDER guides the development of short and long-range work plans based on sound investment strategies, prioritization criteria, and budget constraints. IMCOM, through the Mobile District, had already completed a two phase pilot project to test utilization of the BUILDER tool at selected IMCOM installations. The vast majority of the work will be on active Army installations; however work may also include a variety of projects potentially on government leased property. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A thru D are primary. Criterion E is secondary and will only be used as a tie-breaker among technically equal firms. A. Professional Qualifications KEY PERSONNEL: The selected firm must have, either in-house or through consultants, the disciplines listed below, with registration required (include licensure and certification numbers) as indicated. Resumes (Block E of the SF 330) must be provided for these disciplines, including consultants. ROLE IN THIS CONTRACT, Block 13 under PART I, Section E must use the exact same discipline nomenclature as listed in this announcement. KEY PROJECTS: Use no more than one (1) page per project. A relevant BUILDER project is defined as all assessment activity performed under a single, stand-alone contract and/or a task order issued under existing IDIQ contract(s). It shall be noted that a task order issued under an IDIQ is considered a single project. Do not combine or separate multiple task orders to create a single project example. Combining multiple task orders to create a single project will not be compliant with the solicitation criteria, and will not be evaluated or considered. Splitting a task order to create multiple projects will not be compliant with the solicitation criteria, and will not be evaluated or considered. The IDIQ number and individual task order number associated with the project in the title must be included for each of the projects. At least seven (7) of the eight (8) project examples must be 100% completed, and the remaining project may be 90% or more completed in order to be evaluated or considered. All projects shall include a project completion date. Include Quality of Past Performance Ratings from CPARs, or equivalent, on each project resume. In Block G-26, along with the name of key personnel, include the firm with whom the person is or was associated at the time the project work was performed. A Part II is required for each branch office of the Prime Firm and any Subcontractors that will have a key role in the proposed contract. A maximum of eight (8) relevant BUILDER projects of the prime, the subcontractor(s), or both not to exceed the past seven (7) years, will be reviewed in PART I, Section F. These projects are to be evaluated to assess the prime and subcontractors firm's qualifications based on the project information above. Each of the projects submitted for evaluation must state the percentage (%) of total project performed by the prime and each subcontractor and additionally state the number of the prime and subcontractor(s) employees that directly performed assessments with the amount of square footage assessed by the prime and with the amount of square footage assessed by the subcontractor(s). Of these maximum eight (8) relevant BUILDER projects, the offeror submitting as Prime on the SF330, must have performed, completed, and/or accomplished a minimum of four (4) projects either as prime or subcontractor who conducted the majority of the BUILDER work on that project. More weight will be given to those firms demonstrating BUILDER assessment for DOD Services of a minimum of two million (2M) square feet per project. Those firms submitting as a Joint Venture (JV) must follow the same format as the non-JV firms. The JV may submit a maximum of eight (8) relevant BUILDER projects as the prime, the subcontractor or both not to exceed the past seven (7) years. Of these maximum eight (8) relevant BUILDER projects, the offeror submitting as Prime on the SF330 must have performed, completed, and/or accomplished a minimum of four (4) projects (either as the prime or subcontractor). If the JV does not have the minimum projects as a JV Offeror, then the Offeror may supplement with projects performed by the members of the JV in their individual capacities to meet this minimum requirement. More weight will be given to those firms demonstrating BUILDER assessment for DOD Services of a minimum of two million (2M) square feet per project. B. Specialized Experience and Technical Competence: In PART I, Section H, provide a narrative demonstrating breadth, knowledge and experience of the prime and the subcontractor(s) for each of the following areas: (1) Demonstrated experience in providing BUILDER support for the following agencies and offices: IMCOM; US Army Reserves; US Army National Guard; US Army Materiel Command, US Air Force; US Marine Corps; US Navy; Defense Health Agency; Defense Logistics Agency, or Other DoD agencies. (2) The firm shall provide documentation of past BUILDER implementation for each DoD Service where work was performed over the past seven (7) years; inventory/inspection assessment, and data entry experience; the number and roles of prime contractor employees and/or subcontractor employees (broken out separately for each) involved with the conduct of the BUILDER assessments by DoD Service and installation; the average production rate of square footage assessed per person per agency where work was preformed; and the total square feet assessed per year for each DoD Service, broken out by individual installation. (3) Describe the firm's data collection methods and tools used during the BUILDER assessment field work portion for both inside secure (SCIF) and non-secure areas. Services and support provided under this contract will include, but are not limited to all types cost engineering areas such as: value engineering; development of Independent Government Estimates (IGEs) for a variety of procurements including A/E contracts, supply and service contracts, and construction contracts; development cost estimates for all stages of the project from planning to construction; determining and applying contingencies to properly weigh the uncertainties associated with each major construction cost item or feature in coordination with input with other members of the project development team and analyze the applications thereof given various acquisition strategies; attending project internal quality control/assurance and review meetings in support of project cost estimates; receiving, interpreting, disseminating, and implementing cost engineering guidance, direction, and correspondence from higher authorities; conducting field reviews of district commands' execution of cost quality management and recommend necessary corrective actions when warranted; supporting Project Management Division (PM) in the certification for project cost estimates and cost changes and providing technical and analytical support on project costs as required; reviewing bid results and possible bid mistakes, evaluating and making recommendations on district actions for bid mistakes; providing technical assistance to districts and Major Subordinate Command (MSC) elements on cost engineering issues including incorporating and disseminating MSC-wide historical cost data; providing technical support to HQ-USACE on development, upgrade, maintenance, and implementation of Microcomputer Aided Cost Estimating System (MCACES); developing scope as pertaining to cost engineering products associated with project execution including construction cost estimates, construction schedules, and the development of the total project cost (TPC) and schedule risk analysis; performing cost quality management by providing quality cost resources for the preparation of accurate and complete cost engineering products, including estimates, schedules, and risk analyses; supporting all project phases of civil works including the reconnaissance phase, feasibility phase, preconstruction engineering and design (PED) phase, construction phase, and operation, maintenance, repair, replacement, and rehabilitation phase; providing completed total project costs, total project cost summaries, baseline cost estimates, baseline project schedules, independent government estimates, and total cost management in support of the Civil Works Program; complying with environmental laws, such as the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) and the Resource Conservation and Recovery Act (RCRA), that require extensive Federal, state and public coordination to support the HTRW Program; providing cost engineering for HTRW section by analyzing, capturing, and conveying the assumptions associated with the greater probability of unforeseen conditions and contingencies recognizing production rates are generally lower due to stringent health and safety requirements; supporting HTRW Program in all project phases including the Preliminary Assessment (PA), site inspection, remedial investigation/feasibility study, record of decision, remedial design, remedial action, long-term operation and maintenance; being actively involved in development of task/delivery order target remedial action and operation and maintenance costs for establishment of contractor fees in support of the HTRW Program; participating on the Governments team tasked to prepare the technical analysis and negotiation objectives and to assist in negotiations with the contractor relative to cost issues in support of the HTRW Program; providing specific written instructions for the contractor regarding estimating requirements for the project in support of the HTRW Program; preparing and/or reviewing all HTRW remedial action and operation and maintenance cost estimates in support of the HTRW Program; following the procedures appropriate to the specific customer understanding and accounting for all factors that affect the cost of HTRW projects; providing quality control, quality assurance, technical assistance and technical review of cost engineering products. Projects will be located in the states of Alabama, Florida, Georgia, Mississippi, Tennessee; with possible work for customers in South or Central America and other locations as may be assigned to the Mobile District. The capabilities of the pool of A/E IDIQ contractors will include services from programming/conceptual phases through final design, advertising and post award project phases on a variety of Civil, Military, US Army Medical Command (MEDCOM), Support For Others (SFO), and Hazardous, Toxic and Radioactive Waste (HTRW) projects. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A thru D are primary. Criteria E is secondary and will only be used as a tie-breaker among technically equal firms. A. Professional Qualifications: The selected firm must have, either in-house or through consultants, the disciplines listed below, with registration required where applicable. Resumes (Block E of the SF 330) must be provided for these disciplines, including consultants. ROLE IN THIS CONTRACT, Block 13 under PART I, Section E must use the exact same discipline nomenclature as listed in this announcement. Evaluation of each discipline will consider education, registration, relevant experience, and longevity with the firm. Additionally, the evaluation will consider the firm's recent (within 3 years of the solicitation issuance date) business history with proposed subcontractors. Disciplines required are as follows: (1) Architect; (2) Structural; (3) Civil; (4) Mechanical; (5) Electrical; (6) Value Engineering; (7) Scheduler. The firm's cost engineering specialists must be certified by a professional organization, such as AACE, ASPE or equivalent. A maximum of ten (10) relevant projects of the prime, the subcontractor(s), or both not to exceed the past five (5) years, will be reviewed in PART I, Section F. Of these ten (10) projects, the prime must have performed and completed a minimum of six (6) projects (either as the prime or subcontractor). Use no more than one (1) page per project. A Project is defined as a project performed under a single, stand-alone contract and/or a task order issued under an existing Indefinite Delivery/Indefinite Quantity (ID/IQ) contract(s). Specialized Experience and Technical Competence: (1) Demonstrated breadth, knowledge and recent (within 5 years of the solicitation issuance date) experience in the execution of complex environmental compliance, and pollution prevention to include strategy development, plans, data gathering, analysis, evaluations, studies, designs and permitting actions. (2) Demonstrated breadth, knowledge and recent (within 5 years of the solicitation issuance date) direct experience with analyzing and evaluating environmental regulations for implementing studies, designs, and program initiatives for the U.S. Army, U.S. Air Force, U.S. Marine Corps, U.S. Navy, DLA and other Department of Defense components, in compliance with DoD instruction, policy and guidance, as well as State, Federal and local criteria. The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF), Level of Effort (LOE), Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis to Deloitte Consulting, LLP (Deloitte). The contract will build on the existing Enterprise Value Mapping analysis and Value Chain analysis, for NAWCWD's Corporate Operations Competency (COC). This continued analysis will allow the contractor to provide timely recommendations that support NAWCWD's goals; to improve communications with internal and external stakeholders; make informed business and investment decisions; and, plan effectively for long-term strategies and solutions. Deloitte has gained a foundational understanding and insight into the detailed operations of NAWCWD, which is critical to perform the requirements of this contract, building on the existing analysis conducted and to be able to perform the following. (1) Perform in-depth research and analysis on industry and federal agency best business practices, and provide advice on how to implement and align with NAWCWD business objectives. (2) Collect and analyze benchmarks and evaluate against industry and federal agencies that share similar characteristics. (3) Using the EVM Value Chain, the contractor shall analyze existing data and produce metrics for business sustainment and provide recommendations. (4) Develop processes outlining activities to implement strategic priorities and workforce related initiatives. (5) Analyze existing data in the Enterprise Value Map and expand the EVM to identify relationships needed for longer-term and future business opportunities. (6) Analyze the strength of NAWCWD's relationship with current and potential stakeholders, identify target capture opportunities for customers identified in the value chain analysis, identify efficiencies and activities that will reduce costs and develop the skills of NAWCWD's business capability. Activities include stakeholder analyses, resource gap assessments, relationship management plans, and training plans. (7) Identify critical capabilities, operating models, and people/processes/technology required to deliver products/services to target customers. Validate alignment of organizational investments to critical capabilities. Build a workforce competency model and perform succession and workforce planning to sustain business capabilities. (8) Present executive briefings and provide recommendations to issues posed during the meeting. Under previous contracts, Deloitte delivered NAWCWD Enterprise Value Map analysis and Value Chain analysis which was used to extensively analyze the business systems of government and industry clientele and provided a unique executive understanding of NAWCWD's current services, management and customer education processes, and capacity portfolio analysis. The foundational understanding Deloitte gained of NAWCWD's products, services, customers, operational costs, investments, and strategic priorities was a result of extensive analysis of NAWCWD Enterprise Value Map and Value Drivers and through interviewing 40-plus NAWCWD stakeholders associated with this effort. The follow-on tasks required under this contract cannot be completed without the foundational understanding and analysis completed under previous contracts. The amount of duplication of effort, and time which would be expended by both NAWCWD stakeholders and another contractor to repeat the foundational analysis would be significant to get another contractor up to speed with the current state of the Enterprise Value Mapping, Value Chain Analysis. The Government contemplates a contract with a five-year period of performance and anticipates award in approximately the second quarter of FY 16. The total level of effort is approximately 68,700 hours. The contract will include one FFP CLIN and one CPFF CLIN for Enterprise Value Mapping and Value Chain Analysis, and one CLIN for CDRLs (NSP). This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response (capability statement) which shall be considered by the agency no later than 15 days after the date of publication of this notice.
