SCC is seeking a supplier to provide a range of statutory and non-statutory driver training courses to Clients both employees of SCC and to external client groups via a combination of classroom-based training, practical training, and online software (where applicable).

SCC is seeking a supplier to provide a range of statutory and non-statutory driver training courses to Clients both employees of SCC and to external client groups via a combination of classroom-based training, and practical training. Some of the vehicles used by SCC to undertake business require drivers, by law, to hold specific driving qualifications in accordance with the Road Traffic Act 1991, and the Road Safety Act 2006. In addition to this, Health and Safety legislation places a duty of care on the authority to ensure adequate training is delivered to reduce the risk of accidents.

SCC also requires administrative services for this contract, however may choose not to award this, if it is not commercially viable.

The Council are tendering for the provision of books and book processing services to support the school's library services. Schools accessing the Subscription packages are eligible for use of this Service. The Service is predominantly used by primary schools in Somerset. The Contractor from this Tender process will be required to provide the Council with its desired catalogue of books for purchase; these books are Serviced by the Supplier prior to delivery. Schools and libraries will additionally be able to purchase items directly from the Contractor when required. The Contractor will additionally make available to opportunity to the Council to purchase books on a sale or return basis for Events such as the reading conference.

Resources for Learning (RFL), as part of the Council, are tendering for the provision of books and book processing services to support school library services in Somerset (or neighbouring Counties). All schools are offered the opportunity of buying into the services however only those schools with access to the Subscription packages will be eligible to access the books and book processing service. RFL are a department within Support Services for Education (SSE). SSE is a traded unit within the Council that offers a variety of support to all education providers including schools, academies, Further Education colleges, early years' providers and local authorities.

Dymanic Purchasing System for the provision of Passenger Transport for Somerset County Council

Somerset County Council established a Dynamic Purchasing System (DPS) under which to conduct all procurement activity for the provision of high quality and cost effective Passenger Transport via the Proactisportal. https://www.proactisplaza.com/supplierportal/Public/Opportunities.aspx

The total value of the DPS over the agreement period for all four Lots is 120 000 000 GBP over 6 years. The contract will be let for an initial period of four years with 2 1-year extension options.

This is an essential service that Somerset County Council offers to children and families.

The type of transport the Council provides includes Home to School transport service for children in mainstream education and children with Special Educational Needs (SEN), Children and Adult Services, County bus services, Ad Hoc Taxis and Minibus / Coach hire, and any other passenger transport services.

On certain routes there is a requirement for regular drivers, and/or passenger assistants. The Council also provides scheduled local bus services to meet public transport requirements which would otherwise not be met these are scheduled public passenger transport services that transport citizens within the boundary of Somerset County Council and across neighbouring council boundaries, when the Council provides additional subsided services.

Somerset County Council is managing this procurement process in accordance with the Public Contracts Regulations 2015 (SI 2015/102).

The DPS is split into 4 Lots; suppliers will be able to bid for 1 or more Lots as follows:

— Lot 1: Vehicles over 23 passenger seats.

— Lot 2: Vehicles 9 to 22 passenger seats.

— Lot 3: Vehicles up to 8 passenger seats.

— Lot 4: Vehicles up to 8 passenger seats where contracts are required on an accelerated timescale.
