The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: The requirements of the framework needs providers to be registered with the Care Inspectorate and assessed to Level 3. This would not be an expected outcome for sub-contractors as submissions are expected from mainly small to medium enterprises from both the private/independent and voluntary sectors. The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason: The framework aggregated value is estimated at 8 000 000 GBP but the call offs from the framework is likely to be low value and driven by parental choice. Submissions are expected from mainly small to medium enterprises from both the private/independent and voluntary sectors and as a result to expect service providers to commit to community benefits is not feasible.
