Surrey County Council will be procuring its requirements for the provision of Social Care training services and Accredited Learning through this Dynamic Purchasing System (DPS). As our partnership working increases the offer needs to meet the needs of the widening health and social care workforce. As we move towards integrated care services providers need to demonstrate a clear understanding of the key priorities for health and social care provision across both Adults and Children's services and this needs to be clearly evident in the programme content they deliver.
Orbis is a partnership between Surrey and East Sussex County Councils that aims to provide seamless and resilient business services to the public sector, creating a compelling alternative to other providers. The Orbis Partnership incorporates the following services: Human Resources and Organisational Development, Property, IT, Procurement, Finance and Business Operations.
Orbis Property Services are responsible for:
— working with partners to meet the changing demands and strategy of the communities we serve whilst simultaneously looking at the opportunities and delivery of efficiency savings
— delivery of the School Basic Need programme in Primary, Secondary, SEND (Special Educational Needs and Disabilities) and Pre-School education sectors to meet the growing demand for school places.
— delivery of other public sector capital projects
The Orbis Capital Programme is anticipated to be in excess of 500 000 000 GBP over the next 4 years. In accordance with Orbis Partnership’s priorities this Programme will be delivered by a range of contractors including SME’s.
In order to meet the requirements of the Capital Programme Orbis Partners intend to establish the new Construction Framework with multiple contractors. This new Framework will supplement a number of existing procurement arrangements which are available to Orbis Partners and Clients which will be used to deliver Orbis Capital Programme. The Framework will be used as a vehicle to deliver diverse types of construction projects and programmes across the public sector.
The Orbis Construction Framework will be divided into two value banded Lots.
Lot 1 — construction works typically between 3 000 000 GBP — 10 000 000 GBP
Lot 2 — construction works typically between 1 000 000 GBP — 3 000 000 GBP
The Framework is intended to be in place for the initial term of 3 years with an option to extend it to 4th year.
The main areas of activity will comprise individual projects or programmes for new build work, extensions, improvements and refurbishment works.
Areas of activity may include any building construction work undertaken by the participating organisations, their facilitating agencies or sub users acting with or on their behalf within the areas including but not limited to the following:
— Primary and Secondary Education
— SEND and Pre-School Education Sector
— Further Education
— Care Sector
— Office Developments
— Leisure Centres
— Police and Fire & Rescue Authorities Buildings
— Health Service Buildings
The Authorities which currently form the Orbis Partnership share a combined Capital Programme anticipated to be in excess of £500m over the next 5 years. The significant proportion of the Capital Programme that Orbis Partners will deliver is the School Basic Need Programme in primary, secondary, SEND and pre-school education sector to meet the growing demand for school places within East Sussex Surrey county areas.
In accordance with Orbis Partnership’s priorities this Programme will be delivered by a range of contractors including SME’s. The intention is that the Programme will be delivered in conjunction with a number of procurement arrangements which are available to the Authorities and which will be supplemented by this new Orbis Construction Framework.
No value, volume of work or exclusivity is implied or guaranteed under this Framework.
The Framework will provide a fast and flexible procurement vehicle for Orbis Partners, Clients and other contract authorities. Call offs will be made via mini-competitions or for urgent appointments contractors will be able to be commissioned on a rotational basis. Majority of appointments are envisaged to be made following two-stage collaborative process using Design & Build / Develop & Construct or construct only process. Framework Providers will also be able to be appointed via mini-competitions on a traditional, single stage competitive basis using a range of quality and price award criteria.
The Framework will cover the requirements of all Contracting Authorities listed in the Contract Notice and Framework Agreement Appendix A. It is envisaged that the majority of activity will take place in the South East of England within geographical Orbis core area of Surrey County and East Sussex County. This may be widened as further Partners or Clients join Orbis Partnership in the future. Tenderers who are successful in being appointed to the Framework may be offered the opportunity of assignments in the whole geographical area.
