REQUEST FOR EXPRESSIONS OF INTEREST (EOI)
CONSULTING SERVICES (Individual Consultant)
Institutional Capacity Building of the Small Business Finance Agency (SBFA)
The Republic of Seychelles has received financing from The African Development Bank’s Fund for
African Private Sector Assistance (FAPA) toward the cost of implementing the Seychelles micro,
small and medium enterprises (MSME) Development Project, and intends to apply part of the
financing received to payments under the contract for Institutional Capacity Building of the Small
Business Finance Agency (SBFA). SBFA is an independent credit facility established by an Act of
parliament in December 2013, that provides micro-loans.
The consultancy services under this assignment includes facilitating SBFA organizational structure
streamlining, addressing SBFA operational inefficiencies and training of SBFA loan officers in among
others, MSME appraisal, risk assessment, and credit management and monitoring.
The Ministry of Finance, Trade and Blue Economy now invites eligible individual consultants to
indicate their interest in providing the required services. Interested consultants must provide
information showing clearly that they are qualified to undertake this assignment (brochures,
description of similar assignments, experience in similar conditions, evidence of appropriate skills,
Evaluation of the EOI will be based on the following evaluation criteria:
i. Consultants' academic qualifications;
ii. Consultants skills;
iii. Operational experience in similar assignments with specific reference to micro finance
program management, administration, operations management, risk management, internal
auditing and portfolio management and monitoring;
iv. Experience in similar environments involving capacity building;
v. Experience in Private Sector and MSME development in Africa.
The method of selection shall be an Individual Consultant (IC). The eligibility criteria, establishment of
the short list and the selection procedure shall be in conformity with the African Development Bank’s
“Rules and Procedures for Use of Consultants” (May 2008 Edition, Revised July 2012, which is
available on the Bank’s website http://www.afdb.org, www.ntb.sc, www.egov.sc,

The deadline for submission of EOI will be 12:00pm (noon) (GMT) on the 24th February 2015.
