The main civil works of the project entail the raising of the height of the La Gogue Dam reservoir by 6 metres and the construction of a new water treatment plant downstream of the dam embankment. Assist and train the PMU staff in managing the procurement plan of the project; 7. Assist the PMU in developing and managing annual budgets for the Project Management Unit and perform periodic cost, project implementation time and any other relevant analyses. 8. Train and develop PUC’s staff by appointing tasks to counter-part staff and thereafter guiding the staff through the process of executing the task, including among others Support the PUC in construction supervision; 9. Train and develop PUC staff’s proficiency in the use of Microsoft (MS) Project software and other project management tools; 10. Train and develop PUC staff’s proficient use of International Federation of Consulting Engineers (FIDIC) standard contract documents, and other contract management tools and approaches; 11. Train and develop PMU’s staff for the proficient use of Civil Engineering Standard of Method of Measurement (CESMM) for preparing and administering bills of quantities for civil engineering contracts, including among others; 12. Train and assist the PMU staff in construction supervision and contract administration to ensure that construction projects are completed on-time and on-budget, while meeting all relevant regulations and quality standards, including among others; 13. Undertake any other delegated and relevant project management tasks and activities in order to deliver on the main goal of building project management capacity of the PUC staff. The Seychelles Government therefore wishes to engage one consultant to undertake the following: a) Conduct a nationwide Human Resource Needs Analysis of which the outcome will culminate into the formulation of a multiyear Human Resource Development Plan in line with the National Development Strategy; b) undertake an institutional capacity assessment of key labour market related institutions(e.g. Ministry of Labour) with the aim of providing a thorough knowledge and understanding of the strategic vision, current and foreseen challenges, and institutional capacity within the context of meeting human resource supply and demand; c) formulate a national Human Resource Development Strategy and update the national Human Resource Development Policy which dates back to 2005 to bring it in line with the current review of the national Employment Policy and economic realities; d) conduct a Training Needs Assessment of elements of an human resource planning module to be included within a degree course in human resource development in collaboration with University of Seychelles; e) develop an accredited Train the Trainer program in collaboration with University of Seychelles; f) develop strategies and policies to meet skills gaps in the short, medium and long term to meet development objectives; g) develop an appropriate standard Human Resource Information System; h) develop a national job coding system in association with the National Statistics Bureau; and i) develop a national guide for the Human Resource Development Strategy. The Seychelles government now invites qualified individuals to indicate their interest in providing the services outlined above.
