Hertfordshire County Council wishes to procure a Framework Agreement of external Training Providers who are accredited to RoATP (the Government's Register of Approved Training Providers) to deliver quality apprenticeships across a variety of areas throughout Hertfordshire. We are intending to use current Apprenticeship Standards and Frameworks as defined by the ESFA.- As new Standards are added and existing Standards are made obsolete, we would expect training providers to have an adaptable and flexible approach to support the Council and Participating Bodies in delivering these. It is also our intention for new Providers to be able to have potential access to the Framework, as and when they are added to the Register of Approved Training Providers. This framework agreement is being lead by Hertfordshire County Council and will also be available for use by any District/ Borough Council as well as any dependent School in the county of Hertfordshire.

Within this lot the subject areas covered include (but are not limited to) public sector commercial, project management, business admin, customer services, management, leadership, HR consultant, recruitment and HR support.

Within this lot the subject areas covered include (but are not limited to), Health & Social work qualifications, lead practitioner in adult care and health and social care.

Within this lot the subject areas covered include (but are not limited to) children, young people and families manager, early years educator, youth work and supporting teaching and learning. Other qualifications that would enable Children's Services to achieve the below statement would be included in this lot.

Children's Services places the interests of children firmly at the centre of everything they do, working with families to offer quality advice, support and guidance; build children's confidence and self-esteem and prepare them for life ahead.

Children's Services aim to help children with a variety of needs: those who may have learning difficulties, physical difficulties, social problems, are particularly gifted, need help in schooling or need someone to talk to.

Within this lot the all subject areas include (but are not limited to) civil engineering and town planning. Other qualifications that would enable the Environment department to achieve the below statement would be included in this lot.

The Environment department works closely with partners to deliver services such as Waste Management, Highways, Transport and Development Management to ensure the wellbeing of Hertfordshire's residents and businesses. Through the running of essential services, the department plays a vital role in helping to secure the future prosperity and quality of life of people living in the county.

Within this lot the subject areas include (but are not limited to) business fire safety advisor, fire fighter, emergency fire service operations and personal training. Other qualifications that would enable Community Protection to achieve the below statement would be included in this lot.

The Community Protection Directorate (CPD) brings together:

—Hertfordshire Fire and Rescue Service (HFRS)

—Hertfordshire Trading Standards

—Hertfordshire Resilience Team (Emergency Planning)

—County Community Safety Unit (CCSU).

As a result the Fire Protection, Fire Prevention, Trading Standards and the CCSU teams have combined to form Joint Protective Services (JPS). This team works closely with colleagues in HFRS delivering community safety and emergency response.

No apprenticeship frameworks/apprenticeship standards have currently been released by Government however as these become available the Council will issue a variation to this Specification to include any such requirements.

— Pressure Sores/Ulcers,

— Oral Cavity Suctioning,

— Sexually Transmitted Disease.

Provision of learning opportunities, products and interventions that focus on working with and supporting people with a Learning Disability. Training should be focused on raising awareness and understanding of conditions, improving service delivery and direct care and enabling health and social care staff to support people with Learning Disabilities more effectively.

Potential training courses are all subjects outlined in the ‘Learning Disabilities Core Skills Education and Training Framework’ (see Appendix B)

Examples of potential training topics include, but are not limited to:

— Learning Disability Awareness,

— Supporting People with Profound and Complex Needs,

— Supporting People with a learning disability and Autism,

— Wellbeing and Independence,

— End of Life care and support for people with a Learning Disability.

Learning opportunities, products and interventions that are focused on working and supporting clients experiencing mental ill health.

Potential courses should seek to raise understanding and awareness of conditions, outlines suitable treatment and support and enable health and social care staff to recognise signs and symptoms.

Examples of potential training topics include, but are not limited to:

— Mental Health Awareness,

— Personality Disorders,

— Schizophrenia and psychosis,

— Bipolar and Depression.

Provision of specialist Dementia focused training that examines a breadth of key themes including diagnosis, communication, anatomy and physiology of the brain, identification and management of symptoms and understanding and relating to clients with Dementia. All training will enable Health and social care staff to provide better care and support to individuals with Dementia.

Examples of potential training topics include, but are not limited to:

— Understanding Dementia,

— Communication Skills,

— Supporting a service user with Dementia and behaviours of concern,

— Early Onset Dementia,

— Alzheimer's,

— End of life care and support.

Provision of training to Health and Social Care providers to support the management of behaviours of concern. Modular programme would include proactive approaches in theoretical knowledge, physical skills in disengagement and physical intervention.

Examples of potential training topics include, but are not limited to:

— Understanding behaviours of concern theory,

— Physical skills including disengagement techniques and Physical Intervention, including refresher courses,

— Positive behaviour support/active support,

— Conflict resolution,

— Personal safety.

Provision of Safeguarding Training to Health and Social Care providers that is in line and reflective of Hertfordshire Safeguarding policy. Training should examine key definitions, signs and symptoms of abuse and referral pathways.

Examples of potential training topics include, but are not limited to:

— Safeguarding Awareness,

— Safeguarding refresher,

— Protecting People at Risk of Harm,

— Mental Capacity Act,

— Deprivation of Liberty Safeguards.

Provision of training focusing on developing and improving the skills and abilities of individuals in leadership and management roles or who have delegated responsibilities within social care organisations/services.

Examples of potential training topics include, but are not limited to:

— Generic Management Skills training,

— Understanding key Management responsibilities concerning,

— Health and Safety,

— Equality and Diversity,

— Risk Assessment,

Learning opportunities, products and interventions focused on understanding neurological conditions and how to care for individuals affected. Training courses should focus on areas such as signs and symptoms of the condition, management and treatment of symptoms and diagnosis and referral.

Examples of potential training topics include, but are not limited to:

— Epilepsy (and the administration of Rectal Diazepam and Buccal Midazolam),

— Parkinson's,

— Huntington's Disease,

— Multiple Sclerosis,

— Motor Neurone Disease,

— Acquired Brain Injury.

— Chronic Obstructive Pulmonary Disease,

— Mindfulness and physical wellbeing.

Provision of Qualifications to support a 12-month Level 1 Health and Social Care Trainee Programme aimed at 16-24 year olds not currently in education, employment or training.

Qualifications include:

— BTEC Level 1 Award in Preparing to work in adult Social Care (QCF),

— BTEC Level 1 Certificate in Health and Social Care (QCF),

— Functional Skills in English and Maths (Entry Level 3/1).

Hertfordshire County Council is opening its Framework Agreement for the Provision of Apprenticeship Levy Training Providers HCC1709652 as per Section 1 of the Framework Agreement, Instructions to Tenderers paragraph 1.1. This is for new Standards that have been released by Government for Lot 2 Finance only.

Existing providers will be notified via the correspondence area of In-Tend and will be afforded the opportunity to express their interest in this Lot as a variation to their existing Framework Agreements and will not be required to complete the full Response Document but will be required to complete Bid Form 7 for Lot 2 only.

All new providers will be required to fully complete and submit the Response Document and Bid Form 7 (Lot 2)

Please Note: The re-opening of this Framework Agreement at this stage is for new Standards for Lot 2 only. As and when new standards become available for other Lots we will re-open the Framework Agreement by way of issue of a new PIN Notice.
