The project is implemented by theMinistry of Education and Sciences (MOES) of Tajikistan from March 2016 to October 2021. At the system-level, the project will support capacity development of relevant governmentagencies and higher educationinstitutions to implement a quality assurance system consistent with the European Standards andGuidelines. The HEP will also finance the reform of state-defined curriculum to make it more relevant to the labor market demands.With regard to the state-defined curriculum, Tajikistan's MOES and Republican Methodological and Training Centre (RMTC) centrallydefine the university-level academic standards, which contain two components: 1) state-mandated requirements for generaldisciplinesand 2) requirements of the academic specialty. The MOES/RMTC is currently responsible for the state-mandated standardsfor general disciplines as well as the standards for each specialty. The Partner Foreign University will provide consulting supportand technical assistance to guide and support the MOES and RMTC in modernizing the academic standards for general pedagogicaldisciplines. The selected Partner Foreign University will also work closely with a working group comprising national experts fromthe Tajikistan State Pedagogical University and other relevant higher education institutions to redesign thestandards. The consulting services for upgradingand modification ofMIS include; ·        Create Report "Code on wages",which will generate a report of salary employees PMU/PCU for the period (month, quarter and year.) ·        Replace the output report form"Quarterly Report on SF" in the FAS, the following changes in the type of report (the name of the above report does not change),which will generate reports for quarter. ·        Enter sum of additional financingin components under the budget and implementation of the budget. ·        Including of new districts underAF in to FAS. ·        Reflects the sources andexpenditures under AF by location (GAFSP, WB). ·        The total funding and expenditureunder AF by major groups and subgroups of the Chart of Accounts, subject to the requirements of the Government of the RT and theWB. ·        Implement data AF to the budgetPAMP II in MIS system. ·        Interconnect the previousdistricts with the new districts under AF. ·        To Generate consolidated Interim Unaudited Financial Reports (IFR) considering of  PAMP 2 and AF PAMP 2 in accordance with the formats of theWorld Bank. ·        Update the database structure,agreed upon with PMU office -within two 2 months after signing the contract; ·        Testing of the updated system MISwithin 2 weeks from the beginning of destination; ·        Renewal Operation Manual the MIS(FAS and PMMIS); ·        Provide initial, interim andfinal report on the results of the work done; ·        The reports should includeimplemented activities that have been mentioned above, introduced new and revised reporting formats, user guide andrecommendations; ·        The leadership of PMU willconsider the reports. After reviewing, the guidance of PMU should report, presented in both printed andelectronic versions inEnglish and Russian languages. InterestedConsultant should provide information demonstrating that they have the required qualifications and relevant experience to performthe Services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to thetask, description of similar tasks performed, references, etc).The short listing criteria are: ·        Higher education in the field ofautomation programming or ITexperience at least 10 years, as well as the development of accounting and management informationsystems to 1C; ·        Experience in conductingtrainings and technical capabilities to prepare guidance for users; ·        Have a licensed vendor for theproposed software (presence of the certificate of product need the serial number of the license software) or software privilegessuch as franchising; ·        Ability to run the program on ahigh level of expertise in agiven time and providing maintenance and development services, at therequest and provide the guaranteefor 12 months; ·        Programming skills and ability towrite modules in 1C Enterprise 8.2; ·        Ability to work in a team and meetdeadlines. Consultants may submit their REOI as anindividual firm or in association in the form of a joint venture or sub consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment.  However, the experience of sub-consultant will not be considered while short-listing.
