A new absentee limit for students in upper secondary education was implemented from start of school years 2016-2017. The Ministry of Education and Research hereby invites to a prequalification for the tender contest regarding research-based evaluation of the new absentee regulations in upper secondary education. The time frame of the evaluation is from 2017 until 2019

The evaluation shall study the absentee limit's influence on the development of the students' absence and drop-out from upper secondary education. The evaluation also includes a study of the consequences the limit has had for students exceeding the absentee limit in one or several subjects, and how the schools are following up students who are close to the limit or have exceeding the limit. The evaluation shall also look into how the new regulations are carried out and if the absentee limit has influenced the work situation for i.a. the school's employees.

Pre-qualification for competitive dialogue: The purpose of the competitive dialogue is to reach final project proposals for systematic experiments to increase the completion of upper secondary education. The experiments will start up as of autumn 2016. The present announcement describes how the research tenderers can qualify to participate in the competitive dialogue. Applications for pre-qualification should provide a brief and general description of the measures to increase the competition in upper secondary education which the tenderers are planning to systematically try out. The application must contain a letter of intent with the regional government or the county municipalities in which the tenderer plans to cooperate with. The application shall further fulfil the qualification requirements discussed under point four in this document. The pre-qualification of the research tenderers will occur based on the selection criteria discussed under point 5. The Ministry intends to invite about five qualified tenderers/teams to dialogue meetings with the Contracting Authority. The dialogue between the Contracting Authority and tenderers occurs according to PPR §20-8. All research tenderers that pre-qualify and are thereby invited to the dialogue phase will be compensated for work related to the tender, with 150 000 NOK including VAT per application/team. The Ministry encourages collaboration between various research institutes and requests also that the research tenderers consider establishing cooperation with relevant international research institutes cf. the awarding criteria under point 6. The same research institute can apply for several projects in this announcement. The dialogue phase of the tender contest will continue until the Contracting Authority closes the process and requests an official tender offer including a final project description from the research tenderer, cf. point 2.2. for more detailed representation of the dialogue phase of the tender. The Contracting Authority can also choose to close the dialogue with a certain tenderer if the drafted project proposal is assessed to not be able to meet the requirements the Contracting Authority imposes on the assignment. In such cases, the Contracting Authority reserves the right to truncate the funds that are given to the research tenderers for work with the tenderer. The final offers on solution proposals will be evaluated in accordance with PPR §20-9. The awarding criteria for the final tender offer for solution proposals is described under point 6 of this tender document. Prequalification for surveying equipment situation in secondary education Contractor shall examine the equipment situation in secondary education. This should include an assessment of the potential for better cooperation with businesses about using the device when students are deployed and disposal of equipment from businesses to schools. The project will examine equipment needs in terms of equipment relevant to the competency goals curriculum and relevance between equipment at school and equipment students use when they go into apprenticeships. The project will examine county municipalities / school procedures and practices to safeguard the health, safety and environmental upgrading of equipment and for cooperation with businesses about equipment. From the start of the school year 2016-17 was introduced a new absence limit in secondary education. Directorate of Education announces here prequalification for the competition for a research-based evaluation of the new rules on absences. Evaluation timeframe is 2017-2019.

The evaluation will examine fraværsgrensens impact on the development of students' absenteeism and dropout in secondary education. Furthermore, it evaluates the impact of the border have for students who exceed the absence limit in one or more subjects, and how schools follow up students approaching or exceeding the limit. STFK aims to conclude an agreement for the supply of computers for students in secondary education. STFK since 2010/11 school year had a common scheme for the purchase of elevPC's. ElevPC scheme has been carried out so that all students have had to rent a PC by the county. Eleven have paid a deductible financed by equipment grant. By graduation, students have assumed ownership of PC assuming att rent fee is paid. The County Council adopted in its treatment of the strategic plan for 2014-2017 in Case 93/13 to introduce a new elevPC scheme where students get the opportunity to use private computers. Students can use any computer that fills certain minimum set of STFK. Pupils attending VG1 first time getting offers to book a subsidized comput n Through this agreement, in order to have a free option for those who need it. Eleven can only order one subsidized computer. The new scheme will come into force from the school year 2015/16. Description of the contract: It has been decided to carry out a research based evaluation of the measures to improve lower secondary education. The objective of the research based evaluation is to obtain knowledge of i.a. if and how various measures contribute to improve lower secondary education. The research based evaluation shall focus on the following principal measures: — School based competence development comprising the priority areas class management, arithmetic, reading and writing — Available educational resources. — Educational network. The research based evaluation shall be implemented during the period May 2013 - December 2018. The Ministry of Education has recently been considerable interest in how the implementation of secondary education can be increased. The implementation is lowest in the vocational education programs. A likely reason for the lack of implementation of secondary education is that students do not pass one or more of the common subjects. In vocational education programs include common subjects of Norwegian, mathematics, science, English, foreign languages, social studies, geography and physical education. [1] Common subjects have identical curricula of all educational programs, including for general studies training in the common core subjects must still be adapted to the various education programs, see Regulation of the Education Act § 1-3 second paragraph. This means that education should be vocational and made relevant to the individual student. It's taken a number of measures to ensure that public vocational subjects addressed to the various education programs. The project FYR (common core, vocational orientation, relevance) was initiated in autumn 2011 and will ensure that students in the vocational education programs are taught in public mathematics, Norwegian, English and science is perceived as relevant to their daily life and work directed towards future employment. The project is carried out, among other skills for joint teaching, and the development of learning resources. The project FYR included as part of the project NY GIV (Completion of upper secondary education), which was initiated in the spring of 2011. [2] Ministry of Education would like to learn more about teaching in the common core subjects Norwegian, mathematics, English and science in vocational education programs can best contribute to that students experience increased motivation and learning outcomes, thereby increasing the likelihood that students complete upper secondary education.
