Recruitment Of A Monitoring Agent For The Basic Education Project At Fmoe Of Sudan Government REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANTSERVICES) Recruitment of a Monitoring Agent for the Basic Education Project at FMoE of Sudan Government Country : Republic of Sudan NAME OF PROJECT: the Sudan Basic Education Recovery Project(BERP) Grant No.:  TF013351 - GlobalPartnership for Education Grant Project ID No. P128644 Implementing Agency: Federal Ministry ofEducation REOI No.Consultancy/ QCBS/BERP/GPE/1/2014 1.                 Background: the Government of Sudan hasreceived financing in the amount of US$ 76.5million equivalent from the Global Partnership for Education Fund (GPE) to be administered by the World Bank toward the cost of theSudan Basic Education Recovery Project (BERP), and it intends to apply part of the proceeds to payments for goods, works, relatedservices and consulting services to be procured under this project. 2.      Objectives of the assignment: The mainobjective of the assignment is to ensure that Grant funds are utilized only for the purposes specified in the GA, in strictadherence to World Bank's procurement and financial management policies and procedures. A qualified and experienced Consultant willbe selected as Monitoring Agent to assist the World Bank in fulfilling its fiduciary obligations. 3.                 Scope of Work: a)      Establishment of adequate financial management arrangements according to the World Bank's financialmanagement (FM) policies to ensure that the proceeds of the grant are used for the purposes intended.  The Consultant would be guided by and adhere to the FM Manual's standards andrequirements. b)      The services will focus on providing procurement management supportaccording to the World Bank's procurement policies. c)      The services will focus on providing financial managementsupportto the PIU and will also include assistance for the guidance and supervision of the CSUs and CITs staff at the state levels,as well as participating communities managing BERP resources. d)    The Monitoring Agent will be responsible, withoutlimitation, for the following tasks and activities: ·        Review and comment on project/entity financial managementprocedures. ·        Carry out periodic reviews (to be agreed with the Bank) atdecentralized locations. ·        Monitor the status of compliance with legal covenants,including compliance conditions for: disbursement; withdrawal; reporting; audit. ·        Pre-screen and recommend for approval withdrawalapplications (WAs) submitted by projects' implementing agencies . ·        Review project quarterly progress reports including interimfinancial reports (IFRs) as well as expenditures claimed under the Statement of Expenditure (SOE) method . ·        Perform field monitoring visits to undertake physicalmonitoring on a sample basis in accordance with a methodology . ·        Participate (at the request of the World Bank) in WorldBank-led project supervision missions. . ·        On the basis of a plan agreed with the World Bank, conductpost-procurement reviews/audits of BERP on a sample basis. ·        Ensure a close follow up of the Project's monitoring &evaluation frameworks. 4.                 Assignment Duration and Location: Assignmentperiod will be 12 months, renewable based on Consultant's performance. The Consultant will be expected to work at the PIU officesin Khartoum as well as at the CSUs in Sinnar and Kassala. 5.                 Basic Education RecoveryProject (BERP) now invites eligible Consultants to indicate their interest in providing the above mentioned services.  Interested consultants must provide informationindicating that they are qualified to perform the Services and furnish their profiles. The Short listing Criteria are as follows  : a.   General experience and capability in providing technical assistance forinstitutional strengthening at federal national levels; b.   Specific experience in successfully implementing similarassignments; c.       The technical and managerial organization of the firm. (Provide only the structure of theorganization,  general qualifications and number ofkey staff. Do not provide CV of staff.) d.  key staff qualification: The Consultant will propose a team withadequate experience and qualifications to carry out theassignment.  Team members should have experience in similarcountries and under conditions like those prevailing inSudan.  It is expected that the team compositionwill include at least members with the following competencies, levels of expertise and exposure: a.              Team leader: should be a professionally qualified and experienced individual inthe area of financial management or procurement. He/she should have preferably a Master degree in Financial Management relateddiscipline,bachelor's degree in related fields and a minimum of eight years postgraduate experience.  Previous leadership of multi-disciplinary teams as team leader isessential; b.            Financial management specialists: should hold a bachelor's degree and must be CPA/CA/ACCA or similar professionalqualification with at least five years of professional experience. Consulting Services For Poverty Analysis, Profiling And Mapping REQUEST FOR EXPRESSIONS OF INTEREST CONSULTING SERVICES FOR Poverty Analysis, Profiling and Mapping Government of the Sudan Central Bureau of Statistics Statistical CapacityBuilding Project (TFSCB) Grant No.:  TF 017246 Assignment Title: Consultancy for Poverty Analysis,Profiling and Mapping The Republic of the Sudan has received financing from the WorldBank toward the cost of the Sudan Statistical Capacity Building Project (TFSCB)  andintends to apply part of the proceeds for consulting services. The consulting services Poverty Analysis, Profiling andMapping   include:- 1.     Develop key poverty indicators based on HBPS 2014/15. This would involves generating relevant poverty indicators i.e.poverty headcounts, inequality across different demographics, socio- economic groups, and regional classifications. 2.     Provide comparable Poverty estimates. This would entail generating comparable poverty estimates for 2009 with2014/2015. This activity is necessitated by the fact that the 2014/15 survey has a food recall period of10 days instead of 7 dayswhile the 2009 covered only 7 days. This implies that different weekdays are covered by recall depending on the weekdays of theinterviews. In Sudan consumption is usually higher on Fridays. Thus, households interviewed between Wednesday and Fridays arelikelyto have higher consumption than other households. Further, the2014/15 survey includes 49 additional food items and 71 additionalnon-food items compared to the survey from 2009.  It can be assumed that thoseadditional items were under-reported. In addition, the 2009 survey wasin a different month than all ofthe new survey rounds this can introduce a seasonal bias when comparing the 2009 with the new estimates. Therefore, it will beimportant to make the poverty estimates comparable. 3.     Develop and submit to CBS a note on poverty estimates and profiling. Basedon the indicators generated prepare a note onSudan poverty profile. 4.     Generate and submit to CBS poverty maps that cover 18 States with estimates for small areas (locality level) using thedata from 2008 Populationand housing census and the HBPS 2014/2015. This exercise will involvecombining the 2008 Population censusand 2014/15 survey data. The 2008 census was the fifth population census of Sudan. In addition to information on population demographiccharacteristics, it captures information on durable goods and other assets, source of lighting, housing conditions, source ofincome, migration, education, labor force participation, fertility, mortality, and agriculture. 5.     Disseminate final outputs including notes on poverty profile and mapping. At the end of theconsultancy a workshop will be organized to disseminate the final outputs. The consultant will be engaged for 45 workingdays and is required to be based in Khartoum,Sudan at least 30 working days of the entire duration of thecontract, especially in order to engage with CBS staff on the methodology of poverty mapping and profiling and to present thefindings. However she/he maybe, subject to the agreement with CBS, fulfill part of the other required task at their base locationor from home. The PSNpilot will constitute anintegral element for supporting resilience and opportunity in Sudan and an important aspect of the SSNframework, allowing enhanced coordination with ongoing initiatives by providing the poorest households of selected communities withtemporary employment during the lean season.The pilot will be implemented by the Community Support Unit (CSU) at the MoWSS.Beneficiaries will be chosen based on a combination of community pre-selection and application of a PMT presently developed by theBank upon request of the MoWSS. The PSN pilot will not only provide short term income and employment opportunities for poorhouseholds, but will also create social and productive assets through the work provided by beneficiaries. Possible activities mayinclude soil and water conservation, small-scale irrigation, and social and economic infrastructure. Subprojects will be determinedlocally based on a community-based participatory planning process.
