The Government of Punjab is implementing the Punjab Education Sector Reform Programme (PESRP) with the assistance of theWorld Bank to support and expand specific interventions to improve educational outcomes. The programme includes an essentialTechnical Assistance component (F/Y 2012-15) that includes School Council capacity building and improvement of their functions.Under PESRP-I, School Councils were established in primary and middle schools during 2009-2012 to promote local community andparental engagement in school affairs. Under the newly proposed School Councils Mobilization Programme under PESRP-II, the role ofSchoolCouncils would be enhanced for more effective participation in managing schools for better educationaloutcomes. In order to strengthen, mobilize, and increase the role of School Councils (SC), the Punjab Government desires to contactwith the School Council Members through call centres for awareness about their roles and responsibilities, monthly meetings, schooldevelopment plans, provide them with guidance and information, answer their queries and complaints, incorporate their suggestionsetc. School Councils mobilization programmewas successfully implemented in 15 districts and during current financial year, SchoolCouncil Mobilization programme will be extended to all districts in Punjab. Maximum of 4 SC members includingChairperson,Co-Chairperson and two active SC members of 54000 approximately School Councils as well as all AEOs (about 900) of all36 Districts will becontacted through outbound calls and SMS. For this purpose, PMIU intends to hire the services of authorized firms (callcentres) which have proven relevant background and experience working with the government. The subject of the contract is technical cooperation services. The main role of the technical cooperation team is to assist the Government of Sindh (GoS), Department of Education, to improve its education service delivery in Sindh through providing technical cooperation which focuses on strategic capacity development. Main activities: assisting the GoS at provincial and district level in policy formulation, improving sector MTEF/PFM, performance-based monitoring, improving access to and quality of education services, and donor coordination. This contract is part of the Sindh education sector support programme (SESSP). The SESSP will be implemented in 2 phases: (i) the technical cooperation contract, which will last for the total duration of SESSP, will assist the Sindh Government during the first year of SESSP in developing its sector policy, sector development plan, school consolidation plan, sector-based MTEF and PFM, and in establishing a structured, government-led sector donor coordination mechanism; and (ii) at the end of year 1 — providing there is a positive assessment of the 3 eligibility criteria for budget support and based on the new education sector policy of the province and a policy matrix of specific disbursement conditions finalised in agreement with the GoS — sector budget support to the GoS will begin. At the end of years 2 and 3 budget support tranches will be released upon satisfactory progress related to the eligibility criteria and to specific payment triggers/indicators as agreed in the aforementioned policy matrix.

This assignment seeks to engage the services of an entity with expertise and experience in social mobilization and Information, Education and Communication (IEC) material development, production and placement. The services are required to support strengthening of the institutional capacity of the Local Government and Rural Development Department (LG&RD) FATA to generate awareness and demand for birth registration in Bara, Khyber Agency.  The deliverables (as outlined in the following section) will complement a birth registration initiative being undertaken by the (LG&RD) FATA with the technical and financial assistance of UNICEF. The assignment has three parts:

  1. Identification and Mapping of potential facilitators, prevailing social norms, all vulnerable children, and alternative care institutions in Bara Khyber Agency.
  2. Design/development of training and IEC material, its printing/production and placement.
  3. Engagement with local communities and stakeholders for the effective promotion of the right of the child to a legal identity through birth registration.

    Each part has a time bound deliverable with an indicative cost share to be disbursed on successful completion of same to the satisfaction of the LG&RD FATA and UNICEF’s technical team.
