The County shall ensure sufficient evaluation professional competence in the examination board. C.f. the Act relating to primary and secondary education § 4-8 and the regulation's § 3-56. In comments to § 3-56, the 2nd paragraph states the following “When decided if the evaluation professional competence is sufficient, an approximate assessment must be done. In the requirement for evaluation professional competence, teacher education is not required. It will e.g. be sufficient that one as a minimum has gone through the county's training for members of the examination board. The examination board's evaluation professional competence does not have to be fulfilled when appointed, but must be fulfilled before the examination board's works are initiated”. Høgskolen i Hedmark (Hedmark University College) has developed a custom-made skills upgrading programme for examination boards. The programme contains 5 modules. During several years, the modules are developed in close co-operation with Hedmark County and with the help of this process HiH (Hedmark University College) has developed a skills upgrading concept facilitated for the examination boards. Through the Østlandssamarbeidet (the Østland co-operation), TFK (Telemark County) has decided to look further into the concept for skills upgrading of the examination boards. Based on the works with skills upgrading and quality, Telemark Fylkeskommune wishes to enter into a binding co-operation with Høgskolen i Hedmark. It is evident to the Project group and the liaison group that there already exists a developed and tested concept available for utilisation and therefore find it inappropriate to develop a separate system, due to finances, time consumption and the tenderer's qualification and competence. From 01.01.2015, Telemark Fylkeskommune intends to enter into a 2 year contract with Høgskolen i Hedmark (with option for further 2 years prolongation). The total contract value is 1 800 000 NOK, excluding VAT.

The objective of the future contract is to procure a system that in the best possible rational manner can function as a system for time and cost efficient case-handling, organisation, orders and invoicing for the school transport service in Telemark.

The system shall manage all school transport of students in the primary and lower secondary schools and sixth form colleges in Telemark. The county shall ensure the satisfactory assessment of professional competence examination board cf §4-8 Education Act and Regulations §3-56. In the comments to § 3-56 2nd paragraph reads one that "In determining whether the assessment competence is satisfactory, it is necessary to judgment. The requirement for assessment expertise is not a requirement for teacher training. It will for example be sufficient to at least have undergone training for county council examination board members. Trial Tribunal's assessment professional competence need not be met by met by appointment, but must be met before the examination board starts its work. "Hedmark University College has developed a customized skills development program in five modules for examination boards. The modules are developed in close cooperation with Hedmark County Council for several years, and through this process HIH developed a competence-concept that facilitates the examination boards. Throughout eastern partnership has TFK chosen to examine the concept of human resource development of the examination boards. On the basis of the work on skills development and quality, want Telemark County Council to enter into a binding agreement with the University of Missouri. The project group and the steering is adamant that there is an already developed and tested concept, that one gets the opportunity to apply, and therefore find it inappropriate to develop a solution, for reasons of economy of time and offer their condition and competence. Telemark County Council intends to enter into a contract with the University of Missouri for two years (with an option for a further 2 years) from 01.01.2015. The total value of the contract will be 1.8 million NOK excluding VAT.
