The Directorate of Health has been given responsibility for certifying specialist doctors, specialist education for doctors and the quality of the specialist education, as well as responsibility for deciding the learning objectives for doctors, including updates and changes. The regional health companies have, in cooperation with Dossier Solutions AS, developed a tool for this (LiS). The Directorate of Health shall establish access to the regional health companies' tool in order to be able to follow-up its responsibility and intends, therefore, to enter into a contract with Dossier.

Further development of the functions in Dossier ProFile, so that HDIR is able to carry out its role as regards the LIS education in the best possible way. This includes functionality in Dossier ProFile, where Dossier ProFile handles, amongst other things, distribution, achievement, version management, archiving, log keeping. HDIR's need is to expand the current functionality, so that HDIR has a ‘role in the system’. The Directorate of Health must have access to and be able to extract information/data for following-up education entities, as well as following-up the quality of the specialist education in general. The application process for specialist certification shall be as automated as possible.

The Norwegian Directorate for Education and Training shall extend its commitment to vocational education for nursery employees and would like tenders for vocational education within some in-depth areas. Approx. 300 new study places shall be implemented, divided over 2 study classes. There will be approx. 150 places per class; 1 class 2017-2019 and 1 class 2018-2020. The class for 2018-2020 is dependent on the Norwegian Parliament granting resources for the initiative in its annual budget.

The Norwegian Directorate for Education and Training would like tenders for vocational education that is vocational and which gives options for in-depth specialisation in areas that are particularly important for working in nurseries. Tenders shall consist of vocational education with specialisation in 1 or several of the following areas: Work with language, multilingualism and multi-cultural competence, Work with the youngest children (0-3) in nurseries, or Children with special needs.

Approx. 300 new study places shall be implemented, divided over 2 study classes. There will be approx. 150 places per class; 1 class 2017-2019 and 1 class 2018-2020. The class for 2018-2020 is dependent on the Norwegian Parliament granting resources for the initiative in its annual budget.

The study places shall be divided amongst the following 3 specialisation areas: Work with language, multilingualism and multi-cultural competence, Work with the youngest children (0-3) in nurseries, or Children with special needs. There will be more places for the first 2 specialisation areas, which do not currently have vocational studies. Furthermore, the study places will be distributed with a view to the education being available for students nationwide.

Knowledge of quality in higher education is essential to ensure confidence in the education and to stimulate quality development. Even though we currently do not have data for the students' professional levels and learning outcomes, there are several data sources which can give indications for different sides of the education quality and what is currently poorly utilised. There is potential to better utilise the existing data sources to develop indicators of quality in higher education which can provide information to those seeking to study, authorities, higher education institutions and other interested parties. The goals of this assignment are to improve knowledge of which factors are of significance to the results in higher education, and what possibilities there are to develop quality indicators which can be regularly published. The assignment is twofold: Part 1:We currently have a series of indicators for quality in higher education for effort, process, and achievement level. However, we know little about the relationships between them. The engaged party shall connect the existing data from the different sources to find connections which can provide better knowledge of the quality in higher education. In Appendix 1 of the tender documentations part 2, the Contracting Authority lists research questions which are considered to be particularly relevant. Beyond these, the engaged party shall also assess if there are other relevant research questions that linking of the existing data can answer. Part 2: On the basis of these analyses, the engaged party shall provide suggestions for new indicators for the educational quality, and assess how these indicators correspond with the quality indicators for higher education internationally. The engaged party shall provide suggestions as to what level these indicators can and should be published. The engaged party shall also provide input as to what types of data would in the longer term be favourable to have in order to develop more valid and reliable indicators for educational quality in higher education.

The Norwegian Ministry of Education and Research aims to survey employer assessments of higher education graduates. Assessments of quality and relevance from an employer's perspective constitute an important dimension in the Ministry's understanding of quality in higher education. Pre-qualification for assessment of the equipment situation in further education The engaged party shall investigate the equipment situation in further education. The project shall provide an overview of the equipment situation in the county municipalities and of the various educational programs. An overview of the equipment in each county municipality can be based on a comparison between the county municipalities, for example of expenditure for equipment per student and renewal rate. This should also include an assessment of the potential for better co-operation with businesses for the use of equipment when students are deployed and for disposal of equipment from businesses to schools. The project shall investigate the equipment requirements, keeping in mind the equipment's relevance in regard to the competence aims, the curriculum and relevance between equipment at the school and equipment students use when they go into apprenticeships. The project shall investigate the county municipalities/schools procedures and practices for safeguard health, environment and safety when upgrading equipment and for co-operation with businesses for equipment. Tenderer shall participate in information work after further agreement with the Contracting Authority.
