National tests have been carried out annually since 2004 on approx. 180 000 pupils. The national tests in reading and math are carried out for the 5th, 8th, and 9th years. The national English tests are carried out for the 5th and 8th years.

The objective of national tests is to provide the school knowledge about the students' skills in reading, math and English. The information generated from the tests shall form a foundation for ongoing evaluations and quality development for all levels in the school system. The results can in certain cases also be used for research.

The Ministry of Education and Research has given the Directorate of Education responsibility for administering the test system in Norway. The Directorate enters into contracts for assignments for the development of tests with material with professional environments with competence in tests at national centres and university and university college environments.

We have previously conducted three surveys of the Directorate's reputation in the education sector, in 2006, 2009 and 2012. In 2012, we conducted both a quantitative and a qualitative survey. We want to follow up the previous studies with a quantitative and a qualitative study of how people perceive us. The aim of the survey is to gain knowledge of how the various target groups considering our reputation and what is the reason for the assessment. Tests must be performed within an upper limit of NOK 300 000, - ex. VAT. A full description of the delivery required by section 3 - Specification. Directorate of Education reserves the right to political decisions that can lead to changes in its scope.

An evaluation shall be made of two sub-trials.

One is being carried out by Kompetanse Norge, who shall carry out a trial with module structured preparatory adult education (FVO, sub-trial 1).

The other is being carried out by the Directorate of Education (Udir), who shall carry out a trial with module structured sixth form education (sub-trial 2). The main question for the evaluation is whether FVO and module structured subject and vocational training will give better results than the current schemes as regards participation, completion, learning results and work connections/transition to education.

In addition to getting answers as to whether the trials give better results for each individual participant than current schemes, the ministry would like to have a number of other questions highlighted on the learning offer and cooperation forms (c.f. the tender documentation) and in what way the offer possibly creates better results.

Sub-trial 1 shall be carried out in two phases, with phase 1 commencing at the start of the academic year in autumn 2017 and phase 2 commencing 2 January 2018. (see annex 1, the contracting authority's description of the assignment for a description of the phases).

Sub-trial 2 is not divided into phases and is planned to start in the counties 1 September 2017. The Directorate of Education estimates that it will take approx. 2-4 months from when the counties have received a promise of participation in the trial until there are participants in the educational trials.

It is important to note that the trials with module structured sixth form education are not entirely in place yet. Tenderers must keep themselves up-to-date on any changes in the process, from Kompetanse Norge and the Directorate of Education respectively.

The Ministry of Education and Research is aware that there can be challenges involved in uncovering the effects in such a trial, particularly with a start-up in autumn 2017, c.f. the main question for the evaluation. The ministry would therefore like to be open in this notice for discussions on system proposals using different methods and data sets, which can, as far as possible, give answers to any effects of the trials.

In addition to highlighting the above questions, the ministry will also be open to tenderers submitting a sub-tender with a draft of a research design, in which an effect evaluation can be implemented at a later date. In sub-trial 1, for example, we are open to this being in place in phase 2. The plan is that local NAV offices shall participate in phase 2 of sub-trial 1. In phase 2 there can be an opening for a design that can, to a larger degree, uncover effects. This draft can be further developed in 2017 in cooperation with the contracting authority. If such a design is not put into place during 2017, the ministry reserves the right to stop this part of the evaluation. The ministry requests separate prices for such a sub-tender.

The ministry also reserves the right to downscale the project financially during the procurement process if the received system proposals are not considered to give satisfactory answers to the main problems.

17/1987 Evaluation of experiments with preparatory adult education and modular structured secondary education for adults

Hovedspørsmålet for evalueringen er om FVO og modulstrukturert fag- og yrkesopplæring vil gi bedre resultater enn dagens ordninger med hensyn til deltagelse, gjennomføring, læringsresultater og arbeidstilknytning/overgang til utdanning. I tillegg til å få svar på om forsøkene gir bedre resultater for den enkelte deltaker enn dagens ordninger, ønsker departementet å få belyst en rekke andre spørsmål knyttet til opplæringstilbudet og samarbeidsformer (jf. konkurransegrunnlaget), og på hvilken måte tilbudet eventuelt skaper bedre resultater. Delforsøk 1 skal gjennomføres i to faser med oppstart fase 1 ved skolestart høsten 2017 og oppstart fase 2 januar 2018. (se vedlegg 1 Kundens beskrivelse av oppdraget for en beskrivelse av fasene). Delforsøk 2 er ikke inndelt i faser og har planlagt oppstart i fylkeskommunene 1. september 2017. Fra fylkeskommunene har fått tilsagn om deltakelse i forsøk antar Utdanningsdirektoratet at det vil kunne ta 2-4 måndeder før det er deltakere i opplæringen. Det er viktig å merke seg at forsøkene med modulstrukturert videregående opplæring ikke er fullstendig på plass. Tilbyder må holde seg fortløpende oppdatert om eventuelle endringer i prosessen, fra henholdsvis Kompetanse Norge og Utdanningsdirektoratet. Kunnskapsdepartementet er klar over at det kan være utfordringer med å avdekke effekter i et slikt forsøk og særlig med tanke på oppstart høsten 2017, jf. hovedspørsmålet for evalueringen. Departementet ønsker dermed i denne utlysningen å stille seg åpent for å drøfte løsningsforslag med bruk av ulike metoder og datasett, som så langt det lar seg gjøre kan svare på eventuelle effekter av forsøkene. I tillegg til å belyse spørsmålene ovenfor, vil også departementet åpne for at tilbyderne leverer et deltilbud med en skisse til forskningsdesign hvor en effektevaluering kan implementeres senere. For delforsøk 1 åpnes det f.eks. for at dette kan komme på plass i fase 2. I fase 2 av delforsøk 1 planlegges det at lokale NAV-kontor skal delta i forsøket. I fase 2 kan det være en mulighet for et design som i større grad kan avdekke effekter. Denne skissen kan videreutvikles i løpet av 2017 i samarbeid med oppdragsgiver. Om det ikke skulle lykkes å få på plass et slikt design i løpet av 2017, forbeholder departementet seg rett til å avbryte den delen av evalueringen. Departementet ber om at et slikt deltilbud prises separat. Departementet forbeholder seg også retten til å nedskalere prosjektet økonomisk underveis i anskaffelsesprosessen om de innkomne løsningsforslag vurderes til ikke å kunne gi tilfredsstillende svar på hovedproblemstillingene.

Holmestrand Skitunell --- Dialogue Conference

Suppliers to the future of ski resorts in Norway must prepare for a whole new reality. Winter is not like before. Real snow is no longer the only basis for winter sports. Norway shall ensure recruitment to keep the place as the world's best ski nation, we need all indoor venues for cross-country skiing and para sports in addition to "normal winters" Whether we will or not. The changes in climate requires new thinking, new technology, new approach to the use of energy and willingness to pay to go skiing. We invite potential suppliers to prepare to participate in the rebuilding of Holmestrand Tunnel to such a venue through a supplier seminar. The tunnel will be a width construction for skiers of all ages and categories. It provides opportunities for training in skiing, biathlon, training, general physical education, recruitment and elite sport. It will not be the only facility in such a blow in the coming years.

ANGOLA HUMAN RIGHTS TRAINING PROJECT 2017-2021

The Royal Norwegian Embassy in Luanda invites to competition for provision of consultancy services related to the planning, administration and implementation of a human rights project in Angola. The purpose of the contract is to contract a partner who will contribute to the formulation and implementation of the embassy's human rights program, including carrying out human rights education and promoting competence in Angola's Ministry of Justice and Human Rights Ministry. The first phase will include the planning and preparation of project documents, including detailed objectives and relevant indicators of achievement, inputs and risk management. The second phase will consist in the implementation of the project. The embassy's goal of the program is to increase knowledge about human rights in the civil service, academia, media and civil society organizations, while the program will contribute to the cooperation between the various actors in Angola. Put together this should contribute to the overall goal is to strengthen the human rights culture in Angola and thus contribute to greater respect for human rights.
