General Procurement Notice REPUBLICOFLEBANON MINISTRY OF EDUCATION ANDHIGHER EDUCATION GENERAL PROCUREMENTNOTICE Emergency Education System Stabilization(P152898) Grant No. TF018789 The Government of Lebanon hasreceived a grant from the World Bank in the amount of US$32 million equivalent toward the cost of Emergency EducationSystem Stabilization (EESSP) and it intends to apply the proceeds of this grant to payments for goods, works, relatedservices and consulting servicesto be procured under this project. The project will be implemented bythe Ministry of Education andHigher Education (MEHE) over a period of three years. Consistent withthe RACE strategy, the Project is designed to alleviate short-term financial pressure on MEHE and invest in quality to providebenefits to the Lebanese public school system. The project consists of three components divided as follows: (i). Support to Schools: the project will provide financing for school operatingcosts by supporting the two existing funds in each school (Parent Council Fund and School Fund). (ii). Learning Environment Quality: This component will improve the quality of the publicschool learning environment by financing the below four subcomponents a.       School rehabilitation of ten public schools b.      Supplemental School Financing c.       National Textbook Program for Public Primary Schools d.     Strengthening Direction d'Orientation Pédagogique et Scolaire ? DOPS (iii). Project Management and Support: The Project will finance six key positions as wellas the operating costs for the Program Management Unit (PMU). The Program Management Unit (PMU) withinMEHE shall beresponsible for overall coordination and implementationof the Project. The following project activities arelikely to be taken up in this project: Component 2- Learning EnvironmentQuality Services: (i). Mechanical Engineer for the design and supervision of rehabilitation of tenschools, the main tasks of this consultancy will include: (a) a detailed survey and assessment ofexisting mechanical systems, (b) develop the Design (c) prepare Technical Bidding Documents complete for the successful procurementof the Construction/Rehabilitation of relevant works, (d) Assist the PMU engineers in the evaluation of the Works bids. Thecontract duration will include the design and supervision phases. (ii). The United Nations Interim Force in Lebanon (UNIFIL) has a mandate to support the implementation of the Security Council Resolution 1701. As part of the Mission’s support programme, the United Nations Interim Force in Lebanon (UNIFIL) is seeking Expressions of Interest (EOI) from fully qualified companies wishing to be considered for inclusion in a tender for the following: Provision of Catering Services (Food Preparation and Serving) to UNIFIL UNIFIL wishes to establish a Catering Services contract for the initial period of three (3) years with an optional 1+1 year extension periods for its Headquarters based in Naqoura, South Lebanon. Food Preparation and Food Serving is required for approximately 800 meals/day on a daily basis, 7 days per week, 365 days per year. UNIFIL shall provide Food (raw food items) and a fully equipped kitchen and dining facility while the successful Contractor will be required to plan, prepare and serve three meals daily (breakfast, lunch, dinner, including take away boxed meals). The successful Contractor shall provide all management, supervisory, and appropriate kitchen and service personnel with requisite knowledge, experience, education, training and ability to execute, at the minimum, the following functions: a) Prepare customer focused menu plans 2.5 months in advance; b) Prepare associated production recipes to plan food orders based on a calorific and budgetary limit, 2 months in advance; c) Manage a professional food production operation; d) Implement a production system to optimize food usage, and control wastage, spoilage and portion size limitation; e) Provide courteous, timely, and efficient food service, and f) Maintain the operation to comply with international health and hygiene guidelines as recommended by FAO/WHO Codex Alimentarius Commission’s Code of Hygienic Practice for Precooked and Cooked Foods in Mass Catering, CAC/RCP 39 -1993, HACCP and ISO 22000 FSMS (Food Safety Management System). The prospective vendors should be able to submit a verifiable list of references of successful similar provisions for the last 3 years. Responding to this Request: 1.
