It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women is also increasing its engagement in humanitarian response through interagency collaboration.
UN Women works at multiple levels to respond to the specific needs of Syrian women refugees and communities. In Za’atari refugee camp it implements a multi-sectoral protection and support programme safe spaces for women and girls, one of which is run in collaboration with the World Food Programme (WFP). The overall goal of the project is to empower vulnerable Syrian women refugees through increased access to self-reliance opportunities and meaningful engagement in community life to put in place the foundational cornerstones for increased self-reliance and durable solutions for the ‘day after’ in Syria. This work seeks to: a) Create and sustain access to self-reliance opportunities for Syrian women refugees through cash for work activities b) Build a conducive environment for increasing Syrian women refugees’ active participation in decision-making processes in the camp including meaningful engagement in community mobilizations efforts; c) Increase awareness on women rights and responsibilities for an inclusive, equitable and peaceful society through training, enhancement of life skills and other social cohesion approaches; this includes addressing prevention and response to gender based violence though awareness raising, trainings, and referrals to service providers of psychosocial, health, and legal services as appropriate.
To this end UN Women manages three safe spaces for women and girls – Oasis’s – across Za’atari refugee camp, one managed with the WFP. These host on average of 16,000 visitors per year for services covering incentive-based volunteering, protection referral services, adult basic skills services, after-school learning support, day care services, leadership training, awareness raising and social recreation such as dance classes. UN Women and WFP are in the process of rolling out this package of services in Azraq camp –through one centre with services tailored to the specifics of Azraq camp.
Assignment Description: The European Bank for Reconstruction and Development (the EBRD or the Bank) is currently working together with the Water Authority of Jordan (WAJ) on the Second Expansion of the As-Samra Wastewater Treatment Plant (WWTP). The Bank is considering providing assistance in preparing, financing and implementing a project, which would result in the increase of wastewater treatment capacity at the As-Samra WWTP (the Project or the Second Expansion), as part of a build-operate-transfer (BOT) arrangement with a private sector contractor (the Concessionaire).
The First Expansion, which is currently on-going, aims at expanding the WWTP treatment capacity by 97,800 m3 per day (an increase of more than one-third). These improvements were intended to meet the region’s wastewater treatment needs through 2025; however, due to certain external factors, this is no longer the case. The proposed Second Expansion would increase the capacity of the plant by an additional 100,000 - 145,000 m3 per day, and increase energy production on-site through the utilisation of treated sludge and bio-solids.
Therefore, the EBRD is seeking a consultant (the Consultant) to perform a technical, financial, legal and environmental and social due diligence in order to assess the feasibility of the Project and determine all key risks to its successful implementation.
The overall objective of the Consultant is to develop a Feasibility Study and the Minimum Technical Requirements (MTR) for the Second Expansion for the Bank’s review.
The Consultant shall perform a Technical, Financial, Legal Feasibility Study (FS) and an Environmental and Social Due Diligence (ESDD) of the Second Expansion, to review and confirm the main technical, economic and cost assumptions as well as analysing Environmental and Social (E&S) matters and taking into consideration, inter alia, the following:
- Government of Jordan’s public policy objectives;
- The Sponsors’ financial objectives; and
- The requirements of new and existing lenders and possible grantors in relation to the Second Expansion.
The Consultant shall also highlight all main benefits and risks, associated with the project development and operation against the EBRD’s Environmental and Social Performance (ESP) 2014 and related performance requirements, to the Project’s successful implementation, in order to enable the Bank to assess its feasibility.
If the Project is deemed feasible, the Consultant will have to develop a set of MTR which would form a basis for the Second Expansion evaluation and will provide a complete due diligence that will include technical, financial, legal and environmental and social aspects. The Consultant will ensure compliance of all project documentation with the Jordanian law, EU and other applicable standards, including relevant environmental, water, and public health standards. The Consultant will also provide support on all technical aspects of the Project as necessary during negotiation stage of the Project that will conclude at financial close (the Financial Close).
Assignment Start Date and Duration: The assignment is expected to start in mid-2015 and last for 15 months.
Maximum Budget available for the Assignment: EUR 500,000; exclusive of VAT.
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purhcased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.
CLARIFICATION ON THE ASSIGNMENT SCOPE AND THE BUDGET: Within the proposed Maximum Budget the Consultant will be expected to provide technical support for the preparation of the Project, including the full feasibility study and specific transaction advisory support to financial close on technical matters only. The winning Consultant and its proposed experts will NOT be eligible to bid for or engage in any subsequent work on or in connection with or arising out of the Project as defined in this Procurement Notice, including but not limited to subsequent financial, legal, and procurement assignments without the prior written consent of the Bank.
Funding Source: It is expected that the Assignment will be funded by the EBRD Technical Cooperation funds. Contracting will be subject to availability of funding.
Eligibility: There are no eligibility restrictions; however, consultant selection and contracting will be subject to availability of funding from an appropriate donor.
Consultant Profile: Corporate services are required. The Consultant will be a firm or a group of firms with previous project experience in 1) preparation of feasibility studies for wastewater treatment projects; 2) preparation of contract specifications for wastewater treatment projects, which address, inter alia, contractual and financial issues concerning the structural, architectural, mechanical, electrical, automation and instrumentation, geotechnical, and environmental aspects of these facilities.
The Consultant shall provide an interdisciplinary team of experts with the necessary education, skill, and experience (as indicated by their submitted CVs) required for all aspects of the assignment. The team should have a strong background in the preparation of contract specifications for wastewater treatment projects, including demonstrated experience addressing contractual and financial issues concerning the structural, architectural, mechanical, electrical, automation and instrumentation, geotechnical, and environmental aspects of these facilities. The Consultant’s proposed team should include the following key experts:
• Team Leader (to be designated from the following list of experts or may be a separate person)
• Process engineer
• Cost estimator
• Financial modeller with experience in BOTs
• PPP and/or infrastructure concessions expert
• WWTP expert
• Environmental and social expert with experience in management of projects similar to the proposed assignment
• PPP procurement expert
• Legal experts (with substantial collective experience in complex international project finance transactions, including BOT transactions, engineering, procurement and construction (“EPC”) contracts, and other public or private contracts). Experience within the water sector and with transactions in Jordan will be regarded as beneficial but not essential. Experience in project finance within the region is strongly preferred).
It is recommended that a part of the consultancy input will be carried out by local sub-consultants and/or individual experts with previous project experience in similar assignments preferably in the last five years locally or regionally.

Jordan (TCS 48810): Mapping Study for Establishing the National Center for Innovation (NCI) and Transition to Full Operational Functionality
Jordan has an active but highly complex and fragmented innovation ecosystem with a multitude of public and private stakeholders, which suffers from a lack of effective stakeholder coordination, inadequate collection and analysis of information, unclear channels and linkages, limited cooperation and inefficient financial management. In addition, Jordan is characterised by a substantial skills mis-match resulting from the education system’s insufficient capacity to equip young people with the know-how and skills that are required by employers.
The Jordanian Government (GoJ) - via the Higher Council for Science and Technology (the Client or HCST) - has approached the European Bank for Reconstruction and Development (the EBRD or the Bank) to seek assistance for the implementation of the project "Jordan: Start-up Financing for the Establishment of the National Center for Innovation ("NCI") and Transition to Full Operational Functionality" (the Project). By becoming a national hub for all matters related to innovation, both public and private, the NCI's key role will be to advise the GoJ on further enhancing its policies and programmes fostering an innovation-based economy through better coordination, information and monitoring of all innovation related activities. Specifically, the NCI is expected to:
(1) help ensure that national and international administrative, financial and technical services that nurture and support innovation (government, private sector "nd IFI initiatives etc.), are complementary rather than duplicative and help eliminate inefficiencies in funding and support to the private sector;
(2) create economies of scale in bringing together and effectively coordinating stakeholder activities (government ministries and agencies, donor-funded programmes, scientific and research bodies, universities, regional and local incubators, training providers, technology-related programmes, start-ups and entrepreneurs);
(3) improve the direct engagement between the private sector and public sector innovation stakeholders, such as businesses, industrial companies, start-ups, financiers ,educational institutions and research centres;
(4) collect innovation related information and provide vital national statistics on the impact of innovation initiatives for monitoring progress and articulating areas of success and those that need improvement, enabling the GoJ to further assess measures for enhancing the development of an innovation based society.
The NCI is expected to have four key units as follows:
(a) Information Unit coordinating all innovation activities and cooperation among its stakeholders, collecting and processing information, and feeding proposals back to public/private sector via NCI’s coordination role etc.
(b) Monitoring & Evaluation Unit tracking key performance indicators for national innovation strategies aiming at the development of an innovation-based economy.
(c) Referral Unit providing a platform to enable the matching of research, extension services and other innovation services with the needs of the private sector, assisting innovators and researchers to find funding and support for their projects and promoting cooperation between innovation service providers;
(d) Legal and Policy unit advising on related legal and regulatory matters. Identifying regulatory impediments to innovative activity in the private sector and proposing policy and regulatory reforms to unblock such impediments
The Center will act as the technical implementing arm of the already existing National Council on Competitiveness and Innovation (NCCI), which is chaired by the Prime Minister.
The Project’s purpose is to provide support to the NCI’s transition to full functionality within 2 years. Funding provided by the EBRD - Middle East and North Africa (MENA) Transition Fund and the Government of Jordan is primarily supposed to finance:
(i) NCI staff (director, managers, administrative assistants, vocational training specialists, legal/regulatory, referral, M&E, communication, IT etc.)
(ii) Operational expenses (computers, stationery, travel, and other administrative expenditures)
(iii) Consultancy services (this mapping study, other consultancy services including audit, legal, M&E, surveys, baseline studies, support to SMEs, support to sector skills councils, identifying the mis-match between the university /vocational curricula and the needs of the market).
(iv) Public relations, raising awareness and information sharing (conferences, workshops etc.)
(v) Design, procurement and maintenance of a web-based IT platform for enabling coordination and providing statistics, enabling an online exchange of information for all innovation stakeholders (SMEs, entrepreneurs, financiers, researchers, government support services, etc.), tracking of progress against Project KPIs and other targets etc.
(vi) Awards for awarding and promoting innovation projects etc.
To further develop the Project the Client now intends to engage a an individual expert (the "Consultant") to carry out a mapping study with key tasks as described below (the "Assignment"). The purpose of the mapping study is to set the priorities of the NCI based on international best practice for effective national co-ordinating/advisory bodies in the context of the Jordanian innovation landscape. The mapping study should assist in identifying and articulating the NCI’s overall objective, main tasks, detailed responsibilities, accountabilities, and procedures, as well as staff requirements (including job descriptions) and any necessary training.
The expected outcome of the Assignment is a clear set of documents and steps to be taken going forward to realise the full implementation of the Project.
Generally, the Consultant is expected to:
- based on international best practice, fully map out the NCI mandate, governance framework, key units’ terms of reference, detailed tasks, responsibilities, and procedures, identify and set out staff and IT system requirements, and the need for consultancy support.
- based on international best practice, explore different funding models that will focus on the financial sustainability of the Centre beyond the initial 4 year period. Develop a longer term strategic plan (after year 4) for the Centre.
- review and revise the proposed results framework for the Project
- develop a 4 year Project work plan and budget defining annual priority, areas for intervention and if necessary amendments to the NCI mandate responsibility that will ensure the Project remains focused on tangible deliverables.
- develop for the first of four detailed annual action plans covering all NCI activities and the Project budget for year 1.
The Consultant shall complete the following key tasks, inter alia:
- Coordinate and manage the kick off meeting, to include confirmation of the scope and objectives of this Assignment, establish reporting lines and "Assignment governance structure", client responsibilities etc.
- Mapping the innovation sector: identify relevant models of international best practice that could be adapted to the Jordanian context, including in particular opportunities for revenue generating activities, taking into account the NCI’s primary objective of being an advisory body to the government based on data and information gathered from the innovation stakeholders.
- Help to define NCI mandate, governance framework, organisation and results framework; Based on the results framework, propose a project road map for where the NCI aspires to be in the coming 4 years, stating its vision, mission, objectives and intended achievements and expected deliverables.
- Structuring the NCI institutional environment and terms of reference.
- Revise the overall Project work plan and a budget (key tasks for years 1 to 4) in addition to planning for longer term financial strategy (beyond the current 4 year funding horizon).
- Draft the annual action plans and budgets for years 1 and 2.

1. This is a Selection from Shortlist in line with the EBRD Procurement Policies and Rules. The selection will normally be made from responses to this notification only. Consultants will not be asked to submit a proposal. The Client has requested the EBRD to manage the first part of the selection process. The EBRD will evaluate expressions of interest in line with the shortlist criteria (a) to (c) as below and establish a shortlist of up to 4 candidates. The Client will then conduct interviews with shortlisted candidates (in English) at the Client’s premises or via videolink to be organised via EBRD HQ or its Resident Offices. All expenses related to attending the interviews shall be borne by the Consultant. After the interviews the highest ranked candidate will be selected from the shortlist and be invited to negotiate the contract, subject to availability of funding. The selected candidate will be contracted by the Client on the basis of the Donor’s grant managed by the EBRD.
