Ministry of Education and the Ministry of Culture acquires, a study of the Finnish higher education system development needs in relation to the comparison of the relevant countries' higher education models, trends, and change in operating environment and to produce proposals for the development of the Finnish higher education system. The target is the survey focuses on the Finnish higher education system structure, performance, and social impact. The executor's task is to draw up a report, which examines the Finnish higher education and research, as well as the functioning of the higher education system in relation to international experience and implementation models. The report should be based on international and national expertise. Based on the study comes up with suggestions on how universities and colleges, consisting of higher education system must be developed in a changing business environment, and to consider different policies on the location of the areas of higher education and thus also of higher education in various operating conditions. The development proposals will need to take a stand on how universities and higher education system can be in the best possible way affect the talent to produce, research, quality and impact of the strengthening of Finland strengthened competitiveness and innovation in the overall system functionality for both internal and external cooperation (including universities, research institutes, enterprises and the third sector cooperation).

Käännösilmoitus / Translation notice (ilmoitus/notice 23.6.2014) The Ministry of Education and Culture will acquire a report / study examining the developmental needs of the Finnish higher education system in relation to different directions of development for higher education models and changes in the operating environment in countries relevant for comparison. The report should also present proposals for the development of the Finnish system of higher education. The object of the procurement is a report focused on the structure, performance and societal impact of the Finnish higher education system. The implementer’s task is to draw up a report, where the structure and relevance of Finnish higher education teaching and research and the functionality of the Finnish higher education system are examined in relation to international experiences and implementation models. The report shall be based on international and national expertise. Based on the study, developmental proposals will be drawn up about how the higher educational system composed of universities and polytechnics should be developed in a changing operating environment. The report will also consider the impacts of different policies by areas of location of higher education institutions and hence also the different operating conditions for them. In the development proposals, a position will be taken as to how higher education institutions and the higher education system can make the most impact on the production of experts, on strengthening the quality of research and its impact, and on strengthening Finland’s competitiveness and the functioning of its innovation system as a whole and collaboration with internal and external partners (including cooperation between higher education institutions, research institutes, enterprises and the third-sector).

Finnish higher education libraries are in the process of preparing a tender to acquire a new back-end system. The new system is expected provide well operating and deep integration possibilities to existing national and organisational infrastructures. At this point around 40 libraries have expressed their interest in joint procurement. Details of the participating organisations will be disclosed later. Back-end system will contain functionalities for library staff to handle all library material both physical and electronic. The system must contain: - Functionalities for circulation and logistics, - Search interface for staff purposes, - Tools for acquiring material and handling library collections, - Describing tools for distributed and centralized production of metadata, - Metadata repositories of libraries and library consortiums, - Administrative tools. The National Audit Office to request an offer EMBA degree in education. Procurement is used to open the procedure. Contract estimated value exceeds Act (348/2007) on public procurement § 16: the threshold referred to in section. EMBA degree in education and training is intended to Audit the organization's management of key personnel. During the contract period initially 3-7 person Audit Office is expected to make an EMBA degree. The training would start about 0-2 people each year. The training shall lead to the scientific college or university in accordance with international standards and quality requirements of the EMBA degree. In addition, the EMBA education and training required for the provider of international accreditations such as AACSB, EQUIS and AMBA. Degree claim must be at least 60 ECTS. The duration of education is approximately two (2) years. Education must correspond to the best international experts in the field. Training content must be based on the latest scientific knowledge. Education site will be located mainly in Helsinki. The training can also include study abroad and an elective course. Teaching will take place in English.
