This requirement is for a firm‐fixed price Indefinite Delivery Indefinite Quantity (IDIQ) Contract with five one year ordering periods for the procurement of AIM-9P-5 Guidance and Control Sections (GCSs) For the Sidewinder Missile. This acquisition is for the procurement of the AIM-9P-5 GCS NSN: 1427-01-438-6966, Part Number 154528-2, used on the Sidewinder Missile. This component guides the missile to the specified target in order to destroy it. The basic quantity for Ordering Period one is 162 EA, Ordering Period two quantity is 150 EA, Ordering Period three quantity is 100 EA, Ordering Period four quantity is 50 EA and Ordering Period five quantity is 50 EA. This requirement is sole source to: RUAG Aviation, seetalstrasse 175, Emmen LU 6032, Switzerland.  CAGE: S3344. Authority: 10 U.S.C.2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source, and No Other Supplies or Services Will Satisfy Agency Requirements. Solicitation is expected to be issued on or around 16 Jan 2017 with response due 30 days after solicitation issue date. Delivery is 90 calendar days after effective date of funded task order. The London Borough of Hammersmith and Fulham acting on behalf of itself and the Royal Borough of Kensington and Chelsea and Westminster City Council invites Tenders for the provision of 3 Carers' Hub Services. 1 Carers' Hub Service will operate in the London Borough of Hammersmith and Fulham, 1 Carers' Hub Service will operate in the Royal Borough of Kensington and Chelsea and 1 Carers' Hub Service will operate in Westminster City Council. Each local authority will contract directly with the provider of the Carers' Hub Service which will be selected to operate in their own area.

It is intended each Contract will have an initial term of 3 years The contracting local authority will be entitled at its absolute discretion to extend the Contract Period on the same terms for 2 further periods each of 1 year making a total possible Contract Period of 5 years.

Each council and its respective Clinical Commissioning Groups(s) is committed to increasing the health and well-being of the population and enabling people to directly manage their own care, maximising choice, independence and control. The commissioning of a Carers' Hub Service to operate in each borough is seen is key in contributing to an improvement in the health and well-being of carers and to strengthening and sustaining them in their caring roles. The service will support each Council to enact their new duties under the Care Act 2014.

The Councils consider the services are most effectively provided by using a Hub model approach which will co-ordinate support for adult Carers within each borough, providing 1 point of contact for Carers to improve access to all relevant local support and community assets. Warwickshire County Council wish to put in place a multi provider framework for evidence based parenting programmes for parents and carers of children and young people aged 0 — 25 living in Warwickshire and to provide training for practitioners working with families. Therapies are not included in this framework. The framework will provide a wide selection of programmes that will deliver the individual outcomes for families and will include:

Lot 1: Training Courses for Practitioners working with Families across the public and voluntary sector.

Lot 2: Direct delivery of parenting programmes to parents and carers.

Lot 3: Direct delivery of training for young people at risk of becoming young parents and/or young people with caring responsibilities.

The Framework Agreement can be accessed, subject to authorisation by Warwickshire County Council, by all Local Authorities in England, Scotland and Wales, a list of which may be found here:

The parenting support workforce may include but not be limited to the following services and workers: social care, early help services, targeted youth support, children centres services family support workers, early years workers, midwives, health visitors, school nurses, schools, voluntary sector and faith based organisations youth, community and family workers/volunteers.

Practitioners (paid staff and volunteers) working with parents and families will be equipped with the knowledge, understand, skills, confidence and self-efficacy to deliver evidence based parenting courses to individuals and groups of parents based on parents' diverse needs of those participating.

The outcomes of parents and carers participating in programmes 1:1 and within groups will be to strengthen families to increase positive and nurturing parenting with a focus on:

— Secure attachment and bonding.

— Child/Parent Relationship.

— Support Structures.

— Parenting Strategies.

Through prevention and early intervention parents will be better able to give children and the best start in life and continue to meet their child's changing needs as their progress to adulthood. In addition targeted programmes will support parents with particular needs or at crisis points. All programmes will consider how support can be sustained those peer and community based support.

Young people at risk of becoming young parents and/or young people with caring responsibilities will have access to age appropriate programmes that provides relationship and parenting training for young people that builds strengths, resilience and capacity for them to make a choice about delaying their parenting and support them in preparing from parenthood and what is involved in caring for a child.

This will focus on the 2 key areas:

— young people awareness of positive relationships and sexual health,

— an introduction to parenting and caring for children including attachment and bonding.

- Supply, installation, testing and delivery

This request concerns a framework contract with a base period of 8 years and the probable amounts of some 100 DGS units callable in stages.

- Maintenance

After commissioning of the DGS units, the supplier will provide maintenance, beginning after a two year warranty on all DGS device. The duration of maintenance period of all the DGS-end units equal to the expiration of the maintenance of the DGS-called units in the first phase. The maintenance period of the DGS units called up in the first phase, is after warranty, 7 years and is renewable two times for a period of two years.

Of aan deze vereiste voldaan is, zal worden beoordeeld op basis van de aanwezigheid van de vereiste kennis en ervaring voor het uitvoeren van de opdracht vermeld in rubriek II.1.1 en II.1.5). Brussels Airport Company vereist hiertoe in het kader van de aanvraag tot deelneming het voorleggen van de volgende documenten: •	Elke kandidaat moet een lijst van relevante referenties aanbieden waaruit blijkt:
o Leveringen van ten minste 60 eenheden DGS aan tenminste 3 verschillende vliegvelden in de afgelopen 3 jaar.
o Ten minste 1 referentie door de kandidaat (of door zijn onderaannemers) dat hij in de afgelopen 3 jaar, een opdracht met succes heeft afgerond en die de installatie, het testen en het in bedrijf stellen van DGS-eenheden omvatte.
o Minstens 1 referentie van een opdracht waaronder het onderhoud (preventief en curatief) van de geleverde DGS eenheden, in de afgelopen 3 jaar.
Hiervoor dient men een referentie sjabloon, toegevoegd als aparte bijlage aan deze aankondiging, in te vullen.
•	Kwaliteit certificaat (ISO900x of gelijkwaardig).
Indien de kandidaat de voormelde documenten om gegronde redenen niet kan aanleveren, kan hij zijn technische bekwaamheid aantonen met andere documenten die Brussels Airport Company geschikt acht.
Kan uitgesloten worden van deelneming aan de opdracht, de kandidaat die onder andere: • Het ontbreken van relevante referenties.
• Het ontbreken van de vereiste certificaten. Wanneer de aanvraag tot deelneming uitgaat van een combinatie zonder rechtspersoonlijkheid van ondernemingen gelden de hoger vermelde vereisten op het niveau van de combinatie tezamen.
Indien de kandidaat niet voldoet aan één of meer van de vereisten inzake technische bekwaamheid, kan beroep worden gedaan op de bekwaamheid van een derde entiteit. De derde entiteit moet een verbintenis - overeenkomstig het model van Brussels Airport Company dat is toegevoegd als aparte bijlage aan deze aankondiging - voorleggen als garantie voor de technische bekwaamheid, waarin hij aanvaardt dat Brussels Airport Company, in het kader van de uitvoering van de opdracht, kan vereisen dat de derde entiteit daadwerkelijk betrokken wordt bij of belast wordt met de uitvoering van de opdracht voor het gedeelte waarvoor op zijn technische bekwaamheid beroep wordt gedaan. Brussels Airport Company behoudt zich het recht voor om een verbintenis niet in aanmerking te nemen indien deze inhoudelijk afwijkt van het model dat door Brussels Airport Company ter beschikking wordt gesteld of indien deze geen of onvoldoende garantie biedt inzake de technische bekwaamheid.
