The Ministry for Foreign Affairs of Finland is contracting one (1) Education Expert for the monitoring and assessment of the education sector support programme to the Palestinian Authority. The task of the Education Expert is to support the Ministry for Foreign Affairs of Finland (MFA) in monitoring and assessment of the education sector development processes according to the needs of the Unit for the Middle East and North-Africa. During the contracting period, "Education Development Strategic Plan 2014-2019" (EDSP III) is being implemented. The task of the Education Expert is to support in the follow-up of the EDSP III together with the Representative Office of Finland in Ramallah and the MFA. The Education Expert reviews and analyses the education sector performance and the reform processes, and identifies important issues and themes. Monitoring happens mainly through analyzing the documentation of the education sector. The Education Expert supports the MFA officials in professional discussions with donors and partners. He/She takes part twice a year in the education sector consultations and education sector working group meetings in the occupied Palestinian Territory. The Education Expert analyzes the annual, semi-annual and quarterly reports, and discusses with the MFA officials of the key issues. The Education Expert reports twice a year to the ministry (one before Annual Work Plan and Budget consultation and one after Annual Sector Review). The Education Expert might be also asked to report on certain specific issues on request. The focus of the monitoring and assessment is in the three reform tracks: Curriculum Reform, Management Reform and School Harmonization reform. The Education Expert shall have fluency in Finnish and English language. The Education Expert is expected to be familiar with the Finnish education system and to be able to analyze documents in Finnish language. The Education Expert is expected to participate and follow the internal meetings, discussions, and reporting of the Embassy and the MFA in Finnish.

Education for a Changing World To what end? What kind of society will we have to be? What kind of Earth will we learn to steward? What is the purpose of education? For societies facing immanent challenges (national identity, settlement, development), the purpose of education is often crystla clear: enable the next generation to overcome and prosper. For societies that have achieved success, the utility of education is often less clear. This project will explore the intersection of sustainebility, wellbeing and education for a globalized society on a changing planet. The research will gather insights from multiple fields to help inform the global debate about the purpose and future of education as an essential public good. The project will be organized as a transatlantic collaboration, combining interdisciplinary Finnish and North American perspectives on teaching and learning. Author contributions will be supported with original case studies from around the world and they are selected in part by the group.

The purpose of the evaluation is to serve planning and decision making needs in the MFA. The evaluation is expected to bring forward issues and lessons learned and make innovative but practical and concrete recommendations which will help the MFA to develop further the development cooperation in inclusive education and to enhance the cooperation with disability approach. Moreover, the recommendations will help the MFA to enhance the application of HRBA in development cooperation. Evaluation itself is also a major tool for accountability. Thus, the evaluation will inform the general public, parliamentarians, academia, and development professionals outside the immediate sphere of the decision-makers in development policy of what has been achieved by the use of public funds. The objectives of the evaluation are: - To assess the strengths and weaknesses in the realization of HRBA in Finland’s development cooperation by assessing the application of HRBA in Finland’s development cooperation in inclusive education and in cooperation with disability focus. - To assess inclusive education in Finland’s development cooperation and provide a comprehensive overall view on the achievements, strengths and weaknesses. - To assess the achievements, strengths and weaknesses of the cooperation with disability approach and to provide disability mainstreaming successes and failures. Furthermore, the objective of components 2 and 3 is to provide an assessment on the overall results and lessons learned of the Finnish development interventions in the Andean region and Kosovo. The evaluation covers bilateral and regional instruments, bilateral and regional contributions through multilateral channels (so-called multi-bi cooperation), multilateral and NGO cooperation as well as policy dialogue in selected countries and regions where possible. The temporal scope of the evaluation is 2004-2013 covering the three Development Policy Programmes of 2004, 2007 and 2012. As an exception, the final evaluations of the development cooperation in inclusive education in Kosovo and the Andean region (Components 2 and 3) cover the entire time frame of Finland’s development cooperation in those countries/regions (please see below). The evaluation consists of five components. It is organized in such a way that the four components can learn from each other. While their findings are presented in separate reports, they are also merged into a synthesis report which forms the component 5. See further information in the ToR.
