DTU's new LMS should offer a total package of learning tools and provide the ability to integrate with other solutions by known standards. It is the vision that a new LMS must be offered as a comprehensive and total learning platform that can facilitate the teaching and learning processes, and enable the beneficial use of digital elements on all programs for both DTU teachers and students.

A new LMS must include a learning functionality core, and furthermore act as a meeting point for third-party and/or proprietary learning applications to meet DTU's present and future needs. DTU expects that a future LMS must be thoroughly tested to e-learning environments, with high stability, in compliance with IT standards, generating value in a university context, and be future-proof. A new LMS will form the foundation to simplify processes in execution and administration of teaching and learning. The central student administration will continue to take place at a DTU system and will not be part of this tender. A new LMS should help to inspire teachers at DTU to try new teaching methods and share learning materials with each other and the world around DTU, and will focus on the pedagogical and didactic practices that ensure that all students are challenged. DTU wishes that the LMS will form the basis: — to support better learning for more students by offering modern, scalable, and flexible educational tools, with respect to the students' different backgrounds and learning preferences. — to secure the future of educational opportunities by integration with DTU's other IT systems and incorporate third-party learning applications. — for a better strategic decision making platform by providing system support for automatic gathering of data for developing education.

The Danish Defence Acquisition and Logistics Organization (DALO) plans to tender a framework agreement on maintenance- and repair services on the 33 Lycoming IO-360-A1B6 engines it owns.

DALO has 27 T-17 military trainer aircrafts that are powered by the Lycoming IO-360-A1B6 engines and owns 6 additional spare engines that are utilised when the engines in the aircrafts are under maintenance or are being repaired.

DALO would with this RFI like to receive input from the market before tendering the framework agreement on maintenance- and repair services on the 33 Lycoming IO-360-A1B6 engines. Please see attached RFI document.

The deadline for submitting the RFI response is 27.3.2017 at 13:00.

The RFI response can be uploaded under the ‘communication’ tab.

The T-17 is primarily used as a military trainer for pilot screening and training and is also used as support for the army and the navy in connection with their training and education. The T-17 is furthermore used as a trainer for maintaining the skills of the Danish Defence pilots.

Additionally the T-17 is used for certain surveillance tasks and other transport assignments.

It has been observed that the engines have a mean TBO (Time Between Overhaul) of only approximately 1 000 hours due to metal chips originating from the tappets appearing in the oil (TBO stated by the manufacturer is 2 000 hours or 12 years). The reason for this happening has been substantiated with the fact that the engines are only active around 100 hours a year, resulting in water moisture build-up in the engine leading to poor lubrication and corrosion of the flat tappets. A method for mitigation this problem has been suggested. As roller tappets are not sliding but rather rolling on the camshaft, updating the flat tappets to roller tappets could be a solution.

A comparison of the total costs between continuing with flat tappets and updating to roller tappets is part of the information that DALO is looking for to figure out how to structure a possible future tender as DALO plans to tender a framework agreement regarding maintenance service and repair service on the Lycoming IO-360-A1B6 engines.

The purpose of this request for information is to understand how the best possible tender can be arranged both for DALO and the suppliers according to the EC regulation. Scope of services:

— Maintenance Services,

— Repair services,

— Spare parts.
