The Department of Education and Training invites organisations to apply to lease a purpose-built early childhood education and care facility co-located with Blackwater North State School.

Eligible organisations are invited to submit an expression of interest to deliver a locally relevant service that meets the needs of children and families in the community. The successful lessee will deliver services based on the identified educational and/or health and wellbeing needs of families with children aged from birth to eight years. The lessee may operate the centre as a single service, or act as the lead provider, partnering with other community organisations to deliver services from the facility.

Recurrent funding is not available to support the operation of services at this facility.

The successful lessee will be offered a three-year lease with a negotiated rent or maintenance levy.

The Department of Education and Training invites suppliers and industry representatives to a presentation providing an overview of the Early Market Engagement (EME) process and a possible subsequent procurement approach for a solution for its telephony, video conferencing and unified communication requirements.  The EME process is intended to help inform a potential procurement process in the second quarter of 2017.  The release and conduct of the EME does not necessarily guarantee that any subsequent sourcing activity will be undertaken by DET.

The presentation will run for approximately one (1) hour with time for questions at the end of the presentation.

The presentation details are as follows:

The Queensland Government, acting through the Department of Education and Training (DET), is pleased to advise the market sounding has commenced in relation to the identification of options to reduce energy costs for Queensland State Schools through solar and energy efficiency measures.

Purpose

The Commonwealth Scholarships Program for South Australia (the Program) delivers on the Australian Government’s 2016 election commitment to provide up to $24 million over four years for up to 1200 Scholarships for undergraduate, postgraduate and vocational education and training (VET) students to undertake study in South Australia. The Scholarships include an Internship which provides Scholars with industry based work placements to link study to real jobs. The Service consists of the performance of the following activities: development, coordination and management of Scholarship application rounds, including communications and promotional activities; conducting Scholarship applicant eligibility checks and shortlisting of applications for the Department’s consideration; communicating the Department’s decision in relation to successful and unsuccessful applicants, making Scholarship offers to successful applicants, and administering Scholarship Funding; sourcing Host Employers for Internships in priority areas relevant to Scholars’ Approved Program of Study and coordinating Internships; monitoring Scholar enrolments and progress; monitoring and reporting on the Program implementation and Program outcomes; and participating in Program evaluation. The works comprise the renovation of two existing single storey school buildings (including asbestos removal), landscaping, external works and car parking.

Pacific Technical Assistance Mechanism Phase 2

DFAT is seeking a contractor to undertake the following development program in the Pacific region: PACIFIC TECHNICAL ASSISTANCE MECHANISM PHASE 2 (PACTAM2) Australia’s aid program in the Pacific has often included, and continues to include, requests from Partner Governments (PGs) and other development partners for Technical Assistance (TA) in the form of specialist advisers. These requests are made in response to a range of capacity/skills gaps which present major development challenges and constrain a PGs’ ability to plan and to improve service delivery. PACTAM Phase 1 commenced in November 2006 in response to DFAT’s need for a single, coherent, efficient and effective mechanism to respond to these requests. It was designed to provide TA in a timely and flexible way in response to PG’s emerging or urgent requests. These individual adviser assignments have been in a range of sectors including governance, infrastructure, finance, tax, legal, health, education and climate change. PACTAM 2 builds on the achievements of PACTAM 1 and will continue to operate in 12 Pacific Island countries including the Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. PACTAM 2 will provide both internationally and/or regionally recruited advisers in the form of placements within PG ministries, local non-government organisations (NGOs), regional organisations, or at DFAT Posts to provide TA on the design and implementation of an efficient and effective development assistance program in the Pacific. It is anticipated that PACTAM 2 will commence in September 2014 and will continue until 30 June 2017.

For the Provision and Installation of Hire Buildings

Purpose

The purpose of this Invitation To Offer (ITO) is to establish an Standing Offer Arrangement (SOA) for provision and installation of hire buildings.

The Department is seeking offers from suitably qualified and experienced organisations to establish a non-mandatory SOA for the provision and installation of hire buildings at the Department’s sites where a need has been identified.

The Department's goal to establish a SOA as a method of delivering comfortable learning environments in schools throughout Queensland, including the Torres Strait Islands. The buildings are generally used as temporary classrooms in situations where:

  • a short term need has been identified to:
    • meet relatively short-term peaks in resident student numbers within the school catchment;
    • provide temporary accommodation during school redevelopments; and
    • meet urgent enrolment requirements (emergent minimum requirements).
  • disaster recovery is required when a building(s) has been lost to natural disaster; or
  • a building(s) has been lost to vandalism and/or other events.

Scope and Requirements

The successful Offeror(s) must be capable of rapidly deploying demountable hire buildings across the State. The buildings must also provide a level of comfort and amenities equivalent to a conventionally constructed permanent building. It is a preference that Suppliers under the SOA can offer a turn-key solution for the buildings supplied.

The Department’s hire building demands include a range of classroom buildings with varying floor sizes and fitout configurations. From time to time other types of educational buildings rather than classrooms may be required by the Department. This could include amenities blocks, canteens, offices, libraries or other types of school accommodation. It would be expected that the preferred supplier(s) would be able to supply these additional types of buildings in addition to the classroom hire buildings, however specifications for these buildings are not provided in this document and would need to be negotiated on a per project basis.

The performance and technical specifications requested are intended to define the requirements of the hire buildings. The materials and building practices suggested are not exhaustive, however any materials proposed but not covered in this document, shall provide equal or superior performance to those nominated.

Industry Briefing

The Department will conduct an industry briefing session for this ITO. The briefing will consist of the following:

  • Explanation of the procurement process, documentation and timeframes;
  • Overview of the ITO scope and objectives(as indicated within the ITO); and
  • Address any questions from suppliers.

Note: The industry briefing is not an opportunity for eligible Offerors to gain further information of the Department’s service requirements or request direction to assist with the formation of their offer.

The briefing session will be conducted in the morning on Friday, 28 April 2017 at the Department of Education. Please refer to attachment 'Confirmation of Industry Briefing Session' for further detail of the industry briefing.  

All eligible Offerors who wish to attend the briefing are required to register their intended participation with the Contact Officer at procurement.facilities@det.qld.gov.au by Wednesday, 26 April 2017.

Submission

Suppliers are required to submit their offer through QTenders at the Queensland Government website http://www.hpw.qld.gov.au in accordance with the following:

  • Offers must be submitted in Microsoft 97-2003 or later or Adobe PDF;
  • All files that comprise an offer must be uploaded on the QTender website;
  • Suppliers responding to a public Invitation to Offer must log in using an email address and system password, before uploading the offer;
  • Each electronic file submitted cannot exceed 7mb. Files may be zipped.
  • All attachments must be clearly referenced and labelled.
