This Invitation to Tender relates to our Adult Education Budget. The principal purpose of the Adult Education Budget (AEB) is to offer opportunities to adults (19+) through engagement. The AEB offers motivated and enthusiastic adults a vehicle to achieving their aspirations through education and learning, supporting them to develop their skills and knowledge, enhancing their employability and progression opportunities and upskilling the local and regional workforce.

Cheshire West and Chester Council is funded by the Skills Funding Agency to secure adult education opportunities in the borough of West Cheshire and Chester. The main focus of the Skills and Employment team is tackling unemployment and particularly long term unemployment across the borough. During 2016/17, a large proportion of our funding will be targeted for delivery through external organisations to support outcomes for adults aged 19+ who face a range of challenges/barriers to securing sustainable employment.

Throughout 2016-17 we will be commissioning provision that will provide adults with the skills, support and confidence to enable them to secure employment. To meet this aim, we are particularly interested in funding bids from partners specifically tackling the barriers people face when trying to secure employment and/or progress at work including:

— Work related skills eg IT, English, maths and work-related personal skills with a focus on progression into further learning and/or work.

— Job Clubs looking at CV development, interview techniques, job search, personal impact etc.

— Provision that tackles health issues and promotes healthy lifestyles and/or positive mental health in priority wards eg Healthy Eating, Work Fit, Developing Personal Resilience, Mindfulness with links to employability.

— Setting up and running your own business.

— English for Speakers of Other Languages (ESOL)

— Community capacity building provision eg volunteer development provision, increasing civic participation and mentoring.

— Vocational sector specific provision that provides a gateway to local employment opportunities including Sector Based Work Academies in partnership with employers and DWP.

The Leicester Adult Education College is based on the corner of Belvoir Street and Wellington Street. The Adult Skills & Learning Service, Leicester City Council provide adult education classes for the residents of Leicester, and offer room hire including Hansom Hall for meetings and events to the general public.

Cheshire East Lifelong Learning (CE LL) is undertaking a commissioning exercise to set up an approved supplier list for the procurement of Adult Education Budget Provision and Sessional Tutors for the residents of the Borough. CE LL is funded as the lead body for Adult Education Budget provision and will be sub-contracting work under this funding stream. Providers will need to meet the eligibility criteria outlined in the service specification in order to be considered for the list. The approved supplier list will be split into lots as below: Lot 1 Adult Education Budget Provision: Accredited Learning Lot 2 Adult Education Budget Provision: Health and Wellbeing Programmes (Non-accredited learning) Lot 3 Adult Education Budget Provision: Taster/Engagement Programmes (Non-accredited learning) Lot 4 Adult Education Budget Provision: Longer programmes leading to Employment Outcomes (Non-accredited learning) Lot 5 Sessional tutors for CE LL direct delivery Lot 6 (+) - Additional lots may be added throughout the life of the approved supplier list (to be advised at a later date should the need arise). A proportion of the funding will be targeted at the 19+ age group who face challenges securing sustainable employment. The non-accredited learning will focus on turning around the lives of local people and maximising the impact of public funding on the social and economic wellbeing of individuals, families and communities with a strong focus on those who are most disadvantaged. A proportion of funding will be accredited learning and will be focused on unemployed individuals within the Borough who are eligible for full funding as outlined in the service specification. Commissioned provision will be aimed at entry level to level 2. This learning will be targeted at meeting local wellbeing and employment priorities in a number of subject areas. A proportion of funding will also be for qualified and experienced sessional tutors. Tutors will need to be available on a sessional basis to help meet the specific needs of our service due to sickness and/or support CE LL to meet emerging and specific needs of Cheshire East Communities as and when identified within the service. The approved supplier list will be opened via The Chest a minimum of 3 times per year so that new providers can join the list. Being accepted onto the list is no guarantee of any volume of work. Potential Provider's who fail to get onto the list may re-apply to join a maximum of 3 times. Cheshire East Council reserves the right to negotiate on aspects of providers bids post acceptance onto the list and prior to any contract award based on the call off criteria laid out in the service specification. The budget is a maximum of £495K per year across all lots. The pre-tender clarification deadline is 12 noon on 24th May 2016. The deadline for submissions is 12 noon on 31st May 2016.
