The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed-Price (FFP) Contract for the acquisition of Harpoon Weapon System spares in support of multiple Foreign Military Sales (FMS) countries and the United States Navy. The anticipated contract will be for twenty four months. Contract award is anticipated for the first quarter fiscal year 2016. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAVAIR intends to award this effort to The Boeing Company. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis will be considered by the Government. REQUIREMENT DETAILS: Five Year, Indefinite Delivery Indefinite Quantity (IDIQ) contract to repair the Weapon System Processor (WSP) on the Weapon System Control Console (WSCC).  The proposed contract will have a five-year Period of Performance (PoP) and utilize an anticipated Firm Fixed Price (FFP) pricing for Test Tear-down and Evaluation (TT&E) and cost plus fixed fee for Repair arrangement.  The estimated total quantity is 31 units. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), intends to award a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) follow on contract to The Boeing Company to support the continued development, upgrade, and application of the Encapsulated Harpoon Weapon System (EHWS) on foreign military submarines. The Boeing Company is the sole designer, developer and manufacturer of the Advanced Harpoon Weapon Control System (AHWCS), the encapsulated Harpoon Missile and related Encapsulated Harpoon Weapon System (EHWS). AHWCS is a required interface for EHWS. Under this effort, Boeing will provide engineering services, technical services, logistic services, prototypes and test hardware in support of the EHWS Program for Foreign Military Sales (FMS) application. Services, prototypes, test hardware, and documentation will be provided for the following tasks: (1) systems integration analysis, (2) system design and analysis, (3) training, (4) Encapsulated Harpoon Certification and Training Vehicle (EHCTV) and its related Test Equipment Group (TEG), (5) Integrated Logistics Support (ILS) and technical documentation, and (6) missile system improvement development. Boeing is the current provider of these services. The Boeing Company is uniquely qualified to perform AHWCS and missile related services in support of the EWHS program. Boeing is the only company with the necessary corporate knowledge, experience, and skill set to support the development, upgrade and integration of the EWHS on foreign submarines. Further, Boeing is the only responsible source for this requirement based on its ownership of proprietary information required for performance.
