Specifications for the equipment are: • Ability to cool samples to -25°C or cooler in temperature. • Ability to heat samples to greater than 150°C in temperature. • System should interface with existing FEI Nova NanoSEM 630 SEM including ability to mount to existing stage with cables for control and temperature ran through a feed though an existing port in the SEM. • Temperature accuracy of +/- 5% or better. • Should include external controller with ability to set desired temperature and monitor real-time temperature of the stage. This cryo cold stage must be compatible with existing SEM system including chamber port configuration with preferred use of the "A" port with on the FEI Nova NanoSEM 630 SEM system that has an 88mm diameter spacing between mounting holes (see Attachment 01)." Brand Name Justification for Purchase of Caterpillar 279D Compact Track Loader and Caterpillar H65E S Hammer Attachment: 1. The Airfields and Pavements Branch (APB) of the U.S. Army Engineer Research and Development Center (ERDC) in Vicksburg, MS, has been tasked by the U.S. Air Force Civil Engineer Center to procure a Caterpillar 279D compact track loader (CTL) and Caterpillar H65E S hammer attachment for inclusion in an existing Air Force Sustainment Pavement Repair (SuPR) kit. The SuPR Kit #001 was created as a prototype to help the Air Force repair and sustain deployed airfields and return them to service within three hours. The SuPR kit #001 contains over 350 items stored in four 20-ft military shipping containers. Prepackaged tool kits are needed to ensure that the materials and equipment for small pavement repairs are readily available to the warfighters when necessary to save time and money and maintain focus on the mission. 2. Since the development of the prototype SuPR kit, a few equipment and tool changes have been made based on user demonstrations. Twenty-five SuPR kits have since been procured and deployed after the development and user demonstration of the prototype. Now, the prototype SuPR Kit #001 needs to be retrofitted to outfit it with the updated tools, materials, and/or equipment so that the kit can be deployed. One Caterpillar 279D CTL and one Caterpillar H65E S hammer attachment needs to be purchased and included in the kit. 3. To maintain consistency with the other SuPR kits deployed around the world, the APB must have this CTL (Caterpillar 279D) and hammer attachment (Caterpillar H65E S). The U.S. Army Corps of Engineers (USACE), Vicksburg District has a requirement to the procurement and delivery of Hydrated Lime FOB DESTINATION to various project locations within a radius of 200 miles of Vicksburg, Mississippi. The government intends to make one award for one firm fixed price contract. Offers for less than the required delivery will not be accepted. The Government intends to award without discussions while reserving the right to hold discussions if determined advantageous to the Government. Offerors are encouraged to provide their best proposed pricing in their initial offer. 52.212-1 Instructions to Offerors--Commercial Items (Oct 2015) applies to this acquisition. All quotes submitted will be evaluated under Lowest Price Technically Acceptable (LPTA). The government will issue purchase orders to the supplier whose quote is the lowest priced of those determined to meet at least the minimum requirements for capability to perform. For LPTAs, this is done through the establishment of requirements to be evaluated on an "acceptable" or "unacceptable" basis. Proposals are evaluated for acceptability, but not ranked using the non-price factors/subfactors. Capability to Perform is defined as meeting the minimum requirements listed in Price, Technical, and Past Performance listed below. The Government intends to award a single firm-fixed-price purchase order as a result of this Solicitation, and intends to award without discussions. The Government reserves the right to hold discussions if it deems them necessary. FACTOR 3 PriceLowest Price Technically Acceptable will be used on known, firm requirements, readily available in the commercial marketplace. Fair and reasonable price determination will be based on adequate price competition. Price quotes will be examined to determine the extent to which proposed prices are comparable with the Government estimates, and previous procurement history and a determination made of Price Reasonableness. The Government may reject any proposal that is determined to be Not Fair and Reasonable, unrealistically high or low in price when compared to Government estimates, or are unbalanced, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the requirements. Pricing SHALL include ALL associated cost for the entire scope-of-work, including delivery, licenses, taxes & fees if due.
