This statement provides notice that the government anticipates awarding a primarily Firm-Fixed Price contract for Contractor Logistics Support (CLS), Production of Defense Injection/Reception Emergency Action Message (EAM), Command and Control (C2), Limited Injection (LITE) and Alternate Injection (AIT) in support of the Defense Injection/Reception Emergency Command and Control Terminals- DIRECT.
The Contractor shall provide efforts required for On-Site Management Coverage, Software Updates, Logistics Support, Information Awareness, Field Support, Engineering Services, Travel and Over and Above in support of the DIRECT terminals.
The proposed contract action is for services for which the Government intends to negotiate and award a five-year sole source contract to General Dynamics C4 Systems, Inc. (CAGE: 04655), 150 Rustcraft Road, Dedham, MA 02026. This is in accordance with Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements". All responsible sources may submit a capability statement of proposal, which shall be reviewed by the U.S. Government. A determination by the Government to not compete this proposed contract action will be based upon responses to this notice is solely within the discretion of the Government. In accordance with Air Force Instruction (AFI) 16.201, foreign participation is not permitted at the prime contractor level. All potential offerors should contact the Contracting Specialist/Procuring Contracting Officer identified above for additional information, questions, and/or concerns. This solicitation is expected to be released on 23 May 2016 with a response due no later than 30 days after the issuance of the solicitation.
The period of performance for this contract will consist of one (1) 12-month basic period and four (4) 12-month ordering periods. The place of performance will be specified in the forthcoming solicitation.
